CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 9 (PIA) – Secretary Sonny Coloma of the Presidential Communication and Operations Office (PCOO) said Radio ng Bayan DXIM, Cagayan de Oro of the Philippine Broadcasting Services (PBS), will become a major channel for knowing the sentiments and aspirations of the people, in this part of the country.
“Through this station, people will be inspired to deliver to our people ‘good news pinoy’ or ‘galing ng pinoy’(GNP), and will also be the primary means for increasing our gross national product,” he said during its blessing and switching on last Oct. 7.
The occasion marked the station’s resumption of operations, after it went off-air, last March, to give way for the needed upgrading, both for its announcers booth and equipment, thereby, bringing about its present “state-of-the art” features.
The PCOO Secretary said the Aquino administration is committed to strengthen and revitalize the Philippine Broadcasting Service (PBS), one of the major radio facilities of our country, in terms of information and dissemination.
“This is why we have started renovating and improving the facilities of Radio ng Bayan- DXIM, so that, we can reach more people and so that it will become a more effective channel for gathering feedbacks from them,” the PCOO Secretary said.
Coloma said the facility can also be used for communicating to our people the major programs of our President.
“In the past, communication was only from top to bottom, from the government to the people. But President Aquino wants the flow of communication from the people to him or bottoms up, and more importantly, he wants to know the sentiments, the aspirations of our people,” he said.
Meanwhile, the PCOO Secretary extended the greetings of the President. “Yesterday, we were meeting for the revitalization of our People’s Television Network and when he knew that I was going to Cagayan de Oro, this afternoon, he asked me to convey to you and to Congressman Rufus Rodriguez of the 2nd District of Cagayan de Oro his warmest greetings.”
He also thanked the Congressman, who he said was with him in Batasang Pambansa during the primary deliberation of the PCOO budget. But before the passage of the budget, your Congressman stood on the floor to tell everybody he should like to see a much better, much improved broadcasting facility in your city of golden friendship.
“And because of that, the budget of PCOO was immediately passed. But more than 200 congressmen also approached me and asked what did Congressman Rodriguez do to earn the favor of giving in to the most beautiful Radio ng Bayan,” Coloma said.
He also said Radyo ng Bayan has become a sports affiliate, as the official broadcaster of the Philippine Basketball Association (PBA).
“If it is not yet here, we will move to bring the simulcast of the PBA games live from Manila,” he remarked. (PIA-10)

DepEd inks partnerships in Lanao del Sur to sustain health care program

MARAWI CITY, Lanao del Sur, Oct. 8 (PIA) --- The five (5) schools divisions in the province have forged partnership with the provincial government and the Fit For School, Inc. (FFSI) to ensure the sustainability of the Essential Health Care Program (EHCP).
The memorandum of agreement (MoA) was signed by the parties during the EHCP launching, at the Bacolod Central Pilot School in Bacolod Kalawi town, this province, last Oct. 6.
The EHCP consists of the most cost-effective and evidence-based preventive interventions to improve the health of school children in public schools, thus, improving their academic performance.
A flagship program of the Department of Education (DepEd), the EHCP has been a success in improving the health of thousands of school children in 73 provinces in the country.
It includes the implementation of daily soap hand washing and daily fluoride tooth brushing, mass bi-annual de-worming of children, as well, as improving water and sanitation facilities in public elementary schools and day care centers.
Under the MoA, the schools divisions of Lanao del Sur I-A, I-B, II-A and II-B, and that of Marawi City agreed to undertake the implementation of EHCP and to ensure that its interventions are practiced through daily group activities included in the Daily Class Program.
The provincial government, on the other hand, will provide financial support and ensure timely procurement and delivery of needed materials, such as, toothbrush, toothpaste, and soap, for use in schools.
Also, it will take immediate action in ensuring the accessibility of water in the identified schools and work for the sustainability of the programs by way of ordinance or any other long term solution.
Meanwhile, FFSI will assist the DepEd and the local government unit in the proper implementation of the EHCP by providing capacity building and technical assistance in the development of training and monitoring modules.
It will also provide information, education and communication (IEC) materials and support the health and education sectors in the promotion and management of school-based health programs.

DAR-NorMin identifies 5 ARC’s for the solar power program

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 8 (PA) – At least five (5) sites in Northern Mindanao had passed the technical requirements for the Solar Powered Agri-Rural Communities (SPARC) Program.
Through the project, SunConnex (SC), a solar power developer based in the Netherlands, will generate electric power from solar energy in agri-rural areas which will be sold to the grid to add to the generating capacity of the Philippines.
Engr. Felix Aguhob, Regional Director of the Department of Agrarian Reform (DAR), region 10, said these sites, as validated by the SC Dutch Engineers, are Talaba, Alubijid in Misamis Oriental, Langub, Calamba in Misamis Occidental and Linabo in Malaybalay City, Mantibugao in Manolo Fortich and South Poblacion, in Maramag, all of Bukidnon.
The SC-SPARC involves the setting-up of 5 MW to 10 MW solar farms in at least 50 ARC’s recommended by the Department of Agriculture, DAR and the Department of Environment and Natural Resources (DA-DAR-DENR) National Convergence Initiatives jointly implemented by the SC.
As a socio-economic component, SC-SPARC will pay the communities a lease or fee for the use of the land for the solar farms for at least 20 years, with option to extend for another 10 years, Aguhob said.
A social fund will also be provided to the farmers’ cooperative within the site for community development or livelihood projects.
Meanwhile, a regional consultation to discuss the SC-SPARC Program and all the possible issues and concerns that may have implications on the land tenure improvement (LTI) component of the Comprehensive Agrarian Reform Program (CARP) was held in Cagayan de Oro last Sept. 30.
The consultation was also attended by selected CARP beneficiaries, chairpersons of cooperative organizations, and DAR Municipal, Provincial and Regional Officers with the participation of the SunConnex representatives.
During the occasion, DAR Undersecretary for Support Services Jerry Pacturan exhorted the farmers to carefully weigh their options since the project involves a 30-year commitment.
He suggested, further, the holding of more consultation activities with the concerned government agencies to ensure the informed decision of the farmers involved.
“Our concern is the well-being of the farmers, but the decision should come from the farmers, themselves,” USec. Pacturan added. (DAR/PIA-10)
People’s cooperation leads to capture of rebel camp in Agusan

CAMP EVANGELISTA, Cagayan de Oro City, (Oct. 8) --- Cooperation extended by the populace due to the growing awareness of the masses about the abuses and deception of the New People’s Army (NPA) led to the recent capture of an NPA camp in Agusan del Sur.
Reports reaching the 4th Infantry Division, Philippine Amy, based here, said troops of the 403rd Infantry Brigade (403rd Bde), PA, successfully captured the main camp of the NPA guerilla’s North Central Mindanao Regional Committee (NCMRC), in the hinter Barangay of Calabuan, Esperanza in Agusan del Sur, last October 06.
A fierce firefight ensued when the 403rd Bde troopers encountered some 50 communist NPA’s in the vicinity, who were believed responsible for the attack of Medina Police Station in Medina, this province, last Aug. 25, that left one police officer and one NPA commander dead.
During the Oct. 6 encounter, one (1) soldier was killed while three (3) others were wounded and were being extricated through the helicopter assets of the Philippine Air Force while the rest of the troops pursued the enemy.
After the encounter, government troops were able to recover four (4) units each of the AK-47 (Kalashnikov) and M14 rifles, three (3) M16 rifles, one (1) Ultimax Sub-machinegun, stock of landmines, medicines, personal belongings, subversive documents with high intelligence value and the camp, itself.
At the onset of firefight, the NPA fighters scampered in different directions and fled towards the mountainous area of the province to evade the pursuing government troops while undetermined casualties on the enemy side were monitored.
“The success of our effort was attributed to the cooperation extended by the populace due to the growing awareness of the masses about abuses and deception of the NPA rebels,” Maj. Gen. Victor A. Felix, Commander of 4ID, said.
He, further, said that in order to protect and preserve peace, combat operations are necessary.
Meanwhile, he calls for reconciliation and encourages the rebels to go down the mountains and cooperate with the government. (4CMO/PIA-10)
SP establishes Cag. de Oro power, water, telecom board

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 8 (PIA) – Cagayan de Oro City has created a body that will undertake research, fora and consultations on power and energy and water and telecommunication needs of the city as they relate to the present and future growth and development.
The Sangguniang Panglungsod (SP), during its recent regular session presided over by SP Kagawad Ramon Tabor, enacted an ordinance establishing the Cagayan de Oro City Power, Water and Telecommunication Board.
Kagawad President Elipe, Chairperson of the Committee on Energy, said this board will be permanent and will make interventions with different agencies with regards to the applications for any increase in rates of their services.
It may be recalled that the legislative body earlier created an adhoc body to look into the application of Cagayan Electric Power and Light Company, Inc. (CEPALCO) for a rate increase.
Elipe said the adhoc committee was dissolved after it was able to successfully intervene for the city government resulting to a reduction of the increase.
“We need a permanent body to study not only concerns about power but also about water and telecommunications and recommend any legislative action to the Sanggunian,” he said. (CIO/PIA-10)
Cag. de Oro Mayor supports move to temporarily stop implementation of Juvenile Welfare Act

CAGAYAN DE ORO CITY, Misamis Oriental, Oct. 8 (PIA) – Mayor Vicente Emano is supporting the call for the temporary stop in the implementation of Republic Act 9344, otherwise known as the Juvenile Justice and Welfare Act.
In a press statement, the Mayor said rehabilitation centers must first be established in all cities and provinces so that it can be effectively implemented.
“Halos tanang mga dakbayan ug lalawigan ang wala pa nakatukod sa Rehabilitation Center diin adto isulod ang mga minor de edad nga nakasala sa balaod (Alomost all cities and provinces in the country have not yet constructed the needed Rehabilitation Centers where the children in conflict with the law are to be housed),” he said.
“Busa, mas makaayo sa katilingban kon ihunong ang pagpatuman sa maong balaod, ug temporaryong sundon ang daan nga balaod (That’s why, it is better to temporarily stop the implementation of RA93443 and follow the old law),” he stressed. (CIO/PIA-10)
Camiguin, 2nd in the country to have NAMRIA-delineated/certified municipal waters

CAMIGUIN, Mambajao, Oct. 7 (PIA) – Camiguin now ranks as the second province in the country to get certification for its municipal waters from the National Mapping and Resource Information Authority (NAMRIA).
With a total area of 144,038.01 hectares, the province had successfully defined its municipal waters giving the municipal local government units (MLGUs) jurisdiction and responsibility in spatial terms, as well, as providing the executive and legislative departments clear guidance in the governance and management of the island’s coastal and marine resources.
The certification of municipal wasters was a primary objective of the Camiguin Coastal Resource Management Project (CCRMP), a project the Department of Environment and Natural Resources (DENR), with the support from the New Zealand Aid Programme (NZAP).
“The delineation allows the municipal LGUs to generate revenues from the use of its fisheries and aquatic resources, enforce fisheries and environmental laws, and develop an equitable and viable system of allocating ‘access and use’ rights to municipal fisheries and aquatic resources among its residents,” Amida Diwata M. Jasma, CCRMP Phase I Project Officer explained.
The CCRMP assisted the LGUs in obtaining copies of the proposed municipal water maps prepared by NAMRIA and helped in validating these by ground-trotting the municipal boundaries monuments (MBM), which served as the coastal terminal points for delineating the boundaries between municipal waters.
Following the release of the certification and the data on length of shoreline and area of municipal waters, all the towns in the province, likewise, enacted ordinances adopting the municipal water delineation as approved by NAMRIA.
To date, the LGU of Mambajao with the assistance of the CCRMP and the Bureau of Fisheries and Aquatic Resources (BFAR) has enacted its own Municipal Water Fee Ordinance and Comprehensive Fisheries and Coastal Resource Management (CRM) Code of 2010, which provides for the protection, preservation, and the regulation of the local fishing industry, the municipal waters and the marine resources of Mambajao.
Just recently, LGU Catarman has also enacted the Catarman CRM Code of 2011, while Guinsiliban town is also formulating its own CRM code for legislation.
Camiguin Provincial Environment and Natural Resources Officer (PENRO), Gaudioso B. Malaton likewise noted that through CCRMP, the province has established Deputy Fish Wardens and formed the Municipal Coastal Law Enforcement Teams (MCLET) to strengthen its coastal law enforcement.
These enforcers were all trained and provided with enforcement paraphernalia, such as, pump boats, global positioning system (GPS) units, communication equipment, raincoats and flashlights.
“They conducted seaborne patrol operations and documented some 28 incidence of fishery law ordinance violations, last year, where they reprimanded, charged fines or confiscated the fishing gears of the violators,” Malaton added. (PIA 10)
DSWD’s social protection gears toward statistics

ILIGAN CITY, Lanao del Norte, Oct. 7 (PIA)— Social protection is a set of policies and programs that reduce the risk for both poor, as well, as the non-poor from falling into poverty or further deeper into poverty.
What makes social protection different from poverty reduction is that while poverty reduction aims to improve the quality of life of the poor through various means, social protection aims to prevent the poor’s living conditions from further deteriorating and prevent the non-poor from joining their ranks.
These points were raised by Virginia Cardona, Chief, Social Pension for Senior Citizen Indigency Program Division, Department of Social Welfare and Development (DSWD), region 10, during the flag raising/kick-off ceremony of the National Statistics Month (NSM) of October at the City Hall Amphitheatre, here, last Oct. 4.
Now, on its 22nd year of observance, the NSM anchors on the theme, “Quality Social Protection Statistics for Focused Targeting: Improving Outcomes, Changing Lives,” with DSWD taking the lead in this year’s activities.
Cardona, who represented Atty. Araceli F. Solamillo, Regional Director of DSWD, region 10, said the latest official poverty statistics show that as of 2009, the Philippines is home to 23 million poor Filipinos, equivalent to more than a quarter of the entire population.
“Ten (10) million Filipinos are food-poor, meaning they don’t earn enough to buy their minimum food requirements.
The situation becomes worse when poor families experience sudden economic shocks such as job loss, illnesses, and calamities.
Because of this, the government has decided to step in and protect the poor from falling deeper into poverty.
DSWD’s programs form the core of the government’s social protection and anti-poverty efforts. It helps the government by identifying the poor households that need assistance redistributing income to the poor and the most vulnerable.
“Our Department is mandated to protect poor households, but given limited resources, we need to have a clear system for identifying the poor and determining where they are,” Cardona said.
This is why the National Household Targeting System for Poverty Reduction (NHTS-PR) was developed, disclosed Cardona.
This internationally accepted targeting system enables the government to objectively identify the poor by minimizing political interference in the identification process.
It ensures that social protection programs benefit those who really need the assistance, and by concentrating government resources on the poor, government will have better impact at lower cost.
The NHTS-PR uses observable and verifiable characteristics of households as criteria for classifying households as poor, which reduces opportunities for favoring one group of beneficiaries over another.
This can improve governance, transparency, and credibility of programs, thus, DSWD uses NHTS-PR for providing social protection programs targeting to those individuals and families who need government resources the most.
This system will not only be for the consumption of DSWD, but can now be availed of by other agencies which have social protection programs.
Since the government will be using a unified set of criteria for identifying the poor, it becomes much easier for government to bring together all of its programs to a particular group of poor households.
Lastly, the database of the NHTS-PR will guide them to where and who the poor are in the region and thus enable them to flow their resources to the right targets, Cardona added. (PIA 10)
Haribon Brigade donates school chairs to Madrasah school anew

MARAWI CITY, Lanao del Sur, Oct. 7 (PIA) --- Another Madrasah school, here, has received 40 quality school chairs from the 103rd Infantry (Haribon) Brigade, Philippine Army.
The donation to the Lanao Islamic Paramedical College Foundation Inc. (LIPCFI), held yesterday at the school lobby, was made through the 64th Infantry (Knights) Battallion, one of the operationally controlled units of the Haribon Brigade.
Lt. Col. Dario C. Bucawit, Commander of 64IB, said the chairs was constructed by his soldiers utilizing the confiscated fletches of lumber yielded from illegal logging.
He said the donation of school chairs was made to strengthen the relationship between the school and military citing that it is one way of showing how soldiers give back to the community the services they deserve.
It is also in line with the current Internal Peace and Security Plan (IPSP) dubbed as “Bayanihan” which is designed to win the peace in every corner of the country, he said.
Meanwhile, one of the students has expressed appreciation to the Philippine Army, particularly, 64IB and103rd Bde for donating such school chairs.
“I am very happy that they have chosen our school, among other schools in Marawi City, to be the recipient of these school chairs,” expressed Eden Camsa.
On the other hand, Bucawit has assured the school administration of their assistance in any way possible emphasizing that the military presence in the city is not solely to pursue those individuals who have violated the people’s rights but also to render government services to the people. (PIA-10)
Entrepreneurship, food sufficiency activities highlight consumer month celebration in Bukidnon

MALAYBALAY CITY, Bukidnon, Oct. 7 (PIA) – In order to promote consumers’ welfare and broaden the scope of consumer education, the Department of Trade and Industry (DTI) Bukidnon has lined-up several activities to mark this year’s celebration of the Consumer Welfare Month (CWM).
DTI Provincial Director Ermedio Abang said the department has embarked on major activities for the whole month, to highlight the event that kicked off with a one-hour radio program that discussed entrepreneurship, consumers’ basic rights and responsibilities, last Oct. 6.
The advocacy aims to strengthen the general public’s awareness especially on honest packaging, advertising, product guarantees, and improved safety standards.
Vital issues discussed, which was aired over radio station DXBU here, also included consumerism and safe affordable food.
In partnership with the DTI, the Department of Agriculture (DA) leads this year’s CWM celebration with the theme “Sapat, Ligtas at Abot-kayang Pagkain para sa Lahat (Enough, safe and affordable food for all).”
It aims to give focus on DA’s continuing program on food self sufficiency and promote active participation among local government units, farmers, non-government organizations, and private sectors for agricultural development.
This, likewise, inspires communities to take part with the DTI’s One-Town-One-Product (OTOP) program.
Meanwhile, Abang said the month-long celebration will also be highlighted by the following activities:
Oct. 10-11, Consumer Education & Information at San Agustin Institute of Technology and Mountain View College, both in Valencia City, Oct. 14, Provincial Quiz Bee at the Provincial Planning and Development Office conference room and Oct. 18-19, Briefing on Product Standards Law at Malaybalay City People’s Hall and Valencia City.
Oct. 20-21, Monitoring and Enforcement with accredited consumer organization, Oct. 25, Briefing on Business Licensing & Price Act, in coordination with the Philippine Institute of Certified Public Accountants (PICPA), D’ Garden Party Venue, Malaybalay City.
Oct. 27, Regional Quiz Bee at Cagayan de Oro City, Oct. 27-28, Entrepreneurship Training at Farmers Training Center, City Agriculture Office, Malaybalay City and BHW Building, Valencia City and Oct. 28, Regional Bagwis Awarding ceremony in Cagayan de Oro City.
The CWM is observed each October by virtue of Presidential Proclamation 1098, which is initiated by the National Consumer Affairs Council (NCAC) to improve the management, coordination and effectiveness of consumer programs of various government agencies. (DTI/PIA-10)
