Vice Gov rallies public on good governance campaign

CAGAYAN DE ORO CITY, Misamis Oriental, June 13, 2012 (PIA) – A local official from Misamis Oriental called on the public to rally behind the Aquino leadership and help the government in its fight for economic freedom.
“Today, we are called upon to help our government battle against this new form of domination,” Vice-Governor Norris Casiño Babiera said in his speech, yesterday, during the 114th Independence Day Rites.
He said our war against poverty has remained our greatest enemy.
Babiera also noted that this year’s Independence Day theme “Kalayaan: Pananagutan ng Bayan para sa Tuwid na Daan.” (Freedom: Accountability of a Sovereign Nation of Responsible Citizenry) reminds us of our commitment to freedom.
“We are tasked by our forefathers to carry on the fight, that is, to genuinely liberate the Filipino nation from hunger and poverty,” he added.
“Today as we celebrate our nation’s 114th year of independence, we will be witnessing the beginning of transformation of our vision with a strong commitment to rise above decades of ‘Calamitous Indifference,’ unmindful and destructive ways of life. Registration of the 2012 ALS A&E takers starts June 12 - DepEd

OZAMIZ CITY, Misamis Occidental, June 13 (PIA) -- The Department of Education (DepEd) has set the period June 12 to July 31 as the registration days for those interested to take the 2012 Alternative Learning System Accreditation and Equivalency (ALS A&E) Test.
Education Secretary Armin A. Luistro said those qualified to register for the ALS A&E Test are elementary drop-outs who are at least 11 years old and high school drop-outs who are at least 15 years old on or before the day of the test.
Also qualified are non-passers of previous ALS A&E tests, learners/completers of the ALS Program and youths and adults, who are in-school, but over-aged for elementary level or more than 11 years old and for high-school level or more than 18 years old.
The Education Secretary said the ALS A&E Test will be conducted by the Bureau of Alternative System (BALS), both at the elementary and secondary levels in 205 schools divisions of the country’s 17 DepEd regional centers on the following dates: October 7, for Region 9, Western Mindanao-Zamboanga Peninsula, Region 10, Northern Mindanao, Region 11, Southern Mindanao-Davao, Region 12, Central Mindanao-South Cotabato, Saranggani and General Santos (SOCSARGEN), Region 13, Caraga and the Autonomous Region for Muslim Mindanao (ARMM); October 14, for Region V - Bicol, Region VI - Western Visayas, Region VII-Central Visayas and Region VIII-Eastern Visayas; October 21 for Region I - Ilocos, Region II - Cagayan Valley, Region III - Central Luzon and the Cordillera Administrative Region (CAR); and October 28 for Region IV-A, Cavite, Laguna, Batangas, Rizal, Quezon (CALABARZON), Region IV-B, Mindoro, Marinduque, Romblon and Palawan (MIMAROPA) and National Capital Region (NCR).
Registrants must present on the day of the registration two copies of 2”x2” ID photos with name tags showing his/her surname, first name and middle name and original and xerox copy of any government-issued IDs.
They should also bring their NBI clearance (photocopy not needed) and barangay certification with photo stating their complete name and date of birth.
School drop-outs who are not employed and not old enough to acquire the above documents must submit an authenticated birth certificate, Secretary Luistro said.
Meanwhile, the extension testing centers (ETCs) will be given special considerations, such as prison camps, correctional, formation and rehabilitation centers but will still be under the supervision of the Registration and Testing Center (RTC) in the same schools division.
However, the test in the ETCs will be conducted in the same manner as it is done in the RTC and shall be administered in the morning of the same testing day.
Inmates who register for the October ALS A&E Test shall not be brought to the RTC of the Division and shall take the test in the designated area inside the BJMP compound.

OROQUIETA CITY, Misamis Occidental, June 13 (PIA) -- All teachers, in both public and private schools of the Misamis Occidental Schools Division (MOSD), took part in the wreath-laying ceremonies in the different historical sites of the province and were tasked to incorporate activities in their teaching in celebration of the Independence Day.
In his memorandum to the 16 school districts of MOSD, Superintendent (SDS) Jonathan Dela Peňa asked the teachers to conduct activities highlighting the significant events in history that led to the proclamation.
He said teachers may also take up in their classrooms discussions the significance of June 12 in Sibika, Kultura at Heograpiya/Araling Filipino, Edukasyon sa Pagpahalaga (Values Formation), and Music, Arts, Physical Education and Health subjects.
They may likewise consider related activities, such as classroom-based essay writing, poem-making, oratorical, declamation and public speaking contests and all activities to enhance the significance of the celebration, SDS Dela Peňa said.
He said that this year’s 114th Anniversary of the Philippine Independence is observed from May 26-June 30, and that the Department of Education officials and school heads have been asked to observe the National Flag Day last May 28, by displaying and raising the flag during the entire celebration.
All departments, bureaus, office government agencies, government-owned, and controlled corporations have been enjoined to give their full support, assistance and cooperation in achieving the following objectives of the celebration: re-awaken the Filipino people, especially the youth of their responsibility and participation and commitment to truly demonstrate the spirit of heroism, patriotism, nationalism, unity and national fidelity; instill in their minds to appreciate the greatness of the Filipino race, the legacy of the national heroes and the ideals of the nation; and rally behind the government’s 16-point agenda with emphasis in the collaboration of the incorruptible leadership and unite to celebrate their freedom and liberty. CdeO all set for June celebrations
CAGAYAN DE ORO, June 13 -- The city has commemorated the 114th Independence Day yesterday, June 12, but will also hold programs several days after that, including the the 62nd Charter Day celebration of Cagayan de Oro on June 15, and the 151st birth anniversary of Gat Jose Rizal on June 19.
Councilor Adrian Barba, chair of the committee created by Mayor Vicente Emano to make preparations for the historic celebrations, said several activities will highlight commemorative rites for the important celebrations.
Flag-raising rites and fitting programs will take place at the Kiosko Kagawasan on June 15 and 19 to be led by Mayor Vicente Emano, Vice Mayor Caesar Ian Acenas, and city councilors.
June 12 has been highlighted by the launching of the 3D Art Museum at the Community Ampitheater. The Kagay-anons also enjoyed a Night with Abi (Fiesta sa Nayon) at the Golden Friendship Park.
Today, June 13, the Department of Education will hold a Cultural Night at the Kiosko Kagawasan, and on June 14, the much awaited two-day Mega Job Fair 2012 takes place at the City Tourism Hall. That same day, the 1st Cagayan de Oro Blood Council Summit will be held at the City Council Session Hall from 8:00 a.m. to 12:00 noon.
A civic-military parade composed of city hall officials and employees, barangay officials who will be on their baro’t saya, and the Drum and Bugle Corps of private and public schools, with the participation of boy and girl scouts of the Philippines, will highlight the city’s Charter Day celebration on June 15. In this night, the public can watch and enjoy a concert at the park at the Kiosko Kagawasan.
Continuation of the city’s sportsfest takes place on June 18 at the City Hall quadrangle. This day will also mark the opening rites of ABCCA-Calaanan.
Tree planting and clean-up activities in relocation sites and coastal areas have also been incorporated in the program.

4ID celebrates Independence Day with the people
CAMP EVANGELISTA, Cagayan de Oro City, June 12 –- The 4th Infantry “Diamond” Division joined the people in commemoration of the 114th Independence Day at Kiosko Kagawasan, Divisoria, Cagayan de Oro City, today.
It was on June 12, 1898 that the Philippine Flag was first hoisted at Cavite II el Viejo (now Kawit), Cavite signifying declaration of independence of the Filipino. The 114th Independence Day celebration has for its theme “Kalayaan: Pananagutan ng Bayan Para sa Tuwid na Daan.”
The Division together with the local government units (LGUs) and other government agencies conducted a Wreath Laying Rites and Flag Raising Ceremony with the people of the City. MGen Victor A. Felix, 4ID Commander, and some of the Diamond troopers attended the activity.
A wreath was offered at the Jose Rizal Statue as part of the joint annual celebration of different offices, line agencies and other organizations. At 6:30 a.m. simultaneous flag raising ceremonies were held at the different military camps of 4ID which symbolically brings back the past when the Philippine national flag was first hoisted.
MGen. Felix, 4ID said, “This day is momentous to every Filipino, a day to look back and remember the sacrifices of our heroes gave us the freedom. This is a day that we should reflect on ourselves on what we can offer to our country. The 4th Infantry Division with all the subordinates units in the area offered the peace to the people of Northern Mindanao.”
“With your soldiers unwavering dedication to duty to serve, people of northern Mindanao will continue to enjoy the freedom that we won in June 12, 1898,” Felix added. (4CMO)

City to turn over 190 units for Sendong survivors on June 15
ILIGAN CITY, Lanao del Norte, June 12 (PIA) -- Concerned offices of the city government of Iligan are striving for the completion of additional 190 housing units at Bayanihan Village - relocation site at Sta. Elena for Sendong beneficiaries by June 15, 2012.
This is in response to the directive of Mayor Lawrence Ll. Cruz that there should be housing units turned over to tropical storm Sendong survivors every two weeks.
Pearly Mantos of the City Social Welfare and Development Office, who is also a member of the Beneficiary Selection Arbitration and Awards Committee, revealed that included in the list are several internally displaced persons (IDPs) from Tambacan Elementary School, this city.
Thus, in connection with the move, City Councilor Providencio Abragan, Jr., Sangguniang Panglungsod of Iligan, said the Mines and Geosciences Bureau (MGB) shall make a recommendation that would include in the danger zone those that are residing near the river at Tambacan, as support for the transfer of IDPs from the barangay concerned.
To date, there are 213 units already occupied by the settlers at the village, priorities are those whose houses were washed out by Sendong, according to Housing and Resettlement Officer Reynaldo Roque of the city government.
He added, that there would be 1,712 units as their target to complete the location that would accommodate families who are still at the shelter box using tents as their temporary shelter.
Meanwhile, a bunk house built by the International Organization for Migration (IOM), will be turned over on June 20 that will serve as temporary shelter of some 230 families who are using tents as their shelter. The bunk house is built within just the perimeter of the village, and later will be vacated as soon as these families will finally be settled at their permanent housing units in the village.

DSWD releases P300,000 to 60 SEA-K beneficiaries in Ozamiz
OZAMIZ CITY, Misamis Occidental, June 12 (PIA) –- A total of P300,000 have been released by the Department of Social Welfare and Development (DSWD) for the Self-Employment Assistance-Kaunlaran (SEA-K) projects in Ozamiz, recently.
At P5,000 per beneficiary, the fund was distributed by Mayor Nova Princess E. Parojinog-Echavez, in Barangay Lam-an, this city.
The mayor said SEA-K is an assistance to provide capital for the business ventures on projects that would give the beneficiaries employment in their respective areas.
This will give the beneficiaries the chance to improve their lives through the livelihood projects that they themselves will engage in their communities, she added.
The amount is provided by DSWD is a loan to be paid by the beneficiaries after a year without interest.
That’s why, it is very important that they pay the money, in a year’s time, so it can be rolled–out for others to borrow, Echavez said.
The loan is open to anybody in the barangay, who is interested to borrow on voluntary basis.

Gipasidunggan sa DILG ang siyudad sa Ozamiz sa iyang maayong pamuno-an ug paghatag bili sa pagpadagan sa panggobyerno ilabi na sa kahimtang sa kahusay ug kalinaw o pag pakiglambigit sa pangulo sa siyudad ngadto sa iyang katawhan.
Matud pa ni Mayor Echavez, ang siyudad sa Ozamiz naka sunod gayud sa mga sumbanan sa DILG sa pagpatuman sa gitawag nga “disclosure policy” sa pagpangkolekta ug buhis, ingon man sa gitawag nga “Sound Fiscal Management” sa paggamit sa pundo sa gobywerno, amo nga nahatagan kini sa SGH Award.
Ang DILG usab miila sa siyudad sa Ozamiz sa iyang pagpatuman sa gitawag nga “transparency and accountability” kun sa iyang linaw nga pagpadayag sa mga transaksiyon basi sa pagpatuman sa Republic Act No. 9184 pinaagi sa Bids and Awards Committee kun sa New Government Procurement Act nga nagmando sa paghimo sa bidding sa dili pa himoon ang usa ka proyekto sa gobyerno.
Sa laing bahin, si Presidente Benigno S. Aquino III miila sa daku nga kaakuhan sa mga local government unit diha sa pagpakunhod sa kalisud ug kapobrehon, ingong man sa kagutom ug uban pang kalisdanan sa mga LGU.
Hinungdan nga ang administrasyon niini nagdasig sa tabang ug kooperasyon sa mga gobyerno nasyonal nga moduyog sa mga lokal nga pangagamhanan.

Gitunong usab kini sa paghatag kahigayonan aron kadtong mga pobre maka angat sa ilang mga kinabuhi ug mahayahay sila.
Ang Presidente usab miingon n gang PCF gitumong sa pagseguro nga ang mga LGU mopatuman sa sa gitawag nga “full transparency” nga mosunod sa mga sumbanan sa nasudnon nga pangagamhanan aron gastuhon sa angay nga padulngan sa pundo.
Sa pagtuman sa maong sumbanan sa Presidente, si Mayor Echavez miingon nga ang Php3.0 million nga PCF, iyang gastuhon alang sa mga proyekto sa imprastraktura, sama sa karsada didto sa mga hilit nga dapit sa siyudad.

OZAMIZ CITY, Misamis Occidental, Hunyo 12 (PIA) -- Mokabat sa Php300,000 ang kantidad nga gibuhi-an sa DSWD kun Department of Social Welfare and Development, rehiyon 10, ubos sa SEA-K kun Self-Employment Assistance-Kaunlaran, bag-ohay pa lamang.
Kini ng kantidad ang nahatag ngadto sa 60 ka benepisaryo kinsa nagpakadawat sa Php5,000, matag usa nga gipang-apud-apud sa DSWD didto sa Barangay Lam-am, ning diyudad.
Ang SEA-K maoy usa ka nasudnong ayuda gikan sa DSWD nga gidumala sa City Social Welfare and Development Office (CSWD), aron kahatagan ang mga benepisaryo sa puhunan nga maka negosyo diha sa ilang mga dapit nga gipuy-an.
Kini usab naghatang kanila sa kahigayonan nga makapangitag sarang nga panginabuhian nga sila lamang ang magdala matud pa ni Mayor Nova Princess E. Parojinog-Echavez sa Ozamiz City.
“Kining maong salapi nga supporta gikan sa DSWD, dili pang hatag apan usa ka pahulam alang sa 60 ka mga benepisaryo nga makatabang sa ilang panginabuhi ug pabayaran sulod lamang sa usa ka tuig,” matud pa sa Mayor.
Angayan kini ampingan ug bayaran sa insaktong kantidad nga walay tubo aron usab mahulaman sa lain na usab nga benepisaroyo, dugang pa ni Echavez.
Nasayran nga boluntaryo lamang ang pagkuha sa mga benepisaryo sigon sa interesado.
