Issuance of Circular results to improved power situation in Mindanao

Fewer electric cooperatives are experiencing power outages now after the issuance of a Department Circular which aims to rationalize the power supply in the region.

The Department of Energy stresses that not all areas in Mindanao have power outages such as the areas of Cotabato, Panabo, Cagayan de Oro, Iligan, and Davao. With the issuance of the Circular, areas not experiencing interruptions now include Malaybalay, Dipolog, Dapitan, Valencia, Camiguin, Panabo, Digos, Tagum, Mati, Cotabato, Surigao, Butuan, and Cabadbaran.

This is a result of the issuance of a stop-gap measure last month, DC 2012–03-0004, which directs electric cooperatives to nominate their needed power to supply their demands. This now results to less power outage for provinces in Mindanao and current power supply deficit of 100-160 MW from 360 MW during the previous months. However, the DOE continues to monitor its implementation to ensure strict compliance to the Circular among stakeholders.

Alongside this measure, the DOE is also evaluating other solutions such as the operation of the Iligan Diesel Power Plant (IDPP), which will be able to produce an initial power of 15-20 MW and may increase upon rehabilitation, and the improvements of the Agus and Pulangui hydropower plants. The Pulangui plant will be rehabilitated this month and DOE is already studying ways on how to mitigate its effect on the power supply. Agus Plant, meanwhile, will be rehabilitated in June.

Power situation in Mindanao is also expected to improve as electric cooperatives get provisional authorities for the bilateral power service by the Energy Regulatory Commission. To date, electric cooperatives have already contracted an aggregate total of 192 MW of which around 20 MW is still subject for ERC's issuance of provisional authority.

“We hope that electric cooperatives, power generators, and all other stakeholders will continue to cooperate to temporarily address the power situation in Mindanao and this will be a good start towards a long-term measure needed to provide a stable power supply in the region.” Secretary Almendras said.

The DOE will conduct a Stakeholders’ Meeting on 3 April 2012 (today) to address the local concerns of the people in Mindanao. The meeting will be held at Grand Regal Hotel in Davao City.


Mis. Occ. bids out Php54.95M-worth of provincial road rehab projects under PRMF Year 2

OROQUIETA CITY, Misamis Occidental, April 9 (PIA) – Some Php54.95 million-worth of rehabilitation projects under the Provincial Roads Management Facility (PRMF) Year 2, have been bided out in Misamis Occidental, as of Feb. 6, this year.

This brings to Php108.10 million, the total amount of the PRMF projects for both Year 1 and Year 2 in the province, as of the period.

With a physical target of 12.85 km., the notice of awards (NOA) for the PRMF Year 2 projects have already been issued and received by the contractors, Governor Herminia M. Ramiro said.

The Governor also said that the documents are now being prepared for signing by the contractors, who are only waiting for the notice to proceed (NTP) with the projects.

The PRMF is one of the fund sources that support the Mis. Occ. Provincial Road Network Development Plan (PRNDP), resulting in the improved delivery of basic services and increased traffic count of motor vehicles.

Teresa B. Calamba, head of Provincial Monitoring and Evaluation Team (PMET) and Chairperson of the Roads Sector Committee of the Provincial Development Council (PDC) said these PRMF Year 2 projects include the rehabilitation of the following provincial roads:
Maular-Monte Rico Road in Aloran town with a length of 6.2 km. worth Php31.86 million, Bunawan-Dapacan Bajo Road in Calamba with 2.65 km. worth Php10.12 million and Sapang Dalaga-Medallo Road in Sapang Dalaga with 4.0 km. worth Php12.92 million.

To ensure the smooth implementation of the PRMF Year 2 projects, the following activities/trainings have been conducted by the Provincial Government of Misamis Occidental (PGMO):

Road Sector Delivery, Strategic Financial Management Financial Planning, Planning and Budgeting Linkages and Project Monitoring and Evaluation (PME), Climate Change Adaptation, Records Management, Information, Communication and Technology (ICT), Gender and Development and networking.

Meanwhile, two (2) of the projects under PRMF Year 1 posted the following status: Maular-Monterico Road in Aloran town, completed last September and Luminapac-Mabini-Punta Sulong Road in Baliangao, also completed last December.

The third project, Malibancao-Guba-Sebasi Road in Clarin, however, posted an accomplishment of only 28 percent, as of the end of 2011 and was terminated.

Among the reasons for the termination was the contractor’s non-compliance to some specifications of the project, Calamba added. (PIA-10 Mis. Occ.)


Ozamiz City School Board allocates P20.5M for education projects

OZAMIZ CITY, Misamis Occidental, April 8 (PIA) – A total of P20.5 million have been allocated for the priority projects of the Ozamiz City School Board, last year.

This was sourced out from the additional one (1) percent tax on real property which was collected and remitted to the Local Treasury to finance the implementation of priority education projects of the city from Jan. 1 to Dec. 31, 2011, Mayor Nova Princes E. Parojinog-Echavez said.

She said based on the estimated income for Budget Year 2011, the additional 1 percent tax on real property amounted to P13,648,3583.28, while the unexpected balances for the year, including the continuing appropriations amounted to P5,851.416.72, thus the P20.5 million allocation.

Meanwhile, the expenditure for the year included the following: Personal Services, P5,842,022.40, Maintenance, Operations and Other Expenses (MOOE), P4,460,800 and Capital Outlay, P10,197,177.60.

Expenditure under the Personal Services included the salaries and benefits for 28 Local School Board (LSB) teachers amounting to Php4.16 million, their clothing allowance of P112,000 and ACA/PERA of P560,000.

It also included the honoraria of the Alternative Learning System (ALS) Instructional Managers amounting to P200,000, and the salaries and benefits of seven (7) liaison personnel worth P612,309.60, their clothing allowance of Php28,000 and ACA/PERA of P168,000.

Expenditure under the MOOE were as follows: Financial assistance for supplies and materials - For the Division Office and the City Accountant’s Office at P100,000 each, medical supplies at the Division Clinic and ALS Services Livelihood Services Development, P50,000 each, travel of Division ALS representative for ALS Trainings/Summit and Pre-school Progam at Php60,000, each, monitoring and evaluation (M&E) of ALS programs, projects and activities (PPA), P50,000, and Communications, P75,000.

Financial Aid to Division/Regional/National Curricular and Co-Curricular activities - English and Filipino Press Conference, P400,000, Filipino and Math-Challenge/Quiz Bee, Php80,000, each, Student Technologist Entrepreneur of the Philippines (STEP), P200,000, Elementary Science Competitions, P140,000, Science and Technology (S&T) Competitions, P100,000, Population Development/ASEAN Quiz/Araling Panlipunan/ Student Leaders, P60,000.

BFP Ozamiz cites winners in fire suppression drill

OZAMIZ CITY, Misamis Occidental, April 8 (PIA) -- The Misamis University (MU) Fire Brigade bagged the championship title in the Industrial Fire Brigade Category during the recently concluded Fire Suppression Drill, here.

Sr. Insp. Clint S. Cha, City Fire Marshall, said the MU Fire Brigade clocked 4:19 seconds before declaring a fire out followed by the Medina University Hospital Fire Brigade, 1st Runner-up in the same category, for clocking 4:26 seconds.

Meanwhile, Barangay Carmen Annex Fire Brigade was declared champion in the Barangay Fire Brigade Category for declaring a fire out after 3:21 seconds, followed by Barangay Gango, 1st runner up, with 3:58 sec.

The drill was among the highlights of the culmination of the Fire Prevention Month in March anchored on the theme: “Maki-isa, Maki-alam, Maki-pagtulongan, Upang Sunog ay Maiwasan (Be United and Involved. Cooperate, so Fire Can Be Avoided).”

Cha, however, clarified, that the fire suppression services of the Bureau of Fire Protection (BFP), do not end in March, during the observance of the Fire Prevention Month but will continue for the rest of the year, as mandated by Republic Act No. 9514.

Titled “An Act Establishing A Comprehensive Fire Code of the Philippines, Repealing Presidential Decree No. 1185 and for Other Purposes,” RA 9514 is otherwise known as the “Revised Fire Code of the Philippines of 2008.

Under the specific guidelines of RA 9514, 80 percent of the Fire Code Revenues collected by BFP is allocated for its modernization, particularly, for the procurement of fire protection/investigation supplies and equipment, rescue, paramedics, supplies and materials and related technical services necessary for the fire service and improvement of facilities of the BFP and abatement of fire hazards.

The other 20 percent representing the local government unit (LGU) share will be used in the implementation of fire prevention, fire suppression, fire intelligence and investigation, as well as, emergency medical and rescue programs.

Early, this month, Cha said BFP-Ozamiz has intensified the training and organization of the Barangay Volunteer Fire Brigades, especially in the densely populated areas to serve as force multipliers and first responders, during the occurrence of fire in all the barangays of the city.

Among others, the training included the subjects on fire prevention and safety, and developing fire suppression skills, such as, the conduct of the water bucket relay, rappelling, evacuation, first aid, etc., Cha added. (PIA-10 Mis. Occ.)


Prov'l gov't to focus on strat plan and HR mgmt

OROQUIETA CITY, Misamis Occidental, April 8 (PIA) -- Implementation of Strategic Financial Management and Human Resource Management and Development Plans remain on top of the good government focus of the macro sector of the provincial government of Misamis Occidental.

This was explained by Gov. Herminia M. Ramiro, during the recent meeting of the Provincial Development Council.

She said the development interventions and strategies of Mis. Occ.’s Executive-Legislative Agenda has been divided into foursectors, namely Macro, Infrastructure, Social and Economic.

Along the macro sector, the focus on good governance of the province includes the operationalization of the Information, Communication and Technology-General Information System Office of the province and the Provincial Internal Audit Office (PIAO).

Also included is the paperless legislation that incorporates corresponding legislative support by way of ordinances passage to all corresponding programs/projects/activities of the plans to ensure the success of its implementation, the governor said.

Citing performances of the macro sector, Ramiro said there has been an improvement of systems and procedures in the Provincial Government of Mis. Occ. resulting from the on-going implementation of the paperless legislation.

“Now, the retrieval and production of legislative documents have been made fast and easy,” Ramiro said.

Likewise, the Bids and Awards Committee has been strengthened in the transparency of the procurement system while the PIAO Operation has been institutionalized as a department.

“There is now an improved linkage between the plans and budget allocation while the targeted increases in local revenues have been attained,” the Governor also said.

Another achievement of the macro sector is the implementation of peace and order strategic action plan and its course of action resulting in the low incidence of crime, both index and non-index in the province with Ozamiz City having a total of 658, the highest number and Concepcion town with the lowest number of four, the governor added. 4ID distributes water in CdO

CAMP EVANGELISTA, Cagayan de Oro City, April 9 –- The 4th Civil-Military Operations Battalion, 4th Infantry “Diamond” Division distributed bottles of drinking water in Barangay Indahag, Cagayan de Oro City last April 3.

A total of 140 families from Barangay Indahag received drinking water for their families for the meantime.

The people in Indahag is still suffering from lack of water in their community since tropical storm Sendong struck, which prompted this unit to have this Lenten season as an opportunity to help them, knowing the importance of water in our daily life.

Each family received six liters of bottled water.

4ID has a weekly commitment to deliver water every Saturday.

"We will continue our commitment and we will find ways on how can we help the people more. We can feel for the people, we know how important water is and how hard it is if this is not readily available. Stalwart troopers confiscate firearms and illegal drugs

MULONDO, Lanao del Sur, April 9 (PIA) -- Troops from the 65th Infantry (Stalwart) Battalion, 9th Infantry (Spear) Division under Lt. Col. Seigred J. Espina confiscated loose firearms and shabu last April 4 while conducting checkpoint at Barangay Kitambogon.

The Stalwart troopers found two Colt Cal. 45 pistols with one magazine each and loaded with four and six rounds of live ammunition bearing serial numbers 7790314 and 006192, but without any legal documents, from the possession of three individuals on board a Tamaraw FX with plate number UMX 436.

The troops also recovered more or less one gram of shabu and P4,020 from the possession of the apprehended individuals.

The said vehicle and personalities were then brought to the 65IB headquarters for further investigation and verification of the documents of the aforementioned vehicle.

Meanwhile, the confiscated items were placed to the supply office of the 65IB headquarters for safekeeping and proper disposition, while the apprehended personalities were turned-over to the custody of the Marawi City Police Station for filing of appropriate charges. (65IB-PIA 10)

ARMM partners with Mindanao Development Authority to fast-track investments

MARAWI CITY, Lanao del Sur, April 10 (PIA) -- The regional government of the Autonomous Region in Muslim Mindanao (ARMM) signed a memorandum of agreement (MOA) with the Mindanao Development Authority (MinDA) to enhance its link to potential investors and fast-track investments in the region.

The MOA, which aims to boosts local and foreign direct investments in the autonomous region, was signed during the 1st ARMM Economic Summit held recently in Cotabato City.

With the MOA, MinDA and the ARMM regional government shall establish a one-stop shop that would facilitate business transactions faster, easier, and more convenient for prospective investors.

The partnership shall also embark on a strengthened campaign to promote and facilitate investments ranging from small and medium enterprises to agro-industrial ventures.

Currently, the ARMM-Regional Board of Investments in coordination with MinDA is facilitating the entry of two companies which are planning to expand their banana plantations in the region.

DENR-ARMM pursues greening program

MARAWI CITY, Lanao del Sur, April 10 (PIA) -- The Department of Environment and Natural Resources in the Autonomous Region in Muslim Mindanao (DENR-ARMM) is engaging in a massive region-wide reforestation under the National Greening Program (NGP).

“We are vigorously pursuing the implementation of the NGP which seeks to address poverty reduction, food security, biodiversity conservation, and climate change mitigation and adaptation,” said DENR-ARMM Secretary Kahal Kedtag during the 1st ARMM Summit on Environmental Protection held here recently.

He said the DENR-ARMM is set to produce 5,296,500 seedlings for the 2011-2012 implementation of the program.

According to him, these seedlings will be planted in 2,500 hectares of denuded and open forestland within the region’s five provinces, namely Maguindanao, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi.

It can be recalled that DENR Secretary Ramon Paje and ARMM OIC-Governor Mujiv Hataman inked an agreement earlier this year to ensure the full implementation of the NGP in the region.

A flagship program of President Benigno S. Aquino III, the greening program involves the growing of 1.5 billion trees in 1.5 million hectares of lands nationwide from 2011 to 2016. (APB-PIA 10)
