DILG-10 aids in poverty alleviation of NorMin towns

CAGAYAN DE ORO CITY, May 7 -- Inspired by President Benigno Aquino III’s Social Contract with the people, the Department of the Interior and Local Government (DILG), Region 10, has stepped up the implementation of its poverty alleviation programs to help Northern Mindanao towns receive the basic services and provide income to the people. 

DILG-10 has underlined programs and special projects this year directed towards eradicating povertyand these are the Performance Challenge Fund (PCF), Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG),  Mindanao Basic Urban Services Sector Project- Millennium Development Goals (MBUSSP-MDG), and Local Government Support Fund (LGSF).

These interventions have been made to hopefully reduce poverty in a number of towns in Northern Mindanao. A number of projects from the LGU beneficiaries are already lined-up under these programs in answer to the needs of the community.

The SALINTUBIG, for one, is designed to provide water supply systems for waterless towns and enhance the capacity of the LGUs/water service providers in the planning, implementation, and operation of water supply facilities.

In Region 10, there are 16 LGU beneficiaries for this program and most of them are presently working on their respective Detailed Engineering Design. Said LGUs are hopeful that these water projects will improve the water services in their towns and reduce the incidence of water-borne and sanitation related diseases.

DILG will be responsible for the capacity development requirements of the LGUs and the water service providers in the planning, development, and operations/management of the water services funded thru the SALINTUBIG.

Another water project is slated for Tagoloan, Misamis Oriental as a beneficiary of the MBUSS Project and MDG. The LGU hoped that the said project would be operational soon same with other completed water system projects from the towns of Naawan, Alubijid, Jasaan, Claveria, Impasugong and Sumilao. DILG also gives technical assistance to these MBUSSP and MDG related projects and help them avail of foreign loans and grants.

The Department has been working towards poverty reduction for years. It has initiated financial subsidy programs and loan windows with other national agencies as one of its poverty alleviationschemes, such as the PCF and LGSF. Said cash aids are given to qualified LGUs for use of their priority projects that will address poverty in their respective areas.

The PCF is an incentive fund given to eligible LGUs to be used for its priority project/s that will hopefully bring progress in their community. One PCF project that falls under poverty reduction is the water system of Damulog, Bukidnon, which is already operational, while 12 various projects of same target from the nine (9) LGU beneficiaries in the Region are working towards completion.

Another cash incentive is the LGSF, which is meant to support the implementation of the priority projects of the national government. Out of 77 LGU beneficiaries in Region 10, 28 of them or 36% have enrolled such projects as health centers, provincial hospital, water system, farm-to-market roads, among others. On the other hand, 30% of them are hoping to build public market, multi-purpose drying pavement, slaughterhouse, roads and bridges in their towns in order to provide income to the community.

The overarching goal of development efforts is the improvement in the quality of life of the people.DILG is giving its full support in helping these LGUs realize their respective projects to help alleviate poverty in their areas. PRO-10 heightens security measures against NPA raids, harassment, criminal activities

CAGAYAN DE ORO CITY, May 7 -- Amid reports of Communist Party of the Philippines (CPP)/New People’s Army (NPA)/National Democratic Front (NDF) or (CNN) initiated attacks in the province of Bukidnon, Butuan City and other areas of the country, the Police Regional Office in Northern Mindanao (PRO-10) will implement tighter security measures to prevent similar incidents.

P/CSupt. Jufel C. Adriatico, PRO-10 Regional Director, instructed his senior staff officers to issue directives to all police directors and commanders on the ground to conduct active and passive target hardening measures. The number of police checkpoints shall be increased to restrict CNN units from becoming more flexible in pursuing their planned atrocities.

On April 23 at about 2:45 a.m., communist rebels raided a security agency in Butuan City and carted away high power firearms consisting of AK-47 and M-14 rifles, automatic shotguns and pistols. The rebels posed themselves as National Bureau Investigation (NBI) agents and presented search warrants to the guards on duty.

Few days later, at about 2:45 a.m., May 1, 2012, a landmine exploded in Brgy. Songco, Lantapan, Bukidnon hitting a 6X6 truck belonging to 8th Infantry Battalion, Philippine Army while traveling to Malaybalay City. An exchange of gunfire ensued between the CNN elements and government forces. Scene of the Crime Operatives (SOCO) team from the Philippine National Police (PNP) Regional Crime Laboratory recovered empty shells of AK-47 rifles and detonating devices.

Across the nation, NPA attacks reported 11 soldiers died in Tinoc town, Ifugao, one (1) soldier in Compostela Valley, and 4 more in Labo town, Camarines Norte.

PCSupt. Adriatico ordered that there should be no surprise inspections to all police units and offices. Friendly forces from the Armed Forces of the Philippines (AFP), NBI, Philippine Drug Enforcement Agency (PDEA) and other law enforcement agencies visiting a particular police station or maneuver public safety unit must coordinate their movement in advance to avoid mis-encounter. Advance Security Control Points (ASCP) shall be established and revived to monitor movement from the government or rebel forces.

As to the reported criminal activities in the region where suspects use motorcycles as their means of escape, PCSupt. Adriatico ordered the organization of Motorized Anti-Street Crime Operatives (MASCO). At least two (2) MASCO teams must be established in every police station until May 30, and will be doubled before June 30, 2012.

Five (5) teams headed by senior police officers will inspect the implementation of PRO-10’s tightened security measures in Cagayan de Oro City, being a show window in the entire Northern Mindanao. They will inspect all established police checkpoints of Cagayan de Oro City Police Office (COCPO), including its compliance to the implementation of seatbelt and helmet laws.

PCSupt. Adriatico added that police officers must be exemplars to the implementation of these life-saving laws. Police violators will be issued delinquency reports and further face administrative charges. (PSupt. Ronnie Francis M. Cariaga/PRO-10)


FAAP grants XU programs Level IV accreditation

CAGAYAN DE ORO CITY, May 7 -- The Federation of Accrediting Agencies of the Philippines(FAAP) has granted Xavier University (XU) a Level IV Accredited Status for six of its programs, namely: Liberal Arts, Sciences, Secondary and Elementary Education, Business Administration, Accountancy and BS Chemistry.

FAAP is a recognized network of accrediting agencies working closely with the Commission on Higher Education (CHED) for the upgrading of the quality of education in the country.

“Level IV Accredited Status is recognition of the high quality and excellent standards of these tertiary level programs in our university,” said Fr. Roberto Yap SJ, XU president. He hopes that the recognition would inspire the XU community “to strive more than ever for excellence, the hallmark of a Xavier Education.

FAAP was launched in 1977 and is the official agency for accrediting decisions at the tertiary level. Members of FAAP include the Philippine Accrediting Association of Schools, Colleges and Universities, which has also awarded XU’s programs accreditation in varying levels.


DTI monitors P1.14-B investments in Mis. Occ. in 2011

OROQUIETA CITY, Misamis Occidental, May 7 (PIA) -- A total investment of P1.14 billion, mostly on services, had been monitored by the Department of Trade and Industry (DTI) in Misamis Occidental last year.

These investments were actually higher by 18.05 percent compared to the P965.32 million of investments in the province, during the previous year, Regional Director Linda O. Boniao of DTI-Region 10, said.

In terms of share in the total regional investments, however, Misamis Occidental contributed a share of 11.4 percent.

Meanwhile, Boniao said a total of P9.97 billion have been monitored by DTI in Region 10, during the year, of which P4.17 billion or 41.8 percent was poured in Misamis Oriental, mostly in the infrastructure and services sectors.

These investments included the construction and expansion of tourism-related facilities like hotels, pension houses, dormitories, restaurants and recreation facilities, like the Ayala Center, Primavera Residences, and Paseo de Rio Hotel.

Also included were the construction of an air separation plant by a leading gas manufacturing/distributor company and of a food-based manufacturing plant which are both located inside the PHIVIDEC Industrial Estate.

On the other hand, investments in the province of Bukidnon amounted to P3.09 billion contributing a share of 31 percent to the total regional investments. Most of these were in agri-based investments including the expansion of plantation areas, building improvement, and acquisition of machinery for pineapple, banana, and poultry production.

Investments from Lanao del Norte also amounted to P1.32 billion or 13.2 percent, which were mostly on news registrations and infrastructure projects after the rehabilitation projects of HOLCIM Phil., a cement plant, and additional construction for the expansion of Gaisano Store and Pillsbury Flour Mills, Co. were recorded the previous year.

Likewise, investments in Camiguin amounted to P252.29 million or 2.5 percent for the construction and expansion of tourism-related facilities and display center, sports complex, and outdoor adventure facilities, Boniao added. (PIA10, Mis. Occ.)


Furniture pavilion to boost intra-ASEAN trade

CAGAYAN DE ORO CITY, May 6 (PIA) -- Intra-ASEAN trade is expected to increase with the planned establishment of furniture pavilion in each ASEAN country, including the Philippines.

"With this, we can promote each country's furniture. And I see that the Philippines will standout because of our unique products and (excellent) design of our furniture," said Emmanuel Padiernos, vice president for market development of Chamber of Furniture Industries of the Philippines (CFIP).

Padiernos bared that the Philippines and five other member countries of the ASEAN Furniture Industries Council (AFIC) have agreed in principle to create the AFIC pavilion in each country around next year.

He said that aside from the Philippines, the pavilion will be also established in Indonesia, Malaysia, Thailand, Singapore, and Vietnam.

Padiernos, the chief delegate of the Philippines to the AFIC, said he proposed the creation of such pavilion which can serve as a venue for trade shows.

"They asked me to map out the mechanisms/details which I am going to present during the next AFIC meeting by September. Our target (for the creation of the pavilions) is March 2013 or 2014," he said.

Apart from this initiative meant to boost Philippine furniture exports to ASEAN, Padiernos said, industry players are keen on penetrating more markets particularly the huge Chinese market.

"China is now becoming a consumption economy rather than an export economy. I think China will become the next economic power in the future because of its large population and high economic growth," he noted.

To this end, Padiernos said the Chamber is working on the possibility of establishing a permanent furniture showroom in China. (PhilExport)


1,000 residents benefit army’s MEDCAP

CAMP OSITO BAHIAN, Malaybalay City, May 5 (PIA) -– At least 1,000 people benefited from the free Medical and Dental Civic Action Program (MEDCAP) at Impalambong, Malaybalay City.

With the theme “Serbisyuhan ang katawhan ug panalipdan ang yutang natawhan (Serve the people, protect and defend homeland),” MEDCAP was organized by Alfa Battery, 10th Field Artillery Battallion, Assault Armored Battalion (10FAB, AAR) of the Philippine Army.

Army First Lieutenant (1Lt.) Dee Jay P. Balisi, who facilitated the MEDCAP event, said that a total of 1,078 residents were served.

“Of this number, 158 availed of the dental extraction, 106 boys aged five to 12 were circumcised, 86 availed of the free haircut, 208 were benefited of the medical check-up, and 520 village folks availed of the feeding program” he explained.

Other patients also received medicines, while those who were waiting in line were served “arrozcaldo” (ginger flavored rice-chicken soup delicacy)–which was dished up in coordination with the National Food Authority (NFA).

A series of films entitled “Knowing the Enemy” were also shown and an artillery piece and armor asset were also displayed at the venue.

In his message during the opening program, Lieutenant Col. Jose Valentin Y. Panadero, 10FAB, AAR Battalion Commander, said the activity was aimed at delivering basic services to uplift lives in the neighborhood that could help attain peace and development in the community.
“This MEDCAP is wholeheartedly offered to the Filipino people who are ultimate beneficiaries of internal peace and security efforts,” Pandero said.

This beneficial event, which is in line with the Internal Peace and Security Plan (IPSP) “Bayanihan” and Army Transformation Roadmap, was made possible through the help of Malaybalay City Mayor Ignacio W. Zubiri, NFA, Gama Foods 2 Poultry Farm, Philippine Charity Sweepstakes Office, City Health Office, Artillery Foundation of the Philippines Incorporated-Northeastern Mindanao Alfa, 403rd Infantry (Peacemaker) Brigade, 4th Division Training Unit, 43rd Civic Military Operations Company, private individuals and key government organizations, Lt.Col. Army honors retirees

CAMP EVANGELISTA, Cagayan de Oro City, May 5 -- Army’s 4th Infantry “Diamond” Division conducted a testimonial parade in honor of the retiring military personnel at the Division’s Grandstand last May 4 here.

This parade in done to show the Command’s gratitude for the services and sacrifices these personnel had rendered for more than 30 years. This is also a farewell for them who have done their part as soldiers of the country.

A total of 13 military personnel received this honor, which is only given to a compulsory retiring soldier, which means he had reach the age of 56 years old and have served for 30 years or more. The families of these personnel were also invited to witness this ceremony.

Aside from the honor of being conferred with a testimonial parade, these personnel were also awarded with a certificate of honorable service by MGen. Victor A. Felix, Commander 4ID.

"Every soldier counts. They are important part of Team Diamond. It is just appropriate that we give them what they deserved, to be honored for their earnest and devoted service to our country and people. More than 2,500 hired-on-the-spot in Labor Day job fair in CdO

CAGAYAN DE ORO CITY, May 7 (PIA) – More than 2,500 job seekers were instantly hired during the Labor Day Job Fair of the Department of Labor and Employment (DoLE) held last Tuesday, May 1, at SM City, here.

Lawyer Johnson G. CaƱete, director of DoLE Regional Office 10, said that  54.4 percent  or 2,583 of the 4,743 applicants referred and interviewed  were considered hired-on-the-spot (HOTS).

He said 1,220 of them were hired locally while 1,363 were for overseas employment.

The Labor Day job fair also featured skills  demonstrations for technical-vocational courses such as Barrista of Jamaican F & B Training Center, Inc., beauty care services by Touche Technical Institute, bed making by Internation Labor Force-Skills Mastery Institute, table skirting and flower arrangement by Pro-Link Educational & Training Specialist, Inc., massage therapy by Pilgrim Christian College, bartending by Flairtending /Professional World Academy Misamis, Inc., and the 2D-3D animation by the Iligan Computer Institute.

Moreover, national government agencies showed their support to the job fair by conducting one-stop-shop services.

These agencies included the Department of Foreign Affairs (DFA) for the application of passports of the overseas job seekers, Overseas Workers Welfare Administration (OWWA) for OFW services and the Philippine Overseas Employment Agency (POEA) on the monitoring of the overseas recruitment agencies.

Also present were Department of Science and Technology (DOST) for recruiting scholars in line with courses in Science and Technology, National Statistics Office (NSO) for acquiring of birth and marriage certificates, National Bureau of Investigation (NBI) for pending cases, Pag-IBIG Fund for application of membership and other services, and Social Security System (SSS) for membership applications.
