CAGAYAN DE ORO CITY, March 28 (PIA) --- Physical progress of the Laguindingan Airport Development Project (LADP) is reported to be 87.67 percent completed as of February, this year.
The Php7.853 billion project which involves the construction of a new airport of international standard in Laguindingan, Misamis Oriental has two (2) major components, the civil works and the air navigation system and support facilities.
Engr. Jaime H. Pacampara, chief economic development specialist of the Project Monitoring and Evaluation Division of the National Economic and Development Authority (NEDA) in Region 10, said the civil works component is already substantially completed as of February 2012 registering an actual accomplishment of 98.93 percent.
This component included buildings, access roads, and perimeter fencing works, he added.
On the other hand, he said the documents for the bidding of the LADP air navigation system and support facilities are still being reviewed by the Department of Transportation and Communications (DOTC) reiterating the pronouncement made by the chairman of the LADP Special Committee on the need to thoroughly screen the proponents for the provision of air navigation facilities in order to not compromise the safety of passengers.
Once completed, the Laguindingan Airport will be considered as the Northern gateway to Mindanao. (APB/PIA-10)
RDRRMC-10 calls on the public to join Earth Hour 2012

CAGAYAN DE ORO CITY, March 28 (PIA) – The Regional Disaster Risk Reduction and Management Council (RDRRMC) enjoins the residents in Northern Mindanao to participate in the observance of Earth Hour 2012 in the switching off lights for one (1) hour on March 31, Saturday, at 8:30 p.m. in taking a stand on global warming and to ensure a sustainable future.
Director Ana C. CaƱeda of the Civil of Defense (OCD), region 10, and Chairperson of RDRRMC-X said all heads of department heads, agencies, bureaus and offices, including government-owned-and-controlled corporations are encouraged to organize their own Earth Hour event in their respective community or locality to widen the reach of the campaign by switching off lights in the respective homes and communities, and to use various communication channels to promote Earth Hour 2012, including official websites, community newsletters and blogs.
Earth Hour is a global campaign to showcase what can and is being done all over to combat climate change. Earth Hour is a worldwide initiative showing how individuals, communities, businesses and governments can address the threat of global warming if we resolve to work on it together.
Meanwhile, Earth Hour began in one city in 2007 when more than two million individuals and two thousand businesses in Sydney, Australia turned off their lights for one hour on Saturday March 31, 2007. (PIA-10)
ABAMIN Party list seeks more beneficiaries
CLAVERIA MISAMIS ORIENTAL, March 24, 2012 (PIA) – the renowned ABAMIN Party list seeks more beneficiaries, as revealed by the scholarship-in-charge Mila Z. Abesamis during her visit in MOSCAT last March 23.
“We are asking for your cooperation to look for more beneficiaries by giving them ABAMIN ID, which will vouch their membership” Abesamis, said to the scholars.
The ABAMIN members are entitled to avail privileges and benefits such as medical assistance through presenting the ID to all participating hospitals. She added.
ABAMIN usually known as Abante Mindanao is one of the forty-two (42) partly-list groups elected last May elections represented by Congressman Maximo B. Rodriguez, Jr. the brother of Congressman Rufus B. Rodriguez of District two.
Its advocacy is to represent the informal sector/urban poor, the Lumads and Indigenous People and Muslims/Christians victims of war/conflicts and uplift the people of Mindanao.
Among its priority projects are in line with educational needs of the students from the marginal sector of the society. In fact it has two thousand (2000) scholar beneficiaries all over the Misamis Oriental and neighboring provinces.
Other projects include PhilHealth, medical and dental services, feeding for children, blood-letting activities and emergency assistance to thousands of families in its outreach funds though the DSWD and various private/government hospitals.

DA holds Minda-wide consultation on agri-fisheries modernization plan

CAGAYAN DE ORO CITY, Misamis Oriental, March 28, 2012 (PIA) – Spearheading the updating of the Agriculture and Fisheries Modernization Plan (AFMP), the Department of Agriculture (DA) Planning Service and the National Agricultural and Fishery Council (NAFC) pools in last week, March 20, an area-wide public consultation on the Draft Regional AFMPs 2011-2017.
DA Regional Executive Director Lealyn A. Ramos said the AFMP will help ensure that all regional field units (RFUs), agencies, bureaus and offices of the Department will have an action program that is cohesive, reinforcing, and consistent with the Philippine Development Plan, the Agriculture and Fisheries Modernization Act (AFMA), and other national policy directives.
She added that, this will be utilized by the agri-fisheries sector as an instrument to sharply focus programs, projects, and activities towards modernization.
The activity aims on enabling informed and effective stakeholders participation. The area-wide consultation was participated in by representatives of national government agencies, local government units, civil society organizations, private-sector led agricultural and fishery councils and state universities and colleges.
Ramos noted that it specifically, seeks to generate comments, reactions and recommendations on the draft regional plans of the AFMP before it will be finalized and consolidated into the national AFMP. (PIA 10)
45 NPA surrender in Bukidnon
CAMP OSITO BAHIAN, Malaybalay, Bukidnon, March 28 -- Forty-five rebels belonging to three different units of the New People’s Army, who voluntarily surrendered to 403rd Infantry “Peacemaker” Brigade (403Bde) of the Philippine Army, is scheduled to be formally presented to Governor Alex Calingasan at Kaamulan Amphitheater, Malaybalay, Bukidnon tomorrow, March 29.
Said armed rebels surrendered to Col. Romeo R. Gapuz, Commander, 403Bde, last March 23.
The surrender of these rebels was in coordination of the 4th Infantry “Diamond” Division and the local government of Bukidnon with the efforts of the elders and tribal leaders of Bukidnon, 403rd Infantry “Peacemaker” Brigade, Philippine National Police, and 8th Infantry “Dependable” Battalion to win the peace in the area.
In this, five assorted high-powered firearms, 33 low-powered firearms, and several improvised explosive devices were surrendered to 4ID.
They will receive financial and livelihood assistance from the province of Bukidnon through its local integration program while other benefits and privileges will still be determined by the Joint Validation and Authentication Committee or JVAC.
MGen. Victor A. Felix, Commander, 4ID, underscored the importance of the new campaign plan of the Armed Forces of the Philippines, the Internal Peace and Security Plan (IPSP) “Bayanihan” in uniting the Filipino people.
"Through IPSP, our advocacy for a people-centered and a whole-of-nation approach led to the mutual cooperation, coordination and convergence of efforts of all stakeholders not only of the government but of the whole nation in winning the peace," said MGen. Felix.
Col. Romeo L. Gapuz said the 403rd Infantry Brigade will continue its military operations to pursue other members of the said guerrilla front. He appealed to the residents to cooperate with them and provide them valuable information that is relevant in accomplishing its mission. (4ID/PIA-10)
Feature: Subanen grantees prioritize Vitamins for kids

OZAMIZ CITY, Misamis Occidental, March 28 -- Children belonging to the Subanen Tribe in Trigos village here enjoy a daily dose of multi-vitamins to supplement their daily nutrition needs.
Cherry Mae Apiag, 11; John Paul, nine years old, and John Mike, four years old take the food supplement every day before going to school and before going to bed.
Myla, the mother of the children, disclosed to the Pantawid Pamilya representative during a visit here that she always buy bottles of food supplement to ensure the growth and well-being of her children.
The budget for the supplement is taken from the cash grant the Apiag family is receiving monthly.
The three children of Myla, member of the Subanens living in the hinterland area of this city, such as Trigos, were among the grantees of Pantawid Pamilya when the program was implemented in 2011 under Set 4.
Trigos is an hour-ride on a motorcycle-for-hire locally known as habal-habal and is situated at the foot of Mount Malindang.
Before the enrollment of the children, Myla said she could hardly buy multi-vitamins for her children because of the meager income of the family derived from farm products such as corn, banana, and cassava.
Investment on health
Myla said she invested on health for her children because she considered it as one of the primary roles of parents in rearing children.
She claimed that buying multi-vitamins will not affect the preservation of the culture and tradition of the Subanen tribe.
Myla is also among the members of Barangay Trigos Women (BTW), an organization of Subanen women, who devote their time regularly cleaning Trigos Elementary School and the surroundings of the hinterland village here.
Most of the members of the tribal organization are Pantawid Pamilya beneficiaries.
Aside from that, members also have their communal farm planted with vegetables and other crops that will supplement the nutritional needs of the members.
Investment on Education
Myla looks forward to seeing all her children finish college education. With the cash grant, she is optimistic that the family can save money for the secondary and tertiary education of her children.
Cherry Mae will graduate this month from her elementary studies while John Paul will finish Grade 3 and John Mike ends his pre-school learning at a Day Care Center in the said village here.
Myla’s husband Gerry mainly depends on his farm produce for their income. His farm is planted with corn, banana, and cassava.
Meanwhile, Myla is also active with BTW, organized by an Ozamiz-based non-governmental organization Gitib. She wants to learn the livelihood program the NGO is introducing to the tribal organization. Among them is banana chips making and uyap making. Uyap is a local name of salted ground shrimps.
The NGO is also encouraging Subanens to plant Banyan, a native rubber tree here. (DSWD/PIA-10)
LGU Clarin now the “Bayong Capital” of Mis. Occ.

CLARIN, Misamis Occidental, March 28 (PIA) – The local government unit (LGU) of Clarin has added a new name for itself, that of being “The Bayong Capital” of Misamis Occidental, aside from being the “Suman Capital” of the province.
This, after Clarin has gone into mass production of “Bayong” native bags to replace the plastic shopping bags in the markets of the locality and allow its constituents to earn more income.
Mayor David Navarro said these bayong bags are made from biodegradable materials, specifically from the leaves of the romblon plants, that are abundant in the area.
It has the same materials used in weaving mats that give a cool and soothing effect on people who sleep on it.
“Being biodegradable, the romblon plants are, therefore, friendly to the environment,” the Mayor added.
He said going into bayong production is in coordination with the Department, of Trade and Industry (DTI) who conducted the training for the residents who wanted to learn about bayong-weaving and bag-making.
It was also held by DTI along with its intensified campaign for climate change adaptation in the locality.
During the recent 91st Araw ng Clarin Anniversary Celebration, DTI Provincial Director Delia Ayano thanked the Mayor for giving importance to the concern for environment protection.
Besides contributing to the environment protection program, bayong production will be an occasion for LGU Clarin to earn another monicker, i.e., as the Bayong Capital of the province.
This will also reduce the usage of cellophane or plastic in the public markets which is very detrimental to our environment, Ayano said. (PIO-PIA-Mis. Occ.)
House bills seeking to convert city/provincial roads to secondary national road in Mis. Occ. get PDC nod

OROQUIETA CITY, Misamis Occidental, March 28 (PIA) – The Provincial Development Council (PDC) of Misamis Occidental has endorsed two (2) house bills (HB) of Congressman Jorge T. Almonte of the First District of Misamis Occidental, during its recent meeting, here.
These were HB 4836 that seeks to convert into a Secondary National Road (SNR), the Senator Jose Ozamiz and Governor Anselmo Bernad Streets in Oroquieta City and HB 4837, the 17.68-km. provincial road that connects Sapang Dalaga and Concepcion towns.
Congressman Almonte said the passage of the bill will primarily ensure adequate economic benefits through tourism development including preservation and conservation of the province’s historical and cultural heritage, stimulation of various economic activities and creation of jobs and livelihood opportunities.
Likewise, road projects development would encourage savings in passenger and commercial travel time and increased production that would transform into net value-added income in agriculture and aquaculture of the province.
Almonte said the conversion will also provide easy access to the adjacent municipalities of Libertad and Mutia and the City of Dapitan located in Zamboanga del Norte.
With an all-weather secondary national road contributing to the region’s and country’s infrastructure development that is being constantly watched by investors, development will be fast and easy while mobility of people and of goods will be improved towards a progressive economy of our country.
The amount necessary for the improvement of the said roads, however, shall be charged to the appropriations of the Department of Public Works and Highways (DPWH) under the current General Appropriations Act (GAA).
Thereafter, such sum as may be necessary for its repair and maintenance shall be included in the annual GAA, Almonte added. (PIA-Mis. Occ.)
