US Ambassador graces launch of USAID project in CdeO

CAGAYAN DE ORO CITY, Misamis Oriental, June 30 (PIA) -- United States Ambassador Harry K. Thomas graced the launch of US Agency for International Development (USAID) Cities Development Initiative (CDI) on June 29, Friday in Cagayan de Oro City. 

USAID Mission Director for the Philippines Gloria D. Steele and City Mayor Vicente Y. Emano forged a memorandum of understanding, witnessed by the Department of Trade and Industry Undersecretary Zenaida Maglaya and Department of Interior and Local Government Undersecretary Austere Padadero. 

In his remarks, Ambassador Thomas stressed on the US government's commitment to the Philippines. 

“This occasion shows not only our commitment to you, but also the potential, that we believe that you have the transparency and honesty to undertake the program,” he said. 

He also said that the Philippines is among four countries in the world which the US government, through the partnership for growth (PGF), brings 15 federal agencies to provide assistance that will advance the country’s economic development. 

“We have recognized your tremendous efforts to rehabilitate and reconstruct your city from terrible devastation by tropical Sendong, last year. We know that CDI will prosper here, continuing the construction and development, as well as, in increasing the dynamism of the city,” he added. 

He likewise commended the leadership of Emano and the people for maintaining the city’s long term economic growth. 

Cagayan de Oro City is among the three CDI pilot areas in the country. The other two cities participating in the initiative are Batangas City and Iloilo City. This initiative according to USAID Mission Director Gloria D. Steele is piloting on something that none of any USAID offices around the world has done, that is, for cities to act as engines of economic growth. It is built on the premise that economic growth and job creation are closely linked to urban development. (PIA10)


Lanao del Norte plants seedlings for Environment Day

TUBOD, Lanao del Norte, June 30 (PIA) -- Around 5,000 seedlings were planted in Lanao del Norte as part of the provincial government’s observance of the Environment Month. 

Participants planted 2,000 giant bamboo and 3,000 mahogany seedlings along the one one-kilometer downstream in Barangay Bulod, Tubod town, Lanao del Norte in June 28. 

Governor Mohamad Khalid Q. Dimaporo and Lanao del Norte first district representative Imelda Q. Dimaporo led the tree planting. 

Provincial, municipal and barangay officials, multi-sectors from the women, youth, non-government organizations, people’s organization, the Boys and Girls Scouts of the Philippines, the Armed Forces, Philippine National Police and other government agencies attended the tree-planting. 

The Department of Education meanwhile sent the most number of participants. 

Fifteen candidates for the Search for Miss Lanao del Norte 2012 also joined the tree-planting. 

This year’s Environment Day kicked off with a program in the morning at the Kolambugan wharf. This town has been recognized by the Department of Environment and Natural Resources (DENR) for its Mariculture Park. 

Gov. Dimaporo thanked his constituents and other government agencies for the full support they have been giving his administration in protecting the environment. 

Officials from DENR Region 10 were among those who delivered messages, as the nation celebrates the Environment Month focusing on Green Economy and what does it mean to people. 

Last year’s Environment Day was celebrated alongside of the Cathedral Falls, the tourist-destination site of Kapatagan town. It started with a program at the site followed by planting of 3,000 mahogany seedlings along the perimeter of the waterfalls, according to Ramon Serapio, provincial environment officer of Lanao del Norte local government unit. 

The tree planting of the province goes with the government’s National Greening Program, to plant some 1.5 billion trees covering about 1.5 million hectares for a period of six years from 2011 to 2016. 

This annual activity is in partnership with the Environment Office of Lanao del Norte-Provincial Government and the DENR-Provincial Environment Office (PENRO). 

The tree-planting activity, which culminates the Environment Month, is also in line with the two-week celebration of the 53rd founding anniversary of the province, with the theme, “Ang Nagkahiusang Katawhan, Mauswagong Katilingban (United People, Progressive Community).” (EOR/LDN/LVG-PIA10)


Lantapan LGU lauds NFA’s intensified drive on I-Rice consumption

MALAYBALAY CITY, Bukidnon, June 30 (PIA) -- The local government unit (LGU) of Lantapan lauded the National Food Authority’s (NFA) intensified drive on Iron-Fortified Rice (I-Rice) consumption during the Diskwento Caravan and I-Rice cooking demonstration held in town. 

Mayor Godofredo I. Balansag said NFA’s drive on I-Rice consumption helped local folks understand why there is a need to use it. 

“We should promote and patronize I-Rice because the National Nutrition Council and the Department of Health endorsed it. It has been proven effective in fighting anemia among children, pregnant and lactating mothers,” the mayor said during the town’s 44th Foundation Day ceremony. 

At present, NFA accredited retail outlets nationwide are selling I-Rice at P27 a kilo. 

Victoria R. Duray, provincial manager of NFA Bukidnon said, “We have sufficient supply of iron rice premix to produce I-Rice when needed.” 

“Anytime the consumers and LGUs demand for I-Rice, NFA can assure you that these are ready and available,” she added. 

NFA is tasked to fortify rice with iron in compliance to Republic Act No. 8976 known as “The Philippines Food Fortification Act of 2000.”

US Ambassador visits XU

CAGAYAN DE ORO CITY, Misamis Oriental, June 30 (PIA) -- The United States Ambassador to the Philippines visited Xavier University (XU) for a roundtable discussion with alumni of the Congressional Internship Program for Mindanao Youth Leaders (CIPYML) on June 28 at XU’s American Corner. 

US Ambassador Harry K. Thomas Jr. met with about 10 graduates of CIPYML who shared with him their experiences while completing the internship program. 

“Keep on being role models and ambassadors not just for the people of Mindanao but all the Filipinos and the youth of the world,” said Thomas to the graduates who are now working for various government and development agencies, such as the Mindanao Development Authority (MinDA) and the Bangsamoro Youth Affairs. 

CIPYML is a US Agency for International Development-supported project, which began in 2002 implemented under the Growth with Equity in Mindanao Program in partnership with the Philippine House of Representatives. 

It offers recent graduates of colleges and universities in Autonomous Region in Muslim Mindanao (ARMM) and other conflict-affected areas in Mindanao an opportunity to work with congressional committees, departments and offices of congressional representatives and to assist in policy formulation, research and the preparation of legislation. 

This is the first time for XU to host the CIPYML roundtable discussion.

NorMin RDRRMC bares events for disaster consciousness month

CAGAYAN DE ORO CITY, June 30 (PIA) -- The Regional Disaster Risk Reduction and Management (RDRRMC) in Northern Mindanao is set to celebrate National Disaster Consciousness Month (NDCM) this July with the theme “Ligtas na Bayan, Maunlad na Pamayanan.” 

This is in line with Executive Order No. 137 series of 1999, declaring the month of July every year as NDCM, said Ana Cañeda, Regional Director, Office of Civil Defense (OCD-10) and chair, RDRRMC-10. 

She said the celebration aims to increase the awareness of Filipinos towards disaster preparedness, mitigation and risk reduction. 

In order to make the celebration a meaningful one, Cañeda said government offices, national line government agencies and instrumentalities, civil society organizations, people’s organizations, and the general public are enjoined to take part by hanging streamers in their vicinity, and actively participate in the activities lined-up for the whole month: Holy Mass offering and Continuing Financial Assistance for the victims of tropical storm Sendong; Post-Disaster Needs Assessment (PDNA) – Conference for External Resources mobilization; Disaster Risk Reduction (DRR) Advocacy and Information Drive; Building Safety Inspection; Conference on DRR and Warning Dissemination for Media Practitioners; Stakeholders Conference (Launching of National Disaster Risk Reduction Management Plan); Tree Planting and Growing; Lessons Learned Workshop (in the aftermath of TS Sendong); Rescue Olympics; and RDRRMC Recognition and Awarding Ceremony. Region 10 to hold Non-Handicapping Environment for PWDs forum

CAGAYAN DE ORO CITY, Misamis Oriental, June 30 (PIA) -- Representatives of local government units of Regions 6 and 10 will convene in Cagayan de Oro City to attend the Forum on Non-Handicapping Environment (NHE) for Persons with Disabilities on July 4 to 5. 

Organized by the National Council on Disability Affairs (NCDA) and the Japan International Cooperation Agency (JICA), the forum aims to showcase and demonstrate before the participants the implementation of NHE being piloted in Opol, Misamis Oriental and New Lucena in Iloilo Province, of their experiences and achievements in adopting the NHE project which has been started in 2008. 

With the theme “Making a Path to Non-Handicapping Environment,” participants will be toured to various places in Opol with accessible facilities where they will have the chance to interact with officials and their constituents including persons with disabilities on various areas and components of the NHE project. 

Other activities in the forum, which is also supported by the two pioneering local government units such as Opol, Misamis Oriental and New Lucena, Iloilo, include the launch of a publication entitled “Telling the Story, Sharing the Success,” which chronicles the experiences gained by the said local government units in the creation of a non-handicapping environment for persons with disabilities in the rural areas. 

This will be complemented with a presentation on the “Universal Design” concept by a JICA expert Dr. Yoshihiko Kawauchi, a well-known Japanese scholar and activist on accessibility and a professor from Toyo University in Japan. 

Culminating the two-day Forum is the presentation of NCDA and the Department of Social Welfare and Development (DSWD) on the expansion programs of the NHE project and an action planning workshop and presentations of LGU candidates of the NHE expansion program on how they can best adopt the NHE project in their respective localities. Tangub to conduct baseline nutrition assessment of schoolchildren in July

TANGUB CITY, Misamis Occidental, June 29 (PIA) -- A mass weighing and height monitoring for the nutritional assessment of all school children, in both elementary and secondary levels, will be conducted by the Tangub City Division in July this year. 

This is in collaboration with the Health and Nutrition Unit of the Department of Education (DepEd) in order to come up with a baseline nutritional assessment of schoolchildren for school year 2012-2013, according to Carmencita S. Cotapte, schools division superintendent. 

In her memorandum to all the school heads, Cotapte has directed all the selected trained school personnel of the World Health Organization-Child Growth Standards to take charge of such activity within the division next month. 

Data to be gathered will include the pupil’s weight and body mass index to see if the pupil is severely wasted, wasted, normal, overweight and obese, she said. 

Dr. Luz S. Almeda, regional director of DepEd-10, said July is designated as Nutrition Month to create greater awareness among the Filipinos on the importance of nutrition, focusing attention on making informed food choices and developing sound eating and physical activity habits, pursuant to Sec. 7 of Presidential Decree 411. 

With this year’s theme of “Pagkain ng gulay ugaliin, araw-araw itong ihain,” all schools are enjoined to participate in the month-long celebration by undertaking meaningful activities that will highlight the importance of eating vegetables everyday. 

She said that suggested activities for the month include the launching program during the flag ceremony, featuring nutrition articles and information on bulletin boards and conducting nutrition lectures and forum, jingle competition and slogans, essay-writing, poster-making and cooking contests depicting the theme. 

On the other hand, Education Secretary Armin A. Luistro said the National Nutrition Council leads the whole nation in the celebration of the Nutrition Month, purposely to disseminate nutrition messages to all Filipinos and this year’s focus is on the promotion of vegetables and its nutritional benefits. 

For its launching event, the Nutritional Month Celebration will feature vegetable gardening in schools to emphasize the importance of eating vegetables as part of the healthy diet. 

Thus, all public elementary and secondary schools, including its teaching and non-teaching personnel are encouraged to conduct simultaneous vegetable gardening through the “Gulayan sa Paaralan” Project, this coming July 2. 

They are also encouraged to participate in other activities that will promote vegetable consumption and production in schools and highlight poverty reduction, food security, bio-diversity conservation, and climate change adaptation and mitigation, such as tree-planting and tree-growing activities, among others, Secretary Luistro added. Checkpoints to be set for ARMM voters’ registration

MARAWI CITY, Lanao del Sur, July 2 (PIA) -- Checkpoints will be established in strategic places in order to discourage "flying registrants" during the general registration of voters in the Autonomous Region in Muslim Mindanao (ARMM) on July 9-18. 

These checkpoints will be manned by the Special Action Forces (SAF) of the Philippine National Police (PNP). 

According to ARMM officer-in-charge Governor Mujiv Hataman, the SAF will be the one to conduct checkpoints to check if passengers entering the province are indeed residents of the area or part of the "flying registrants" paid by politicians. 

He warned potential flying registrants and politicians that cases would be filed against them should they be proven cheating in the general voters’ registration. 

This warning was sounded by Hataman during the Forum on Partnership Building for Lanao del Sur Electoral Reform Initiatives last June 29, an undertaking initiated by the 103rd Infantry Brigade in partnership with the provincial office of the Commission on Elections (COMELEC), ARMM regional government, and the Lanao del Sur Peoples’ Council. 

The PNP and the Armed Forces of the Philippines (AFP) based in the province have expressed their commitment to protect the conduct of credible and honest registration. 

Both the PNP and the AFP was deputized by the COMELEC to assist the poll body in the implementation of registration laws and in ensuring the orderly and peaceful conduct of the registration of voters in Muslim Mindanao. 

Col. Daniel Lucero, commanding officer of the 103rd Infantry Brigade and Task Force Makalintad, said he will import troops from Lanao del Norte or request for additional troops if required just to secure the 10-day voters’ registration. 

Provincial Police Director PSSupt. Romeo Magsalos said he will deploy police troops in the various registration centers, with more troops to be allocated in hot spots, while stand-by forces will remain in the various police stations in the province. (APB/PIA-10) 


Local execs campaign for a clean voters’ registration

MARAWI CITY, Lanao del Sur, July 2 (PIA) -- Local chief executives here called on the Maranao people to support the “One Person, One Register, One Vote” advocacy. 

Provincial Governor Mamintal Adiong Jr. said this campaign aims for a credible, clean, and honest registration and elections for the betterment of the province. 

In yesterday’s "Line Agencies Reportorial Show" attended by representatives of various line agencies in the province, Adiong emphasized that a way for good governance to prosper in the province is for the Maranao electorate to have a will to support the conduct of a clean registration of voters. 

The same call was reiterated by Autonomous Region in Muslim Mindanao (ARMM) officer-in-charge Governor Mujiv Hataman, who was the keynote speaker of the program, emphasizing that governance starts with registration. 

“Huwag kayong pumayag na mapasukan ng hindi taga-Lanao del Sur, papayag ba kayo na magkaroon ng lider na inihalal nang hindi taga-Lanao del Sur? Dapat kung sino ang taga-Lanao del Sur ay sila lang ang may karapatang maghalal ng lider sa Lanao del Sur (Do not allow non-residents of Lanao del Sur to elect the leader of Lanao del Sur. Would you allow that? It must residents here who will have the right to vote for their own leader),” he urged. 

The Commission on Elections (COMELEC) has earlier announced that a general registration of voters will be held from July 9 to 18 in the entire ARMM. 

COMELEC Commissioner Armando Velasco, in his recent visit in the province, disclosed that the filing of application for registration shall be held at the Office of the Election Officer or in the designated registration centers from 8 a.m. to 5 p.m. on the scheduled dates. 

He said that applicants, who are at least 18 years of age on or before the May 13, 2012 elections and residents of the country for at least one year, and in the place where they propose to vote for at least six months immediately preceding the May 13, 2013 elections must personally apply and present valid identification documents. 

However, he clarified that community tax certificates or cedula and certifications issued by barangay officials will not be honored as valid identification documents. 

Velasco also emphasized that no application for transfer of registration from non-ARMM to any ARMM city or municipality will be entertained at the registration centers. 

The application for transfer of a voter’s registration record from non-ARMM to an ARMM area shall be personally filed at the Office of the Election Officer only, he added. (APB-PIA 10)


Gunban in ARMM for a month

MARAWI CITY, Lanao del Sur, July 2 (PIA) -- The 30-day gun ban that the Commission on Elections (COMELEC) had imposed for the general voters registration in the entire Autonomous Region in Muslim Mindanao (ARMM) started yesterday, July 1. 

Provincial Election Supervisor Atty. Nasib Yasin said the gun ban that will be implemented until July 31 covers the provinces of Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi, and the cities of Marawi and Lamitan. 

But aside from the ARMM areas, the cities of Cotabato, Zamboanga, and Isabela, as well as the provinces of Sultan Kudarat, Zamboanga del Sur, Lanao del Norte, and North Cotabato are also covered by the ban. 

Yasin said the gun ban was imposed to ensure the safety of the registrants, and COMELEC personnel and equipment that will be deployed in the various registration centers and in other places in the ARMM during the 10-day registration period set on July 9-18. 

Last month, Senate and Congress approved Joint Resolution No. 3 that provides for the annulment of all books of voters in the cities and municipalities in the ARMM and consequently directed the poll body to immediate conduct a general registration in the said region. 

In line with the gun ban, the Philippine National Police (PNP) was also directed to suspend the issuance of firearms licenses in the areas covered by the ban. 

Per COMELEC Resolution No. 9479, the processing and approval of new firearm license, including renewal of license, may continue on condition that the new license and firearm shall be kept in deposit with the Firearms and Explosives Division of the PNP. 

The resolution further stated that firearms licenses issued in violation of this are considered null and void, without prejudice to the filing of the appropriate administrative and/or criminal charges against the holder or those responsible for the issuance of the license. (APB/PIA-10)


Lanao civil society holds Solidarity Walk

MARAWI CITY, Lanao del Sur, July 2 (PIA) -- Civil society organizations led by the Lanao del Sur Peoples’ Council (LDSPC) will be holding a solidarity walk today, July 2. 

Dubbed "Walk for Ranao," the solidarity walk will start at the Sarimanok Station going up to the Provincial Capitol Complex at around 10:00 a.m. where a short program will be held at the Provincial Capitol Social Hall. 

Prior to the solidarity walk, members of the LDSPC will conduct a fish dispersal and tree planting in Puga-an, Ramain town. 

The Solidarity Day will be completed by poster making and essay writing contests at Sangguniang Panlalawigan Hall and Conference Room, respectively. 

The conduct of these activities is the civil society’s support to the provincial government in celebration of its 53rd founding anniversary, according to Hadja Nabihah "Noni" Lao, executive director of the LDSPC. 

Lanao del Sur is the first province in the Autonomous Region in Muslim Mindanao that entered into a partnership and social contract with CSOs and POs for reforms in the region. (APB/PIA-10)


Pag-IBIG Fund urges members to register online

CAGAYAN DE ORO CITY, July 2 (PIA) -- The Home Development Mutual Fund, also known as Pag-IBIG Fund, is calling all its members to comply with the Fund’s Online Membership Registration. 

According to a press release by the Pag-IBIG Fund Cagayan de Oro branch, all Pag-IBIG Fund members must register online at www.pagibigfund.gov.ph. 

The member will then be assigned a Registration Tracking Number (RTN) as a reference for his/her successful online membership registration. 

After which, members must submit their duly accomplished Members Data Form (MDF) to their respective Human Resource or Personnel Officer who will in turn submit the MDFs together with a corresponding transmittal indicating the members complete name and the corresponding RTN to the Marketing and Enforcement Division of Pag-IBIG Fund on or before July 31, 2012. 

“This will serve as the basis for the printing of the Member’s Identification (MID),” said Branch Manager Juliano S. Banghal. 

Currently, the Fund is printing transactions cards of all its members bearing their complete name, date of birth, permanent Pag-IBIG Fund MID number and security code, as well. 

“Members, who already received their transaction cards in the previous years, are still required to register online at our official website, for the incorporation of their personal data, which is needed for the implementation of the new Integrated Information Systems Project (IISP),” Banghal added. 

He, thus, urged heads of offices to impose the compliance of the online membership registration to all their employees. He also called on companies/employers to likewise register online.

Mis. Occ. PDRRMC conducts meetings on disaster-preparedness

OROQUIETA CITY, Misamis Occidental, July 1 (PIA) -- Measures to strengthen its preparedness and mitigation in the wake of the rainy season have been conducted by the Misamis Occidental Provincial Disaster Risk Reduction and Management Council (PDRRMC). 

Among these measures is the conduct of meetings attended by the members of the PDRRMC composed of the disaster action officers from the provinces’ 14 towns and three cities. 

These meetings serve as venues for interactions and discussions for planning, preparation, training and funding for the preparation of disaster preparedness programs, Gain Paul De Barras, Executive Officer of the PDCRRMC, said. 

Also included are the implementation of the solid waste management programs and hazard maps that Governor Herminia Ramiro, Chairperson of the PDRRMC, has asked all the local government units (LGU’s) to submit to be made the basis of the preparedness plans of the province. 

Meanwhile, De Barras said these interactions of the disaster action officers from the LGU’s paved the way for the activities of the observance of the Disaster Consciousness and Prevention Month of July, this year. 

It has been observed that floodings topped the list of calamities that took place in the province, during the first quarter, which affected a number of residents and resulted in the loss of their agriculture and livelihood, while earthquakes have been considered as less hazardous.

DOLE’s SPES benefit hundred in Mis. Occ.

OROQUIETA CITY, Misamis Occidental, July 1 (PIA) -- Some 700 youths benefitted from the Summer Program for the Employment of Students (SPES), during this year's summer vacation. 

Sponsored by the Department of Labor and Employment (DOLE), in coordination with the provincial government of Misamis Occidental, the summer job of the SPES beneficiaries in the different offices of the Provincial Capitol was for 20 days. 

The beneficiaries came from the local government units (LGU’s), such as, the cities of Oroquieta and Ozamiz and the municipalities of Bonifacio, Concepcion, Jimenez, Sapang Dalaga, Baliangao, Lopez Jaena, Aloran. 

Luz Buaquiña, Provincial Manager of the Public Employment and Services Office (PESO) said a total fund of Php700,000 was utilized for the SPES, this year, lower by Php100,000 compared to Php800,000, last year. 

But Buaquiňa said she is still very thankful because it was already a big help to the beneficiaries in their preparation for enrollment this school year 2012-2013. 

During the culmination activity of SPES, the beneficiaries also thanked Governor Herminia Ramiro for her support to the program by way of granting the counterpart , despite the reduced Internal Revenue Allotment (IRA) that the provincial government received.

Ozamiz Police plant 2,500 trees under the “Pulis Makakalikasan: 10 Milyong Puno Pamana sa Kinabukasan” Project

OZAMIZ CITY, Misamis Occidental, July 1 (PIA) -- Some 2,500 seedlings of mostly mahogany and falcate species were planted by the members of the Ozamiz City Police Station (OCPS), together with its field training personnel (FTP) and the Joint Task Force Panguil, on June 27. 

The planting activity was in support to the project of Police Director General Nicanor Bartolome, chief of the Philippine National Police (PNP) dubbed as “Pulis Makakalikasan: 10 Milyong Puno Pamana Sa Kinabukasan.” 

Police Supt. Jonas T. Amparo, OCPS Chief, said the tree-planting activity was conducted at the Banyan Tree Heritage Park, an estimated 3-hectare planting area, located in Purok 5 of Barangay Dimaluna, this city. 

It was participated in by members of the Dimaluna Barangay Patrol Action Team (BPAT) in coordination with the barangay officials of the area. 

“We have been doing this tree-planting activity, every Wednesday since February, as PNP’s commitment of support to the National Greening Program (NGP) of President Benigno S. Aquino pursuant Executive Order No. 26. 

EO 26 was issued by the President aimed at planting some 1.5 billion trees in 1.5 million hectares of land for a period of six years, from 2011 to 2016. 

Under the NGP, the province of Misamis Occidental targets to plant a total of 499,289 trees in an area of 999 hectares in the following areas: City Environment and Natural Resources Office (CENRO), Ozamiz City, 287 hectares, CENRO Oroquieta City, 291 hectares, Baliangao Protected Area Landscape and Seascape (BPLS), five (5) hectares and Mt.
