DepEd to prioritize planting of bamboo trees
By Rutchie C. Aguhob
OROQUIETA CITY, Misamis Occidental, July 9 (PIA) -- Regional directors and division/city schools superintendents of the Department of Education (DepEd) have been directed to prioritize planting bamboo trees during tree-planting activities in their areas of responsibility.
Education Secretary Armin Luistro, in DepEd Memorandum No. 102 issued June 18, made as basis for such issuance the Memorandum Circular (MC) No. 30, s. 2012, from the Office of the President, a copy of which has been enclosed in the DepEd memo.
MC 30, entitled “Directing the Full Implementation of the Philippine Bamboo Industry Development (PBID) Program,” was signed by Executive Secretary Paquito N. Ochoa, Jr. May 30.
The circular enjoins all departments, agencies, and instrumentalities of the national government, state universities and colleges, government-owned and controlled corporations, and local government units to support the full implementation of the PBID Program.
DTI has intensified the campaign to plant bamboo trees as a way to adapt to climate change and because of the benefits it brings to the environment, as these cannot be easily uprooted and carried away by the flashfloods because the roots are deeply anchored to the ground.
In Misamis Occidental, DTI and DepEd has signed an agreement for a bamboo-planting program, wherein DepEd will encourage school pupils to plant bamboo trees and DTI to process bamboos in the production of school furniture and fixtures, such as cabinets, school desks, tables, book shelves, and many more. These furniture and fixtures will be used by DepEd. (PIA-Mis. Occ.)

OROQUIETA CITY, Misamis Occidental, July 8 (PIA) -- Starting July 1, all suppliers, issuers, distributors, and sellers are prohibited to issue and/or sell gift certificates/check/cards with an expiry date, the Department of Trade and Industry (DTI) said.
This is pursuant to DTI Administrative Order No. 10-04 on the Guidelines on the Issuance, Use and Redemption of Gift Checks, Certificates or Gift Cards in accordance with Republic Act No. 7394, otherwise known as the Consumer Act of the Philippines, and for other Purposes, said Linda Boniao, regional director of DTI, region 10.
She said a gift check/certificate/card is defined as an instrument issued by a supplier to an individual, partnership, or a juridical entity for monetary consideration evidencing a promise by the issuer that consumer goods or services will be exchanged in favor of the bearer upon presentation of said gift certificate, check, card to the value, credit, specific good, service or event shown in the instrument.
These items represents value held in trust by the issuer/supplier/distributor, thus DTI intends to regulate its use to protect consumers and ensure that they are not unduly deprived of their money.
On July 16, 2010, DTI issued a guideline that all gift checks/certificates/cards issued must bear a date of issue and an expiry of two years. But, this provision has now been changed, Boniao said.
However, gift certificates/checks/cards that are distributed to consumers under awards, loyalty, or promotional programs are not covered.
Meanwhile, all gift checks/certificates/cards with no expiry dates shall be redeemable until used by the bearer, and that holders of unused and unexpired gift check/certificates/ cards after June 30, 2012 shall be entitled to replacement after revalidation by suppliers.
Likewise, the terms and conditions of unused gift checks/certificates/cards issued before the effectivity of this order shall be honored. But those bearing expiry dates beyond June 30, 2012 shall be subject to revalidation or replacement.
Goods and services that are paid with gift certificates/check/card are qualified in promotional sales activities, loyalty programs, warranties, return policies for cash purchases, and discounts for senior citizens/persons with disability (PWD).
Again, the suppliers cannot be held liable for gift certificates/ checks/ cards that are lost due to no fault of the supplier and mutilated or defaced due to no fault of the supplier and such damage prevents the supplier from identifying the security and authenticity features, thereof, Boniao added. CAGAYAN DE ORO CITY, July 7 -- The Bureau of Jail Management and Penology (BJMP) here in Northern Mindanao organized a “Clean and Green Fun Drive” last June 23 at the seven-hectare DENR coastal-protective area along Barangay Taytay, El Salvador City.

Joined in by a total of 245 participants composed of youth leaders from the National Youth Commission in cities of Cagayan de Oro and El Salvador, members of the Tactical Operations Group-10 of the Philippine Air Force, Philippine Army (4ID), Bureau of Fire Protection, Department of Education-El Salvador, El Salvador city government, Barangay Taytay Council, Bantay-Dagat El Salvador, students from Capitol University, and Just Circle of Alubijid, the reforestation activity planted 2,500 mangroves.
Personnel of BJMP in Iligan City were also able plant 100 seedlings in Barangay Tipanoy last June 24. The seedlings were given by the City Agriculture Office and were planted along the riverbanks of the said barangay.

OZAMIZ CITY, Misamis Occidental, July 7 (PIA) -- The city mayor has thanked President Benigno S. Aquino III for creating Task Force Panguil that resulted in an improved business confidence in the city.
“We are thankful to President Aquino for creating Joint Task Force Panguil, as it has beefed up local law enforcement and crime-fighting capacity, hence, improved the city’s business confidence,” Mayor Nova E. Princess E. Parojinog-Echavez said during the State of the City Address (SOCA) she delivered recently.
It is encouraging to note that the city’s criminality, as measured by the incidence of index crimes, went down by 20 percent, from 575 cases in 2009 to only 457 cases in 2011, the mayor said, noting that apart from maintaining peace and order, business confidence must also be maintained so more investment flows can be seen.
“Our strong logistical support to the local police has borne fruit and relative to this, I am happy to announce that the Php5 million pesos for the Ozamiz City Police Station (OCPS) Headquarters is now up for bidding by the Philippine National Police (PNP), region 10,” she said.
She said P91.72 million in private investments flowed into the local economy since July 2011. The biggest of these investments was by the Unitop Corp., which is developing and leasing an extension of the public mall, on top of which is an additional P32 million that generated 119 jobs and a total annual rental of P5 million.
The other big investments are the P23 million Gaisano Southwing Mall and the P20 million Mitsubishi Showroom and Service Center.
Significant flows into real estate development have also been started by Mediatrix Homes, which could reach a billion pesos, while Camella Homes is currently doing a perimeter survey for a future project site.
Filinvest and Ayala Land-affiliate Villabeta are looking for viable areas in the city, the Mayor added. (PIA-10 Mis. Occ.)

TUBOD, LANAO DEL NORTE, July 7 (PIA)-- More than 5,000 tourists, local and foreign alike, witnessed the Sagayan Festival, an event that highlighted the 53rd Founding Anniversary of Lanao del Norte.
Visitors from neighboring provinces and cities came over to see the most-awaited performances of the participating contingents in this equally known provincial cultural dance of Lanao del Norte.
Sagayan depicts a war dance among the Maranaos, performed during the Araw ng Lanao del Norte Celebration that is participated originally by the respective local government units of the 22 municipalities of the province.
The Festival is slated every July 2, set in the two-week long celebration on its annual commemoration of Charter Day.
Starting this year, the Sagayan Festival would be school-based, participated by students from the secondary level, explained Governor Khalid Q. Dimaporo during the opening of this prestigious event.
"We encouraged the students to feel that diversity of culture will not affect the harmonious relationship we instill among Muslims and Christians here in the province," Gov. Dimaporo said.
The war dance depicts a ritual for battle in search for rescue of the legendary hero’s sister.
Among the contingents were the Balo-i National High School, Arsenio A. Quibranza National High School (AAQNHS), Lanao del Norte National Comprehensive High School, Kapatagan National High School, and North Central Mindanao Colleges, all representing the municipalities of Balo-i, Tubod, Baroy, Kapatagan and Lala, respectively.
The Kapatagan National High School bagged the first place, receiving P100,000 plus trophy, followed by AAQNHS, with P75,000 plus trophy, and third place went to Balo-i National High School, with P50,000 plus trophy. For the two non-winning contingents, each received a consolation prize of P25,000 plus trophy.
