EU releases P312M livelihood grant for conflict-affected families in Mindanao

CAGAYAN DE ORO CITY, Oct 23 (PIA) - The European Union (EU) has turned over P312 million to the United Nations World Food Programme (WFP) to provide livelihood to conflict-affected families in Mindanao. 

The grant of EUR 5.9 million (or P312 million) under the Aid to Uprooted People Programme will fund the project "Enhancing the Resilience of Internally Displaced Persons in Central Mindanao by Strengthening Livelihoods" for a period of two years, according to the statement issued by Thelma Gecolea, Delegation of the European Union to the Philippines Public Affairs Officer on Monday. 

The grant aims to boost the livelihood recovery of 50,000 families or 300,000 persons displaced by the past conflict in Mindanao. 

WFP will lead the program implementation in close collaboration with the Department of Social Welfare and Development (DSWD), Department of Agriculture (DA), Department of Agrarian Reform (DAR) and the Department of Environment and Natural Resources (DENR). 

"As a major development partner in poverty alleviation in Mindanao since 1990, this grant is a strong re-affirmation of the European Union's support to the development of Mindanao, and this will no doubt continue in the light of the recent peace Framework Agreement," EU Ambassador Guy Ledoux said. 

He said that this support will directly address poverty alleviation for the poorest in Mindanao, especially during the crucial transition phase following the signing of the Framework Agreement between the Philippine Government and the Moro Islamic Liberation Front (MILF). 

“We are very grateful to the EU for their continuous assistance to WFP and its work in the Philippines. In part, the EU in the Philippines is proactively promoting the Mindanao peace process through this significant and timely EU grant which will enable WFP to help conflict-affected communities quickly recover and rebuild,” said WFP Philippines Representative and Country Director Stephen Anderson. 

To formalize the partnership, a ceremonial signing between the EU and WFP was held yesterday, October 22, at the DSWD office in Quezon City. 

Aside from the top officials of EU and WFP, the signing was also graced by DSWD Secretary Corazon Soliman, Office of the Presidential Adviser on the Peace Process Secretary Teresita Quintos-Deles, United Nations Resident Coordinator Luiza Carvalho, Autonomous Region in Muslim Mindanao Governor Mujiv Hataman and Mike Pasigan of the MILF Peace Panel. 

Secretary Soliman said the EU's support through WFP, a partner of the DSWD, is a welcome development that is expected to boost and complement the government’s efforts to achieve sustainable peace and development in Mindanao. 

The EU press release also quoted Mohagher Iqbal, chairman of the MILF negotiation panel, saying that the MILF is greatly encouraged by the show of support for the peace process. 

“The MILF greatly appreciates the help EU has extended to promote peace in Mindanao, and to improve the living conditions of the people, especially the internally displaced persons. This assistance will facilitate the work ahead, as we move towards achieving peace and development for the Bangsamoro," he said. (EU/APB/PIA-10)


DOE, XU to ink pact on bioethanol project

CAGAYAN DE ORO CITY, October 23, 2012 (PIA) - The Department of Energy (DOE) and Xavier University-Ateneo de Cagayan will launch tomorrow a new research project on bioethanol production.

The DOE commits to fund the university’s study on “bioethanol production potential on different cassava varieties under Northern Mindanao condition and the development of a pilot-scale cassava bioethanol plant.

Greg M. Cubio, Officer In-Charge of Xavier Agricultural Engineering Department said tomorrow’s launching ceremonies will be highlighted by the signing of the Memorandum of Agreement (MOA), releasing of funds to XU, and the preliminary testing of gasoline-ethanol fueled engines.

The project is part of the government’s move towards utilizing all locally-sourced bioethanol.

The use of bioethanol is mandated under the Biofuels Act, which aimed at reducing the country’s dependence on imported fuels.  (PIA 10)


Muslim to celebrate Eidul Adha on October 26

MARAWI CITY, Lanao del Sur, Oct 23 (PIA) -- The entire Muslim community is set to celebrate Eidul Adha on Friday, October 26. 

Eidul Adha or the Feast of Sacrifice, commemorates the willingness of Prophet Ibrahim (Abraham) to sacrifice his son as an act of obedience to God. 

It is one of the two greatest Islamic festivals. The other is Eidul Fitr which marks the end of Ramadhan, the Islamic holy month of fasting. 

During the Eidul Adha celebration, Muslims will gather at their local mosques to listen to sermon and perform the Eidul Adha congregational prayers. 

Those who can afford will also symbolically sacrifice or slaughter a domestic animal, such as cow or goat, and share the meat of the sacrifice to family, relatives, friends and others, especially the poor. 

Muslims called this act as Qurbani. 

Meanwhile, President Benigno Aquino III has declared October 26, 2012 as a regular holiday throughout the country in observance of Eidul Adha to bring the religious and cultural significance of the celebration to the fore of national consciousness. (EOR/APB-PIA 10)


NFA-10 intensifies palay procurement

CAGAYAN DE ORO CITY, Oct 22 (PIA) -- The National Food Authority has announced the all-out palay procurement operations this harvest season in order to lift farm prices and boost government buffer stocks. 

The NFA buys palay at P17.00 per kilogram (clean and dry). 

Among the measures adopted by NFA are: the simplified requirements in the issuance of farmers passbook and given free of charge; increase in the delivery incentive up to P0.50 per kg or P25.00 per bag depending on the distance from the source of palay to NFA buying station; the acceptance of wet palay of farmers; and the loosening of quality requirements. Other internal modification are: increase in quantity for initial delivery of walk-in farmers up to 200 bags; the increase of the cash portion of payment up to P300,000.00 and the excess made out in checks. 

Buying stations are located in all NFA warehouses. Farmers’ organizations may also coordinate with the NFA Provincial Offices for schedule of deliveries and pick-up points. (Ma. Celeste R. Gaabucayan/NFA)


Electric service provider announces a 13-hr. brown-out on Oct. 23

OZAMIZ CITY, Misamis Occidental, Oct. 23 (PIA) -- The Misamis Occidental Electric Cooperative, Inc. (MOELCI) II said there will be a 13-hr. rotating brown-out in its franchise areas today. 

This scheduled brown-out, which will start at 9:00a.m. and end at 10:00 p.m. is due to generation deficiency and based on a curtailment level of 470 MW, Jemilo L. Pelimer, MOELCI II General Manager said. 

The time and areas affected by the situation are as follows: 9:00a.m. to 12:00p.m., with a curtailment load of 3.15MW include Pingol St., Burgos St., Tinago, Malaubang, San Roque, Catagalogan, Cotta and Part of Annex. 

From 12:00 p.m. to 3:00 p.m., with a curtailment of 2.96MW, from Tudela to Lapasan, Clarin and from Baňadero to Montol, Molikay, Part of Carangan, Labo to Sangay Diot. 

From 3:00 p.m. to 6:00 p.m., with a curtailment of 4.28MW, from Jimenez to Panaon area, Kabangkalan to Lilo-an, Bonifacio and from Kabangkalan to Baňadero. 

From 6:00 p.m. to 9:00 p.m., with a curtailment of 3.12MW, from part of Baňadero and Lam-an, Rizal Ave., Aguada and part of 50th Barangay and Kabangkalan to Tangub City Proper. 

From 9:00 p.m. to 10:00 p.m., with curtailment of 1.15 MW, from Tudela to Cagay-anon, Sinacaban and Third Millennium Oil Mill. 

Today, Oct. 22, the rotating brown-out at the franchise area of MOELCI 11, lasted for 11 hours and 30 minutes, from 10:00a.m. to 9:30 p.m., also due to generation deficiency based on the same curtailment level of 470 MW, Pelimer said. 

Areas affected by the 10:00a.m. to 12:30p.m. brown-out schedule are Kabangkalan to Baňadero, Ozamiz City, from Kabangkalan to Tangub City proper and from Tudela town to Barangay Lapasan in Clarin. 

The other affected areas are as follows: From 12:30 p.m. to 3:00 p.m., with a curtailment load of 2.89 MW, Barangays Baňadero and Lam-an, Rizal Ave., Barangay Aguada, part of the 50th Barangay, and from Tudela to Barangay Cagay-anon, Sinacaban. 

From 3:00 p.m. to 5:30 p.m., with a curtailment load of 2.56 MW, Kabangkalan to Brangay Lilo-an, Bonifacio, Barangay Baňadero to Montol. Molikay, Part of Carangan, Labo to Sangay Diot, all of Ozamiz City and from Jimenez to Panaon area. 

From 5:30 p.m. to 7:00 p.m., with a curtailment load of 3.95 MW, Lam-an, Circumferential Road to Compak, Lapasan, Don Anselmo Bernad to Greenwich. 

From 7:30 p.m. to 9:30 p.m., with a curtailment load of 3.77 MW, Pingol St., Burgos St., Tinago, Malaubang, San Roque, Catagalogan, Cotta and Part of Misamis Annex to the Third Millennium Oil Mill. (RCAguhob/PIA10-Misamis Occidental)


DOLE pursues reform program to maintain industrial peace

CAGAYAN DE ORO CITY, Oct 22 (PIA) -- The labor department is currently pursuing a reform agenda to prevent labor conflicts from becoming full-blown disputes. 

Lawyer Johnson Cañete, regional director of the Department of Labor and Employment (DOLE) in Northern Mindanao, said in a media forum that one of the flagship programs of the Department is to maintain industrial peace is the single-entry approach (SENA). 

He said the SENA, which uses conciliation-mediation as a strategy to settle differences, is a better approach towards maintaining the good relationship between the labor and management. 

He also said the DOLE will not treat problems between the company and labor as cases under the SENA but rather as requests for assistance. 

"Instead of looking into their violations, we will look into how we can help the companies," he added.

Cañete said through this new approach, the DOLE will shift into becoming developmental, partnering and empowering rather than being just regulatory. 

The media interactive forum is being conducted quarterly by DOLE-10 to promote social dialogue and update the media on the various programs and milestone of the Department. 

The third quarter forum, held last October 19 at the Polymedic Medical Plaza, was highlighted by the oath-taking of the president of the People Management Association of the Philippines (PMAP), as one of the board of directors of the Regional Tripartite Industrial Peace Council. 

The PMAP is a professional organization with over 1,800 corporate and individual members engaged in human resource management and industrial relations work, said Priscilla Capitan, PMAP president. 

She said the PMAP advocates for best practices on human resource management. It also helps its members become more effective by teaching the human aspect of management via numerous career development forums and training programs. (APB/PIA-10)


Power group meets to prioritize Misamis Oriental electrification roadmap

CAGAYAN DE ORO CITY, Oct. 22 -- Energy firm STEAG State Power Inc. (SPI) has convened a planning group that will lay down plans to accelerate and prioritize the energization of Misamis Oriental at the sitio level. 

During a recent coordinating meeting held at the Mallberry Suites, officials from SPI, the Department of Energy (DOE) and electric distribution utilities Cagayan Electric Power and Light Company (Cepalco), Misamis Oriental Rural Electric Service Cooperative (Moresco) 1 and Moresco II agreed to prioritize Misamis Oriental as recipient of the electrification fund accruing from the electricity sales of Steag’s coal-fired power plant in Villanueva. 

Pursuant to the DOE guidelines, power generating companies set aside one centavo for every kWh of electricity sales to fund electrification and other community development programs and projects. 

Since 2006, Steag has earmarked PhP 31.97 million for the electrification of 39 villages in Region 10, of which 32 are in Misamis Oriental and Cagayan de Oro City. 

Anabel Elmaga of the DOE Rural Electrification and Management Division said the identification of the recipient communities follows the radiating order from the location of the Steag power plant as provided for in the ER 1-94 guidelines of the DOE. 

“Priorities are the host communities nearest the power plant of Steag including the host province, then the host Region” Elmaga explained. 

Data from the National Electrification Administration (NEA) showed that there are still 730 potential sitios for energization in Misamis Oriental, most of these are within the franchise area of Moreco II (covering the eastern towns of the province). 

“We are working on the full energization by 2013 of the remaining five sitios in our host communities in Tagoloan and Villanueva afterwhich we move on to consider the other neighboring towns in Misamis Oriental,” said COMREL Manager Ghaye Alegrio. (Jerome R. Soldevilla/SPI/PIA10)


4ID celebrates 21sr OESPA Founding Anniversary

CAMP EVANGELISTA, Cagayan de Oro City, Oct. 22 – Army’s 4th Infantry “Diamond” Division celebrates the 21st founding anniversary of the Office of the Ethical Standards and Public Accountability (OESPA) here today. 

Brigadier General Romeo L. Gapuz, 4ID Acting Commander, led the celebration during the flag raising ceremony in front of the admin building with a theme: “Serbisyong Tapat, Walang Katapat.” 

During the ceremony Ltc. Alvin M. Caga, 4ID Acting Chief of Staff, read the message from Lieutenant General Emmanuel T. Bautista, Commanding General, Philippine Army and subsequently followed by the reading of the message from General Jessie D. Dellosa, Armed Forces of the Philippines (AFP) Chief Staff by Brig. Gen. Gapuz. 

Meanwhile, the Diamond Troopers swore their allegiance to the AFP Code of Ethics which was administered by Colonel Victor A. Gealan, Acting Chief of Staff for Personnel, G1. 

Brig. Gen. Gapuz, said, “I remind all soldiers to be aware of the moral and spiritual values about the professionalism in the service. We have to show to the people that in our words and deeds we are their true protector.”

Berjaya, GK donate 150 houses for Sendong survivors in CdO

CAGAYAN DE ORO CITY, Oct 23 – The mayor here expressed his gratitude to officials of the Berjaya Group of Companies and Gawad Kalinga for donating 150 houses to poor families and those affected by tropical storm Sendong. 

“Sa ngalan sa kagamhanan sa dakbayan, ilabina sa mga benepesaryong pamilya, daghan kaayong salamat niining dakong tabang sa paghatag og libreng mga balay aron matagaan og dignidad ug kasegurohan sa pagpanimuyo ang mga biktima sa baha ug kaigsoonang kabus (On behalf of the city government of Cagayan de Oro and the beneficiaries, we are extending our deepest gratitude for the assistance in providing free houses and giving the flood survivors and the poor the dignity and secured dwelling)," said City Mayor Vicente Y. Emano during the turn-over of the houses at the Berjaya-GK Village at the Camaman-an relocation site. 

Funding for the houses was provided by Berjaya, while the GK constructed the houses. 

The mayor expressed his gratitude to Paul Soo, country manager of Berjaya and Jose Luis Oquiñena, executive director of Gawad Kalinga for uplifting the lives of the city’s landless poor. 

He is calling on the beneficiaries to take care of the decent houses awarded to them. 

“Hinaut nga inyo kining ampingan kay dili lang kini gasa gikan sa Berjaya ug Gawad Kalinga, apan dakong gasa kini gikan sa Kahitas-an” (I count on you to take care of the houses as these are not only donations from Berjaya and Gawag Kalinga and these are significant offerings from heaven as well)," he added. 

During the turnover, Oquiñena said it is not difficult to pour assistance to Cagayan de Oro due to its local leadership. “It is really a partnership,” he added. 

For his part, Soo said the city is fast in providing lots that’s the reason why construction of houses was also fast. He urged the beneficiaries to take care of what they have. 

“It is important for Berjaya that you own houses,” he added, as he called on families to make it a clean and beautiful community and to be good examples to other relocatees. 

According to the Berjaya executive, because of a good partnership with the city government, Berjaya is more than willing to provide more funds for the project.
