CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 16 (PIA) – Various activities have been lined-up by the Bureau of Fisheries and Aquatic Resources (BFAR), region 10, to celebrate the 48th Fish Conservation Week from Oct. 16-22, 2011.
Regional Director Visa Tan-Dimerin of BFAR-10 said the activities will be anchored on the theme “Karagatan Pagyamanin, Isda Paramihin, Buong Mundo Pasiglahin” and the celebration will be highlighted by the following activities:
Public Information Day, Oct. 16, with a simultaneous hanging of streamers, regionwide.
Opening program, Oct. 17, at the Regional Fisherfolk Training Center to be followed by a Ribbon Cutting for Exhibits and Trade Fair.
Coastal and Fishery Resources Enhancement Day, Oct. 18, with a simultaneous “Puno ko, Sagip Buhay Mo” Watershed and Mangrove Reforestation Program, Mangrove Planting and Coastal Clean-up in selected coastal barangays in Misamis Occidental, MIsamis Oriental and Camiguin and post harvest training on high value products in Tambacan, Iligan City.
Technology and Livelihood Day, Oct. 19, to highlight Seaweed Seedling Orientation Training, Training on Tilapia Culture in Pond, Lecture on Aquasilviculture with emphasis on Organic Culture of Mudcrab, Tilapia Fingerlings Dispersal and Technology Demonstration on Seaweed Maja Blanca.
Fishery Law Enforcement Day, Oct. 20, focusing on the Trainors Training on Fishery Law Enforcement with Seaborne Patrol and Surveillance, Orientation on Basic Response to Marine Mammal Stranding to Commercial Fishing Vessel (CFV) operators in Misamis Oriental and Orientation on R.A. 8550 in Bukidnon.
Tan-Dimerin said declaring the 3rd week of October as Fish Conservation Week. Is pursuant to Presidential Proclamation No.176.

50 MOSCAT students avail of ABAMIN scholarship program

CLAVERIA, Misamis Oriental, Oct. 16, (PIA) – At least 50 students from the Misamis Oriental State College of Agriculture and Technology (MOSCAT) were benefitted by the scholarship program of the Abante Mindanao (ABAMIN) Party-List, this school year.
Lawyer Maximo B. Rodriguez Jr., ABAMIN Representative, recently, met the said scholars, together with their parents, to know how they were doing and solicit their ideas and suggestions on how to improve the scholarship program.
“I intentionally came here to meet you and have a little dialogue as to how your scholarship is doing and to solicit ideas and suggestions to improve it,” Rodriguez said.
He said ABAMIN is a new party-list geared towards peace and development, particularly, in Mindanao and part of its advocacy is in the field of education where it supported a number of scholars.
He announced that Malacañang has agreed to increase at least 30 percent of its budget allocation for the development projects in Mindanao.
Meanwhile, Rodriguez hopes to double the number of MOSCAT scholarship beneficiaries by next year’s school opening.
He, likewise, promised the graduating students for a part-time job this semestral break, as well, as to provide livelihood assistance to their parents through hog raising.
He then encouraged them to do well in their studies and vowed to give incentives for those who will receive recognition for their school performance and graduate with honors from their courses. (MOSCAT/PIA-10)

Camiguin opens ‘Buahanan Fest” on Sunday, Oct. 16

CAMIGUIN, Mambajao, Oct. 15 (PIA) – Camiguin, an “island born of fire,” known for its natural wonders and sweetest lanzones-bearing trees, will open its “32nd Lanzones Festival,” set from Oct. 16-22, this weekend.
Also known as “Buahanan Festival,” from the word “buahan,” the fruit’s native name, the sweetest lanzones harvest is celebrated, yearly, with a weeklong festivity that showcases the island’s agri-cottage exhibits and food and trade expo, indigenous sports and the tableau of local culture portrayed through dances.
The grand opening is set on Oct. 16, with the ceremonial ribbon-cutting at the Agro-Industrial Technology Trade Fair dubbed as "UGMAD," which means “to till’ or “to cultivate” in the local dialect.
The fair features the best agricultural, industrial and processed products of the province, which also serves as the activity ground of the festival in Mambajao, the provincial capital town.
Provincial Tourism Officer, Candice Naomi L. Borromeo noted that other towns of the province will also be holding street dancing extravaganza or ‘Kalanrakas’ that features traditional dances, drums circles and colorful ethnic costumes.
Kalanrakas winners will then compete for the grand showdown on Saturday, October 22 which marks the peak of the 2011 Lanzones Festival.
Other interesting activities include the “Harana in Kinamiguing” or love songs in the local Camiguin dialect, cooking contests, and a variety of choral, folk dance, kiddie theater, and draw and tell competitions.
Also included is the “Banag-banag” dance drama representations/interpretations and of nature, native salad and an exhibition of drinking of “koter,” a concoction of “tuba” or coconut wine made from coconut water mixed with ground cacao, evaporated milk and beaten chicken eggs.
Completing the celebration, the Search for “Mutya ng Buahanan 2011” or the Miss Camiguin Tourism is also opened.
Participants of the tableau competition dressed as fairies, likewise, will vie for the Ms. Diwata title, where they showcase their “diwata” or fairy qualities in a dance showdown.
Meanwhile, a festival King and Queen will be declared, as the festival, is also celebrated by the people to help push Camiguin as cultural tourism destination. (PIA-10)
3 Gawad Pamana ng Lahi awardees are from region 10

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 15 (PIA) – At least three (3) out of 46 “Gawad Pamana ng Lahi (GPL)” awardees, in the country, came from Northern Mindanao.
These are the local government units (LGU’s) of Misamis Oriental in the Provincial Category, Cagayan de Oro City in the City Category and Opol town, also of Misamis Oriental in the Municipality Category.
A total of Php91million as incentives for good governance under the government’s GPL program was awarded to some 46 provinces, cities and municipalities throughout the 13 regions,. last Tuesday, Oct. 11.
The funds came from the Congress-appropriated Php500 million Performance Challenge Fund (PCF) of the Department of Interior and Local Government (DILG) aimed to serve as incentives for the country’s LGU to adopt transparent, accountable and participatory governance.
Secretary Jesse M. Robredo of DILG and Gov. Alfonso Umali, Jr. of Oriental Mindoro, President of the Union of Local Authorities of the Philippines (ULAP), presented the awards to the beneficiary LGUs during the culminating activity of the “Biyaheng Pinoy,” a yearlong celebration of the 20th anniversary of the Local Government Code, held at the Philippine International Convention Center (PICC) in Pasay City.
All awardees received a trophy and a check of Php3.0 million for each provincial winner, Php2.0 million for each of the city winner, and a check of P1-million for each municipal winner.
The governors and mayors of the recipient LGU’s personally received the checks to serve as funding support for the implementation of programs and projects under the Millennium Development Goal (MDG) in their areas.
Robredo said the GPL Award is conferred to LGU’s for their exemplary performance across major development initiatives in administrative governance, social governance, economic governance and environmental governance.
“Through this awards program, we aim to recognize the invaluable contribution of LGU’s that have continuously adhered to the good governance principles of transparency, accountability and inclusivity in local administration and development,” he said.
Of the 46 regional winners, 15 were provinces, 15 were cities and 16 were municipalities.
Meanwhile, Regional Director Loreto Bhagwani of DILG, region 10, said the other GHL provincial awardees included the following:
Benguet, La Union, Quirino, Bulacan, Cavite, Marinduque and Albay, in Luzon, Negros Occidental, Bohol and Leyte, in the Visayas, and Zamboanga del Norte, Compostela Valley, Cotabato, Agusan del Norte in Mindanao.
The cities who were also cited as GPL Awrdees were: San Fernando, Santiago, San Fernando, Antipolo, Puerto Princesa, Ligao, Iloilo, Cebu, Ormoc, Zamboanga, Tagum, Kidapawan, Surigao, and Tabuk.
On the other hand, the municipal GPL awardees were: Sta. Marcela in Apayao, Tagudin in Ilocos Sur, Ilagan in Isabela, Llanera in Nueva Ecija, Carmona in Cavite, Odiongan in Romblon, Tiwi in Albay.
New Lucena in Iloilo, Amlan in Negros Oriental, and Naval in Biliran, in the Visayas, and Labason in Zamboanga del Norte, Laak in Compostela Valley, Surallah in South Cotabato, Cagwait in Surigao del Sur, and Sultan Mastura in Maguindanao.
Bhagwani said the LGU’s were chosen based on the following criteria: scores in the development indices from the Local Governance Performance Management System (LGPMS), the Seal of Good Housekeeping (SGH), organization of national government bestowed awards, and acknowledged innovations.
“Secretary Robredo expects the GPL awardees to sustain their outstanding performance and serve as shining exemplars of good governance,” Bhagwani said. (DILG/PIA-10)
CEPALCO informs public of Oct. 16 power interruption

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 15 (PIA) – The Cagayan Electric Power & Light Co., Inc. (CEPALCO) has advised its customers that power supply will be interrupted, in some of its franchise areas, from 7:00 a.m. to 5:00 p.m., tomorrow, Oct. 16.
The reason for the 10-hour power interruption will be the conduct of line maintenance works along the 69KV transmission line from Lugait, Misamis Oriental up to Carmen, Cagayan de Oro (CDO) per advise of the National Grid Corporation of the Philippines (NGCP).
To make use of the interruption, CEPALCO will also conduct line maintenance works on the 13.8 KV Carmen Feeder No. 1 and No. 2, respectively.
Other loads not affected by the said line works, however, will be shifted to other sources.
The interruption will involve switching works with a maximum of one (1) hour starting at 7:00 a.m. and at 4:00 p.m.
However, power will be restored immediately without further notice when line maintenance works of NGCP and CEPALCO are completed earlier than scheduled.
Meanwhile, the affected areas of the 13.8-KV Carmen Feeder#1 are the following: Along Velez St. and from Macanhan, towards portion of Carmen proper along Lirio St. from Trinity Tree St. towards Oak St., Max Suniel St., Vamenta Blvd. up to corner Jasmin St. including Waterlily St. and Carmen Market area.
Along Mabolo St. from Lirio St. towards corner Rosal St. including portion of Marigold St. from Mabolo St. and along V. Castro St. from Vamenta Blvd., up to Gaisano Carmen.
Portion of Carmen in vicinities along Vamenta Blvd. from Fernandez St. towards greater part of Ilaya, portions of Ipil St. and Mahogany St. from Fernandez St., portion of Madonna & Child Hospital, and Seriña St. from COA towards Gumamela Ext., Guani Coliseum, formerly Oloy Roa’s and Cagayan de Oro’s Maharlika Police Station.

NDA Administrator Cenas to grace the Dairy Forum in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 15 (PIA) -- National Dairy Authority (NDA) Administrator Grace J. Cenas is set to attend the Dairy Forum, at the Atrium of SM Mall, here, this coming Oct. 20.
She will be accompanied by the NDA Planning Manager Rene Martin de Guzman, James B. So, officer-in-charge of NDA, region 10, said.
Among others, the dairy situationer and the Philippine Dairy Roadmap will be discussed to the dairy stakeholders in Northern Mindanao, during the forum.
Aimed to promote the development of the dairy industry in the region, the forum will be attended by representatives from the different farmers’ organizations and the local government units (LGU).
It will also be staged back-to-back with alivelihood training on milk products processing techniques for targeted women in the city, he further said.
A component of the Information Campaign and Education (ICE) on Milk Project, the livelihood training is aimed at addressing the problems of marketing of dairy products, low milk production, consumption, malnutrition and the low awareness and appreciation of the importance of milk in creating a healthy population.
Meanwhile, OROBEST EXPO 2011, a parallel event of the Brunei-Indonesia-Malaysia-Philippines, East ASEAN Growth Area (BIMP-EAGA) Trade Fair, will run from October 19 to 22.

Oro Chamber holds OROBEST Expo 2011 at SM-CDO, Oct. 19-22

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 15 (PIA) – The Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (Oro Chamber) will be holding the Oro Business Enterprise Services and Trade (OROBEST) exposition at the Atrium of SM Mall, here, this coming Oct. 19-22.
Now on its 5th year, the OROBEST Expo aims to showcase the local products of Northern Mindanao and encourage investors to do business and give out information on product developments taking place, not only in Cagayan de Oro (CDO), but also in the neighboring areas.
This year’s OROBEST Expo coincides with the 2nd day of the Senior Officers and Ministers Meeting of the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) hosted by the City Government of CDO, Antonio Uy, Oro Chamber President, said.
The first day of the activity will be attended by business men from the domestic and international companies, including the CDO officials and the regional heads of the Department of Tourism (DOT), Department of Trade and Industry (DTI), Department of Agriculture (DA), Bureau of Fisheries and Aquatic Resources (BFAR), Regional Development Council, Region 10 (RDC), and the Mindanao Development Authority (MinDA), among others.

BI puts up booth for foreign guests in Camiguin Lanzones festival

CAMIGUIN, Mambajao, Oct. 14 (PIA) – An Immigration Booth will be put up by the Bureau of Immigration (BI), here, this coming Oct. 20-21, for foreign tourists who will be visiting Camiguin Island, during the Lanzones Festival, set from Oct. 16-23, this year.
Immigration Commissioner Ricardo David Jr. said a team of BI officials will travel to Camiguin and man the booth, which is part of the one-stop-shop organized by the Camiguin Provincial Government.
Aside from providing visa extension services, the Immigration Booth will also entertain queries and disseminate information about the various services provided by BI to foreigners visiting the country, David said.
“We hope that through this One-Stop-Shop, foreigners who will join the festival will be encouraged to frequently visit, not only Camiguin, but also explore other tourist spots in the Philippines,” the Immigration Commissioner said.
He added that BI will study the feasibility of putting similar one–stop-shops in other places of the country that holds annual festivities and attract large numbers of foreign tourists.
Meanwhile, BI Boarding Section Chief Theodore Pascual said personnel from the bureau’s computer section in Manila and the BI-Cagayan de Oro (CDO) Field Office, including a payment assessor and cashier, will man the booth.
Other agencies, such as, the Department of Foreign Affairs (DFA), National Statistic Office (NSO), National Bureau of Investigation (NBI), and the Professional Regulation Commission (PRC) will also participate in the one-stop shop activity.
Pascual was invited to speak at the public forum to discuss the latest policies and regulations implemented by the BI as Chief Regulator of the entry and stay of foreigners in the Philippines.
Aside from boosting local tourism, the activity also aims to generate employment opportunities for Camiguin residents, according to a primer released by island’s Provincial Capitol, Pascual added. (BI/PIA-10)
DA Sec. Alcala to inaugurate NFA warehouse

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 14 (PIA) – Department of Agriculture (DA) Secretary Proceso J. Alcala is expected in the city, tomorrow, Oct. 15.
The DA Secretary will be here for the inauguration of the National Food Authority (NFA) warehouse in Barangay Baloy, this city.
This newly constructed warehouse, which has a capacity of 200,000 bags, will serve as the central terminal warehouse for the surplus rice and corn production of Bukidnon and Misamis Oriental.
It will also be used to store the food security requirements of the region including Lanao del Sur.
Paqueo, further, stated that the warehouse will save the NFA some Php4.8 million, annually, in rentals of privately-owned warehouses.
Expected to be present, during the occasion, are the congressional district representatives and local government officials of the CDO, Malaybalay City, Misamis Oriental, Plaridel and Bonifacio Misamis Occidental, the Provincial Governors of Misamis Oriental, Bukidnon, and grains farmer-leaders of the region. Lanao Sur Police Chief says crime prevention is a community effort

This was pointed-out by Police Senior Superintendent Romeo Magsalos, Provincial Director of the Lanao del Sur Provincial Police Office (LSPPO), who said the fight against criminality in the province is everybody’s responsibility.
Magsalos said President Benigno S. Aquino III has ordered the re-activation of the Joint Philippine National Police-Armed Forces of the Philippines (PNP-AFP) Task Force Ranao to address the lawlessness and criminalities in the province, last month.
He said the residents should change their perception on crime prevention and should not rely solely on the Joint PNP-AFP Task Force Ranao.
He emphasized that every member of the community should be a stakeholder of peace and order since each member plays an important role in preventing the commission of crimes in the province.
For instance, parents should teach their children good values so that they will become good citizens while students should study hard, so that they can earn their diplomas and become productive citizens of the community, he further said.
Magsalos added that the public should also be vigilant and should not allow themselves to be victims of crimes.
They should also avoid wearing jewelries when going to supermarket or displaying their cellular phones in public places, he cited.
He also asked the public to report to the police authorities’ suspicious looking individuals and criminal activities in the area.
Don’t be negligent citizens, immediately report suspicious activity at the nearest police station, he urged. (PIA-10)
XU hosts IPv6 regional training

CAGAYAN DE ORO CITY, Misamis Oriental, Oct.14, (PIA) – At least 46 participants coming from 18 organizations, regionwide, joined the 2-day Internet Protocol Version 6 (IPv6) Beginners Training, held here, Oct. 12-13.
Sponsored by the Department of Science and Technology - Advanced Science and Technology Institute (DOST-ASTI) and Xavier University (XU), IPv6 campaigns for the use of “next generation” internet protocol that would replace the depleting number and limited address space of IP version 4 (IPv4).
The first to be held in Mindanao, the activity compares IPv4 to a world running out of phone numbers, with the web facing billion of IP addresses that are about to hit the max, Bayani Benjamin Lara from ASTI said.
Lara, however, clarified that both IPv6 and IPv4 will still run, hand in hand, until such time IPv4 will be completely left out.
“The good thing about this protocol upgrade is that it was able to address inherent loses of the IPv4. I am not saying it is ultra secured but at least a lot of the security measures are already built into the protocol,” he noted.
Executive Order 893 also mandates the promotion, deployment, and use of IPv6.
Meanwhile, XU, expresses support to the activity, treating it as part of its social outreach program geared towards the promotion of the technology in the community.
Engr. Gerardo Doroja, XU Dean for the College of Computer Sciences announced that the university will include IPv6 as part of its syllabus.
He, further, revealed that XU is also doing major technological upgrade to be IPv6 compliant. By second semester, the university network equipment will all be IPv6 ready.
Doroja likewise noted that although the training was originally intended for Northern Mindanao, a lot of people coming from Luzon have actually joined it. (PIA-10)
Stakeholders meet for a dairy forum on Oct. 20 at SM, Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 14 (PIA) – Stakeholders of the dairy industry in Northern Mindanao will converge for a forum, at the Atrium of SM Mall, here, this coming Oct. 20
The activity coincides with the 2nd day of the Brunei-Indonesia-Malaysia-Philippines East ASEAN Growth Area Investment Conference (BIMP-EAGA I-Con) cum ORO BEST Expo 2011 set from Oct. 19-22, in the area.
Aimed to influence the public on the growing development of the dairy industry in the region, the forum promotes the sector’s initiatives through a series of Information Campaign and Education (ICE) on the Importance of Milk.
Expected to participate in the forum are representatives from the media, academe, local government units (LGU’s), farmers’ organizations and our partners in the government, James So, Officer-in-Charge of the National Dairy Authority (NDA), said.
So said the ICE on Milk Project hopes to address the problems on malnutrition, marketing of dairy products, especially milk, low milk production and consumption patterns in the region.
It will also tackle the low awareness and appreciation on the vital role of milk in creating a healthy population in the region’s five (5) provinces and eight (8) cities, he said.
Likewise, a Livelihood Training Demonstration for Women on Milk Products Processing will be conducted by NDA, in the afternoon of Oct. 20.
The said training will be held in partnership with the Cagayan de Oro Chamber of Commerce and Industries, Foundation Inc. (OroChamber), Land O’ Lakes Foundation Phils., Inc. and the Northern Mindanao Federation of Dairy Cooperatives (NMFDC).

MALAYBALAY CITY, Bukidnon, Oct. 14 (PIA) -- Ang mga ‘foreign investors’ sa industriya sa minahan dili mapahawa sa Pilipinas bisan pa sa mga pag-atake sa mga rebeldeng New People’s Army (NPA) sa Surigao del Norte.
Kini ang gipahayag ni President Benigno S. Aquino III, atol sa ‘interview’ uban sa Foreign Correspondents Association of the Philippines (FOCAP), diin siya miingon nga nakig-istorya na siya sa mga Japanese investors.
Sa maong interview, ang Presidente misaad nga magpadayon gihapon sila sa ilang negosyo sa Pilipinas bisan pa sa mga nahitabo nga pag-atake sa mga rebelde.
“Nakig-istorya na ako sa mga opisyales sa Sumitomo Group nga mi-imbita kanako ug ilang gipahayag nga wala silay intension nga mobiya sa Pilipinas,” ang Presidente mibutyag ngadto sa FOCAP.
“Apan dunay mga request nila nga hugtan ang seguridad sa mga lugar diin sila nag-operate ug usab nihatag na kita kanila ug advise alang sa ‘corrective actions’ ug mga maayong lakang,” dugang sa Presidente.
Agig tubag sa mga kritisismo kabahin sa plano nga mga mga-train ug dugang mga special Citizen Armed Forces Geographical Unit (CAFGU) isip dugang seguridad sa mga ‘mining industries, ang Presidente miingon nga ang ‘deployment’ sa mga CAFGU istrikto gayud nga i-monitor sa kapulisan ug kasundaluhan aron malikayan ang mga pang-abuso.
“Ang mga CAFGU kinahanglan nga ‘territorial based,’ ipa-ilawom sa mga patakaran ug regulasyon, ug pagabantayan sa Commission on Human Rights (CHR) ubos ni CHR Chairperson Etta Rosales,” matud sa Presidente.
Wala kita magpaabot ug mga pang-abuso apan kini agig dugang sa ilang mga abilidad diha sa natad sa seguridad ug aron usab ma-preserbar ang kahusay ug kalinaw sa atong nasud, ang Presidente midugang.
Namatikdan sa Presidente nga dunay kakulangon sa gidaghanon sa mga kasundalohan kon Armed Forces of the Philippines (AFP) busa kinahanglan usab tabangan ang AFP diha sa paghatag sa seguridad sa mga ‘hotspots’. Tungod niini kinahanglan nga dugangan ang mga militar.

“Kana nga gidaghanon, mao usab kadaghan sa kasundalohan niadtong 1986 diin aduna lamang 50 million ka mga Pilipino. Ug tungod niini ato pa gyod ug apurahon ang atong kasundalohan nga doblehon ang ilang trabaho, busa para kanako dili kini patas,” ang Presidente miingon.
Ang mga NPA guerilla mi-atake ug mi-raid sa Taganito Mining Corp., Taganito HPAL Nickel Corp. ug Platinum Group Metals Corp. nga nag-operate sa Claver, Surigao del Norte, kaniadtong Oktubre 3, diin maoy hinungdan sa kamatayon sa tulo (3) ka mga security guards.
Gisunog usab sa mga rebelled ang napulo (10) ka mga dumptrucks, walo (8) ka mga backhoes, duha (2) ka mga lantsa ug usa ka guest house, matud sa taho sa military ug kapolisan.
