VP Binay leads awarding of land titles in Regions X, XIII

CAGAYAN DE ORO CITY, Misamis Oriental, September 28 (PIA) --- Transfer Certificates of Title (TCTs) were awarded to 90 housing beneficiaries from the eight (8) community associations in this city and in Butuan City under the community mortgage program of the Social Housing Finance Corporation (SHFC).

Vice President Jejomar C. Binay spearheaded the awarding of land titles during the opening of the 10th Pabahay Caravan held September 26 at the Dynasty Court Hotel, here.

Binay, who also chairs the Housing and Urban Development Coordinating Council (HUDCC), likewise, led the distribution of TCTs to 11 beneficiaries of the National Housing Authority (NHA) projects.

Further, he awarded titles to 11 borrowers who have fully paid their accounts under the unified home lending program of the National Home Mortgage Finance Corporation (NHMFC).

The Vice President also met with local official to discuss with them the various housing programs and services of the government.

He said it is the role of the HUDCC to enable local officials to provide housing services by orienting them on the different housing programs and granting financial support to implement such projects in their areas.

The Pabahay Caravan is a series of housing events aimed at building stronger partnership with local government units (LGUs) in delivering quality homes their constituents.

Prior to the housing event here, the Pabahay Caravan has also been held in Cebu, Bagiuo, Tagaytay, Davao, Pampanga, Zamboanga, Tacloban, Laoag and Tugeugarao. (PIA-10)


Pag-IBIG Fund offers new housing program for LGUs

CAGAYAN DE ORO CITY, Misamis Oriental, September 28 (PIA) --- Constituents and employees of local government units (LGUs) now have access to affordable housing through the new program of the Pag-IBIG (Pagtutulungan sa Kinabukasan: Ikaw, Bangko, Industriya at Gobyerno) Fund.

Lawyer Darlene Marie B. Berberabe, chief executive officer of the Home Development Mutual Fund (HDMF), also known as Pag-IBIG Fund, said they are now offering a Group Housing Loan Program (GHLP) for LGUs all over the country.

She said the program aims to sustain the capabilities of LGUs to fast-track the development and implementation of housing projects in their respective localities.

The GHLP will give LGUs the access to developmental loan for site development and house construction, where the units from the project to be financed will be offered for sale to the intended beneficiaries of the LGU.

Under the program, the LGU can borrow a maximum amount of P20-million per phase for horizontal development while in the case of vertical development, the LGU can borrow a maximum amount of P40-million per building or actual cost of the building, whichever is lower.

The loan has a maximum term of three (3) years or based on the project’s cash flow projections, whichever is shorter, and shall be secured by an Original Certificate of Title (OCT) or Transfer Certificate of Title (TCT) of the housing project subject of the loan.

It will be repaid through assignment to Pag-IBIG of at least 20 percent of the proceeds from sales or Pag-IBIG housing loans generated from the project to be financed.

The developmental loan shall bear an interest rate of seven percent (7%) for house and lot with selling price of over P400,000 to P750,000 while units with selling price of up to P400,000 will have an interest rate of six percent (6%).

However, a loan for a project that has a different selling price shall be charged a weighted interest rate.

Berberabe was in the city, together with the other heads of the government’s key shelter agencies, September 26 and 27, 2011, for the conduct of the Pabahay Caravan.

The caravan was the 10th of the series of housing events aimed at reorienting and updating LGUs on the different government housing programs available to them. (PIA-10)


BJMP 10 intensifies its “Tulong sa Komunidad Project”

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 - The Bureau of Jail Management and Penology in line with its “Tulong sa Komunidad Project” has once again intensified its effort in reaching out to communities here in Northern Mindanao.

Responding to the appalling increase in the demand of blood due to the rising cases of dengue in the country, BJMP-10 Regional Director, Jail Sr. Supt. Abraham Pil Lintao directed his personnel to participate in the recent Civil Service Bloodletting Activity.

Just recently also, the Bureau in coordination with the DENR-10 went and heed the call to “Trash Free Seas.” No less than the Lintao himself headed the 20 or so BJMP personnel to do the Coastal Clean-up Drive at Lapasan, Cagayan Oro City.

“True, our agency is facing an unprecedented crisis right now with four (4) of our comrades still facing uncertainties in the hands of their captors, but this will not in any way make us lose sight of the real essence of our duties and responsibilities as public servants”, Lintao stressed. CGDNM spearheads maritime exercise in CDO

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 -- The Coast Guard District Northern Mindanao spearheaded the conduct of a series of Maritime Exercises on September 27, in line with the National Maritime Week Celebration at the Macabalan Port, Cagayan de Oro City.

Participated in by different agencies, shipping companies and local stakeholders, the exercises included Sea jacking, Maritime Search and Rescue, Fire fighting and Oil Spill Response.

The exercises were witnessed by some invited guests, friends from the Maritime Community to include students from Maritime School.

Upon signal of the Exercise Director, the Participating Units which include: Special Operations Unit Northern Mindanao (SOUNM); Marine Environmental Protection Unit Northern Mindanao (MEPUNM); personnel of Coast Guard District Northern Mindanao (CGDNM) and Coast Guard Station Cagayan de Oro (CGSCDO); 1001st Auxiliary Squadron CGADNM; Philippine National Police Maritime Group; Harbor Star Shipping; M/L Pilot 4 and M/L Pilot 5 and Oil Spill Response Team of Shell Philippines, proceeded to their initial position.

The drill started when a vessel sent a distress message informing CGSCDO that their vessel is under attack from pirates. CGDNM then dispatches SOUNM aboard two (2) rubber boats to respond to the distressed vessel. SOUNM proceeds to the vessel and upon boarding they conducted tactical boarding procedure and prisoner handling on the pirates. After which the pirates were boarded on the rubber boats and turned over to the PNP Maritime Group. The Sea Jacking Exercise was then terminated.

Due to some uncontrolled situation, there was a loud boom and fire was then reported in the distressed vessel’s engine room. Five (5) of the crew members jumped overboard while the others remain on board.

The boat captain then again sends a distress message informing CGSCDO that the vessel is on fire and declared to abandon ship. Upon receiving the information, CGSCDO now assumes as the On-Scene Commander (OSC) and directs M/T Harbor Star to combat the fire on the distressed vessel. Then OSC directs SOUNM and PCGA Rescue Teams to pick up the survivors that jumped on the water. M/T Harbor Star then proceeds to the area and uses its fire canon to spray water on the distressed vessel to combat the fire.

Meanwhile, members of the SOUNM and PCGA Rescue Team searched the area for survivors and successfully recovered the all the crewmembers from the water.

After minutes of combating fire, M/T Harbor Star report to OSC that fire is under control and subsequently reports that the fire is out.

The rescue teams then turned over the survivors to the medical team. The medical team rendered initial first aid and evacuated the survivors to the nearest hospital. The Fire fighting and Maritime Search and Rescue Operation was then terminated.

After the fire was put off, the distressed vessel was reported to be listing to the starboard side and sunk. The CGSCDO informed the Commander of CGDNM and then forwarded to higher headquarters for possible oil spill.

CGSCDO then directs M/T Harbor Star to conduct Oil Spill Preventive measures. M/T Harbor Star proceeds to the area where the distressed vessel sunk. The MEPUNM together with Oil Spill Response Team of Shell Philippines aboard M/T Harbor Star laid out the Oil Spill Booms with M/L Pilot 4 to contain any leaking oil from the sunken vessel.

After containing the oil, the response teams used a skimmer to recover the oil from the water. M/T Harbor Star reports to CGSCDO that the oil spill has been contained and was successfully recovered. The Oil Spill Response Operation was then terminated.

These exercise generated significant awareness of the dangers of terrorist activities and the effect of marine pollution in our seas.

It aims to show the readiness of the different concerned agencies, shipping companies and local stakeholders in responding to such scenarios.

Further, the exercise showed coordination and unity of effort in promoting Safety of Life and Property at Sea, Protecting the Marine Environment and Secured Maritime activities with the full coordination of our partners in the maritime world, the activity was a success with no casualties or any untoward incidents. GSIS expands its partnership with Land Bank

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 -- Government Service Insurance System (GSIS) is expanding its partnership with the Land Bank of the Philippines (LBP) to their 1.4 million members including pensioners to benefit from Land Bank networks of 927 ATMs nationwide.

Land Bank has also the widest branch network in the banking industry with branches in 80 provinces all over the country.

Beginning this year, members can now receive their loan proceeds and other benefits such as cash dividends through a Land Bank-issued UMID eCard instead of getting the same through UNIONBANK-issued UMID eCard.

If members choose LANDBANK as their servicing bank, they will enjoy the following benefits: (1) No maintaining balance required for the member’s savings account; (2) No service fee on withdrawal and balance inquiry from any of LANDBANK’s more than 900 ATMs nationwide; (3) As a debit card in more than 20,000 accredited merchants nationwide; (4) As a discount card for selected Pfizer medicines and when enrolling their children/relatives in any STI campus nationwide; and; (5) Can withdraw from any Expressnet, Bancnet or Megalink ATM network.

GSIS members and pensioners who wants to transfer their accounts from UNIONBANK to LANDBANK, will just email their names, date of birth, UMID Common Reference Number or CRN, and preferred LANDBANK branch to eservices@gsis.gov.ph or visit the GSIS website www.gsis.gov.ph, and log on to the eCard member transaction page by typing GSIS ID No.

Once logged in, go to the Member’s Profile Page and select the icon that lets a member choose LANDBANK as the servicing bank or visit any GSIS Field Office near them to signify their intent to transfer.

Ma. Luz Ilano-Briones, Branch Manager, GSIS, Cagayan de Oro Branch, said members have only until November 30, 2011 to inform GSIS of their intent to transfer, afterwhich the GSIS will submit all applications to Land Bank for the printing of the Land Bank-issued UMID ecard. (GSIS/ PIA-10)


Camiguin marine protected areas posts 94% increase in coverage

CAMIGUIN, Mambajao, September 28 (PIA) – A total of 289 hectares is now established as protected fish or marine sanctuaries in Camiguin, posting a 94% increase from the 149 hectares during the inception of the Camiguin Coastal Resource Management Project (CCRMP) in 2007.

This covers all 15 existing and 16 newly established Marine Protected Areas (MPAs) declared through a barangay resolution or municipal ordinance.

The MPA restricts human activity to protect living, non-living cultural or historic resources.

Protection includes limit on development, fishing gear types, fishing season, catch limits, moorings, to complete bans on removing marine life of any kind. This will help restore damaged habitats, improve biodiversity and maintain ecosystem health and processes, permitting fish to mature and reproduce.

Camiguin has also successfully succeeded the delineation of its municipal waters on the onset of the project.

At the end of phase I, a total of 26% of the appropriate near shore habitats in province were also established as MPAs, which includes diverse coastal habitats like sandy beaches, rocky headlands, coral reefs, mangroves, sea grasses, and lagoons.

To facilitate the establishment of the new MPAs, coral and fish survey were conducted in pilot barangays. It was able to set up a comprehensive fish catch baseline data collected daily for a period of six months, from July 15, 2009 to January 15, 2010, this will be used as bases for fish catch rate at the end of phase 2.

CCRMP phase I project officer, Amida Diwata M. Jasma said another fish catch survey is conducted in the transition phase and will continue throughout phase 2.

She noted that the second phase is more like a roll out and phase out stage of the project, wherein technical assistance will be downloaded to the local government units (LGUs).

“This is done so that they will to be able to operate and sustain its revenue generation system in order to support its environmental protection services. Aside from this, technical assistance in accessing finances from other funding agencies will also be extended, as their future success with the CRMP project can then be used as leverage,” Jasma explained.

Camiguin Provincial Planning and Development Office chief Felicisimo M. Gomez meanwhile noted that after institutionalization of the integrated coastal resource management system among local communities, the sustainability of their fishing programs and livelihood will be the prime focus on the second phase.

“We are looking into a different approach now and Governor Jurdin Jesus Romualdo wants the active entrepreneurs’ scheme, he sees that if livelihood assistance will be made available per beneficiary family and not by organizations they will put in more value and effort to make it a success,” Gomez said.

“It’s more like a family enterprise, to encourage sense responsibility among beneficiaries,” he added.

To date, CCRMP is on its transition phase, phase I should have ended in September last year but was extended for five months to facilitate for the mid-term review which findings will feed for the Phase II design.

Stakeholders now busily meets to size up priority activities for phase II which is expected to start early next year.

The project seeks to strengthen the capacities of the province coastal communities, LGUs and other partner institutions to protect and manage the municipal waters and the limited productive near shore ecosystem and their resources.

It is funded by the New Zealand Aid Programme (NZAP) with the Department of Environment and Natural Resources (DENR) as the lead implementing agency in partnership with the Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR), National Economic and Development Authority (NEDA), Department of Tourism (DOT), Department of Trade and Industry (DTI), Department of Education (DepEd), Camiguin Polytechnic State College (CPSC), LGUs, Community Volunteer Organizations (CVOs) and People’s Organizations (POs).

Management services and technical support in Phase 1 of the CCRMP were provided by the Tetra Tech EM, Inc. through a team of consultants and field staff. It was awarded a three-year contract by NZAP to implement Phase I covering the period November 2007 to February 28, 2011. (PIA 10)


Lanao del Sur school children bag the "Kasadya" street dancing, showdown competition award

ILIGAN CITY, Lanao del Norte Sept. 28 -- The elementary school children from Balabagan, Lanao del Sur province bagged the championship award during the "Kasadya" (merry making) street dancing and showdown competition in Iligan City, Tuesday, held at at Anahaw amphitheater bringing the second-time champion of the competition.

The contingent which composed of Christian and Muslim showed their capability to interpret the story about the fight between St. Michael the Archangel against the devil. Balabagan contingent received P200, 000 cash plus trophy.

Iliganons firmly believed that the patron saint St. Michael the Archangel the protector of Iligan City against harm from crime and natural disaster.

The second placer went to the contingent from municipality Kauswagan, a once war torn town of Lanao del Norte. Kauswaganon also garnered the best in San Miguel attire and best in costume which the contingent received P150,000 and two minor awards of P5,000 each award.

The third prize winner went to barangay Kiwalan of Iligan City with P100, 000 cash and a trophy.

City councilor Joe Zalsos, the "Father of Kasadya" said, the Kasadya was first conceptualized and performed in 1984 with the city government and was hand-over to the Iligan Jaycees to sustain the project which is now on the 27th year.

Salzos said, "Though we have only five (5) contingents who have signified to participate, still we maintain gesture of merry making and full celebration."

"We look forward next year has more participating contingents with a much bigger prizes and awards,” he said.

JCI Sen. Aldwin Dexter O. Librado "Kasadya," 2011 Overall Chairman said, as a true blooded Iliganon and a proud member of JCI Iligan, Inc. it is indeed a very challenging and tough task to do. It was a six (6) months preparation for this big cultural activity that involves planning sessions and consultations to the different committees.

Librado said, invitations to different participating cities, barangays and schools, solicitations for major and minor sponsors, security and safety, venue preparation, food and other important details. All these sums up to a very strenuous and quiet stressful preparations but seeing the fruits of our labor are all worth for the success of the said event.

This will mark again another history of Iligan and to all Iliganons who will be celebrating the Feast of Saint Michael the Archangel, highlighted with this prestigious street dancing competition.

The Kasadya street dancing is already a part of the of JCI Philippines and around the world since it already garnered multiple awards be it in World Conference , National and Area Conference. All these preparations made possible along with my very dynamic and
energetic team, with their utmost support hopefully the outcome would be a very successful one. Kudos also to the city Gov’t of Iligan for their unwavering support to the chapter JCI Iligan as well as to this event.

With the theme: "Sidlak "(shine) Iligan, city councilor and lawyer Marlene Young, the over-all chairperson of the fiesta committee said the lineup of activities have drawn crowd and boast tourism industry in Iligan City to include influx of foreign and local
tourists with an average 9000 a month based on data from the City Tourism Office.

Young lauded the joint peace keeping efforts of the Philippine National Police and the Armed Forces of the Philippines 4th mechanize infantry battalion of the second mechanize infantry brigade of the Philippine Army in securing Iligan City.

The lechon (roasted pig) festival on September 20 which Councilor Young has spearheaded have been mobbed by the flock of people as the 60 lechon were given free to the public.


GSIS, NSO ink MOA for implementation of ARAS

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 (PIA) – The Government Service Insurance System (GSIS) has entered into a memorandum of agreement (MOA) with the National Statistics Office (NSO) to address the problems of pensioners in the Annual Renewal of Active Status (ARAS) implementation.

During the recent Stakeholders’ Dialogue held in the city, Robert Vergara, GSIS President and Chief Executive Officer (CEO), said the partnership will require NSO to provide the GSIS with a monthly report/information and data on the death and marriage of pensioners.

This data can be used by GSIS to determine a match and counterchecks with the roster of pensioners and beneficiaries.

Vergara said that with this data from NSO, pensioners are no longer required to submit an affidavit related to survivorship pension benefit, every year, except upon application for the said benefit.

Meanwhile, he said the NSO report will include, among others, a remark on whether the record has a perfect match or similar/sounds like/partial matched records.

For similar/sounds like/partial matched records of deceased pensioners, the GSIS will inform the pensioner through a written registered notice and require them within two (2) months from receipt, thereof, to undertake any of the following:

Report to any nearest GSIS office, send picture holding the newspaper of the dy showing visibly the current date, undergo the GSIS Voice Activated Processing System (G-VAPS) and request GSIS for home visitation.

For reported re-married pensioners, the GSIS will inform the pensioner through a written registered notice and require the latter within two (2) months from receipt, thereof, to submit a Certificate of No Marriage (Cenomar) from NSO.

Failure to comply with any of the above provisions, within the said 2-month grace period, shall result in the immediate suspension of his monthly pension, Vergara added. (PIA-10)


Mis. Or. housing project beneficiaries express gratitude to govt’s key shelter agencies

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 (PIA) --- Employees of the PHIVIDEC Industrial Authority (PIA) in Tagoloan, this province, have expressed their gratitude to the Housing and Urban Development Coordinating Council (HUDCC) and its attached agencies for undertaking a housing project for them.

Elvira Garcia, president of PIA Employees Union, said the housing project is a realization of their dreams to own a house, thus, it is an invaluable legacy of the key shelter agencies and the PIA board to their employees.

In its 37 years of existence, this is the first time that the PIA will undertake a housing project for its employees, she said, during the groundbreaking ceremonies of the PIA Employees Housing Project, yesterday.

She said some of the PIA employees have already retired without houses that they can call their own, while some are still dwellers renting inside the PIA compound.

Dubbed as the PIA Employees Village, the housing project is a joint venture of PIA with the National Housing Authority (NHA) which will be providing technical assistance on site development and the Home Development Mutual Fund (HDMF) which will be providing loan facilities for house construction.

It will be built at the 2.9-hectare PIA property and is envisioned to generate 125 housing units at 120 sq. M. per lot.

The housing project will have three (3) housing models with corresponding costs that are payable in 30 years, the 32 sq.m., single model at Php312,000, the 42 sq.m., single detached at Php348,000, and the 73 sq.m., 2-storey house at Php516,000.

Led by Vice President and HUDCC Chair Jejomar C. Binay, the groundbreaking ceremony of the PIA Employees Village was held at the PHIVIDEC Estate in Barangay Sta. Cruz, Tagoloan town, this province.

Also, a memorandum of agreement (MOA) between PIA General Manager Leo Tereso Magno, NHA General Manager Chito M. Cruz and Pag-IBIG Chief Executive Officer Darlene Berberabe was signed during the ceremonies in the presence of Vice President Binay. (PIA-10)


10th Pabahay Caravan opens in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 28 (PIA) --- In an effort to build stronger partnership with local government units (LGUs) in delivering quality homes to their constituents, the Housing and Urban Development Coordinating Council (HUDCC) and its attached agencies have organized a 2-day housing caravan for Northern and Eastern Mindanao.

The housing caravan, held Sept. 26-27, at the Dynasty Court Hotel, here, was actively participated in by local chief executives in Regions 10 and 13, as well, as their respective local planning officials and technical staff involved in housing concerns.

Anchored on the theme “Strengthening Local Government Units (LGU) in Housing Delivery and Local Development Planning,” the opening of the Pabahay Caravan was spearheaded by no less than Vice President and HUDCC Chair Jejomar C. Binay.

The caravan is the 10th of the series of housing events aimed at reorienting and updating LGU’s on the various housing programs available, as well, as the roles LGU’s play in the delivery of housing services to their constituents.

By making the LGUs aware of our housing programs and services, we will be able to encourage them to work together with the national government in accelerating shelter production and enhancing the delivery of housing services to the people, Binay said.

Heads of the government shelter agencies such as the National Housing Authority (NHA), Housing and Land Use Regulatory Board (HLURB), Home Development Mutual Fund (HDMF), Social Housing Finance Corporation (SHFC), and National Home Mortgage Finance Corporation (NHMFC) presented their respective housing programs and services during the two-day housing caravan.

Among the topics discussed were the role of LGUs in housing and urban development, as well, as specific housing programs for LGUs, including HDMF’s Group Housing Loan Program, SHFC’s localized community mortgage program, and NHA’s resettlement program.

The HLURB also briefed the participants on Comprehensive Land Use Planning (CLUP) and how it can help LGU’s in ensuring rational, ecologically balanced and sustainable development of resources and growth of human settlements. (PIA-10)


XU-Ateneo de Cagayan campus to go green

CAGAYAN DE ORO City, Misamis Oriental, Sept. 28 (PIA) -- Xavier University-Ateneo de Cagayan will explore the frontiers on the care for the environment through greater social engagement.

This was revealed by Fr. Robert Yap, the newly installed President of XU, who said making the campus green will be one of his environmental stewardship projects, along with adapting to climate change.

“We need to take care of creation so that creation can take care of us and caring for the environment is certainly one of the most crucial and most challenging to do in restoring the right relationships with creation,” he said.

Thus, XU will pursue the mandate given by the Association of Jesuit Colleges and Universities Asia Pacific to become a prototype green campus for the other Jesuit schools in the region, he said.

He also said XU will implement the plans formulated under the guidance of Fr. Pedro Walpole of Environmental Science for Social Change and use environment-friendly cleaning agents.

Among others, XU will promote a styrofoam-free campus, will operate a Materials Recovery Facility (MRF) and will reduce the waste volume that it dumps at the city landfill.

It will also manage its many beautiful trees by pruning, landscaping and treating tree diseases, will practice composting of its yard and fruit wastes, will set up a rainwater catchment system and will regularly do an energy audit and improve its energy efficiency.

All of these will involve awareness and training programs so that the whole university community is mobilized to maintain a green campus, Fr. Yap said.

“Ateneo de Cagayan will be a green campus … but … with a blue heart … a heart that appreciates the goodness of creation and discerns the active presence of God within creation,” Fr. Yap added. (PIA-10)


Another buy-bust operation in Mis. Occ. leads to arrest of suspect

OROQUIETA CITY, Misamis Occidental, Sept. 27 (PIA) – Another Watch Listed Drug Personality (WLDP), fell into the hands of the Philippine Drug Enforcement Agency (PDEA), after a buy-bust operation, here.

Regional Director, Roberto S. Opeña identified the suspect as Jayson Ortaniza Lagahid, also known as, BAKYOT, male, 36 years old, single, jobless and a resident of the city.

Listed in the Order of Battle (OB) of PDEA-10, Lagahid was covered under Operational Plan “Oroquieta.”

He was caught during a buy-bust operation at Purok 2, Barangay Talic, on or about 5:30 p.m., last Sept. 21, by the operatives of Misamis Occidental Provincial Special Enforcement Team of PDEA-10.

Bought from the suspect by the PDEA undercover agent were two (2) pieces small size heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu.

Also recovered from his possession and control were the following: four (4) pieces small size heat-sealed transparent plastic sachets believed to be shabu with an estimated total weight of 0.06 grams.

Twenty-four (24) pieces rolled aluminum foils and one (1) piece, each, of improvised tooter, brown leather coin purse with attached keys, Nokia 2323C cell phone and a black Honda wave motorcycle without a plate number.

Opeňa said the seized drug and non-drug evidences were brought to PNP Crime Laboratory for qualitative and quantitative examination.

Meantime, the arrested suspect is now temporarily detained at Oroquita City Police Station Detention Cell for booking and documentation.

Appropriate charges for violation of RA 9165 is now being readied for filing against the suspect in court, the PDEA-10 Director added. (PDEA/PIA-10)


Army’s 401Bde condemns extortion activities of the NPA

St Christine, Lianga, Surigao del Sur, Sept. 27 (PIA) – The 401st Infantry “Unite N’ Fight” Brigade (401Bde), Philippine Army, has condemned the New People’s Army (NPA) for its recent terrorist attack on the business sector of the province.

This, after some 10 to 15 hectares of banana plants were, allegedly, destroyed by the NPA, together with members of the Militia ng Bayan (MB) in Barangay Anahaw Daan, Tago, Surigao del Sur, at about 1:30 a.m., yesterday, Sept. 26.

Col. Romeo G. Gan, Commander of 401Bde, said the group also burned three (3) dump trucks and two (2) backhoes owned by Dole Philippines Corporation in the area.

Investigation revealed that the heavy equipment were torched down by more or less 30 NPA’s and 50 MB’s due to the company’s failure of paying revolutionary taxes to the Communist Party of the Philippines/New People’s Army/National Democratic Front (CNN).

“This act of extortion affected our economy and the livelihood opportunity of the populace. If they really care for our nation they should stop hurting the community and the environment,” the 401Bde Commander said.

He also added that due to the CNN’s desperation, they resorted to pursue threats, illegal and violent activities to force the people to give their support.

Meanwhile, the 401Bde Commander issued a direct order to subordinate units to exert all efforts, in coordination with the Philippine National Police (PNP) in the area, to do pursuit operations of the criminals. (401Bde/PIA-10)

GSIS tells old-age/survivorship pensioners: No need to undergo the ARAS

CAGAYAN DE ORO CITY, Misamis Orienal, Sept. 26 (PIA) -- Effective May 1, this year, all old-age and survivorship pensioners of the Government Service Insurance System (GSIS) residing in the Philippines were no longer required to comply with the Annual Renewal of Active Status (ARAS), on their birth month.

This was clarified by Robert Vergara, GSIS President and Chief Executive Officer (CEO) during the Stakeholders’ Dialogue held at Mallberry Suitres, here, recently.

Vergara, however, said this provision does not include the following who will still be required to comply with ARAS for the last time:

Pensioners who are on suspended status as of April 30, 2011 and pensioners whose birth month falls on any of the following months – February, March or April and have not complied with their ARAS.

Likewise, old-age and survivorship pensioners residing abroad will still be required to comply with the ARAS on their birth month, every year, using Skype or GSIS Voice Activated Processing System ( G-VAPS), as there is no way for the GSIS to monitor the status of these pensioners.

These pensioners will be given a two (2) month grace period, after their birth month, to comply with ARAS, otherwise, their monthly pension will be suspended.

Pensioners 80 years old and above or bed-ridden who are currently suspended and who are about to be suspended should request for a home visit to have their ARAs for the last time. (PIA-10)


Coastal/river clean-up marks 2nd day of National Maritime Week in NorMin

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 26 (PIA) – Coastal clean-up, river clean-up, port clean-up, mangrove tree-planting and tree-growing.

This is actually the order of the day, during the 2nd day of the National Maritime Week (NMW), observed from Sept. 25 to Oct. 1, this year, focused on the theme: “Piracy – Orchestrating the Response.”

Regional Director Carpio of the Maritime Industry Authority (MARINA) said today’s coastal clean-up will take place in Taytay, El Salvador City, by some 60 participants from Capitol University composed of students and faculty members who will be providing their own transportation thru car-pooling.

Another group from the Southern Philippines College (SPC) will conduct a clean-up drive in Barangay Bonbon while the Safer River Life Saver group from Liceo de Cagayan University (LCDU) will also do a river clean-up in Barangay Kauswagan and the Macabalan Wharf.

Meanwhile, open ships will be held for vessels at berth to give time to the sea traveling public the opportunity to tour the ship and acquaint themselves with the facilities of the ships.

Carpio said a floral offering for the fallen seafarers on board Harbor Star and Cagayan Harbor Pilots, Inc., in Macajalar Bay, here, highlighted yesterday’s opening of the NMW.

The celebration started with the dressing up of all ships on site at the Macabalan Port at 6:00 a.m., followed by a motorcade around the city’s main thoroughfare at 6:30 a.m.

By 7:00a.m., again, all ships on site at Macabalan Port, docked or on anchorage, simultaneously blew their horns, followed by an ecumenical mass at the Passenger Terminal Complex of the Philippine Ports Authority (PPA) officiated by Msgr. Tex Legitimas at 7:30 a.m.

By 10:30 a.m., a film on “Sea Piracy/Safety of Life at Sea” was shown at the PPA Passenger Terminal in Macabalan. (PIA-10)


Turn-over of pedestrian overpass tops infrastructure projects of Cong. Rodriguez

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 26 (PIA) -- The construction of a pedestrian overpass topped the list of 14 infrastructure projects that Congressman Rufus B. Rodriguez of the city’s 2nd District, has turned-over to the different recipient barangays of his district, last Sept. 23.

Worth some Php14 million, funding for the said projects were sourced out from the Congressman’s Priority Development Assistant Fund (PDAF).

“These projects were very much needed by our constituents in these areas, that’s why, they had to be prioritized,” the Congressman said during the projects’ turn-over ceremony attended by the residents of the barangays where the projects were undertaken.

“I am, particularly, concerned of the safety of the school children who have to cross the street before and after classes, thus, the construction of the pedestrian overpass, to keep them safe from vehicular traffic,” he said.

In hand to receive the projects were the different Punong Barangays (Village Chieftains) of the concerned barangays, together with the members of the barangay council.

Of these projects, three (3) were on the construction of multi-purpose buildings (MPB), three (3) were on the repair of roads, two (2) were on the repair of bridges, two (2) were on the construction of flood control dikes and one (1), each, were on the construction of a pedestrian overpass, construction/repair of drainage, construction of MPB covered court and repair of water system.

Engr. Allan Borromeo of the City Engineering District, Department of Public Works and Highways (DPWH) said, particularly, the projects, their respective amounts and their location are as follows:

Construction of multi-purpose building (MPB) in Barangay Puerto at Php886,144.79, in Barangay Macasandig at Php467,671.03, and in Barangay Macabalan at Php1,709,518.21.
Concreting/repair of roads in Barangay Nazareth at Php721,913.95, in Barangay Macasandig at Php1,871,613.74 and in Barangay Puntod at Php886,000.

Construction of two (2) flood control dikes in Barangay Bugo at Php441,871.81 and Php467,828.43, respectively.

Construction of pedestrian overpass in Barangay Cugman at Php3,306703.87, and completion of MPB covered court in Barangay Lapasan at Php930,999.86.

Construction/repair of drainage in Barangay Gusa at Php439,964 and the construction/repair of water system in Barangay Nazareth at Php487,938.

Meanwhile, Borromeo said funds for the repair of Agusan Bridge at Php719,069.76 and Bigaan Bridge at Php628,806.80 were sourced out from the Assets Preservation of National Roads Generated from Pavement Management System and HDM-4 Preventive Maintenance of the Butuan City-Cagayan de Oro-Iligan City Road (BCIR). Army’s 403rd Bde supports every LGU’s endeavor for peace development

CAMP OSITO BAHIAN, Malaybalay City, Sept. 26 (PIA) --The 403rd Infantry “Peacemaker” Brigade (403Bde), Philippine Army, here, will support every endeavor of the different local government units (LGU’s), in promoting peace and development of the communities.

This assurance came from Col. Romeo L. Gapuz, Commander of 403rd Bde, who said his unit advocates for the upliftment of the lives of our fellow Filipinos in the communities within its area of responsibility.

Gapuz said 403rdBde also adheres to the rights of every individual, the supremacy of the civilian authority and the rule of law during an armed conflict, during the celebration of the recent International Day of Peace held at the Mis. Or. Provincial Capitol in Cagayan de Oro City, last Sept. 21.

“We believe in the supremacy of peace talks, peace negotiation and we support anything which can help for the peace and development of our community,” Gapuz said.

The celebration coincided with the 1st year anniversary of the Internal Security Operations (ISO) responsiblility handover from the Phil. Army.

Anchored on the theme: ”Kalinaw Ipatigbabaw, sa Misamis Oriental, sa Mindanaw, sa Pilipinas ug sa Tibook Kalibutan (Let peace reign in Mis. Or., Mindanao, in the Philippines and in the Whole World),” the different activities were made to make the celebration more meaningful.

It was highlighted by a caravan of the members of the Municipal POC’s, who simultaneously, started at about 5:00 a.m. from as far as the Magsaysay town in the Eastern side and from Lugait town in the Western side going to the capitol, arriving at the place of convergence at about 09:00 a.m., same day.

Run for Peace was also conducted at about 6:00 a.m. from the Provincial Capitol going to Rodelsa Circle and vice-versa, participated in by more or less 400 runners from the 4th Infantry Division, Philippine Army, 403rd Bde, Philippine National Police (PNP), non-government organizations (NGO), religious groups, academe, students, LGU Misamis Oriental, boxers and other peace advocates.

A mass for peace was also officiated by Rev. Fr. Nathan Lerio while a ritual was also made by members of the Indigenous People (IP) and the various tribal groups, such as, the Higaonon tribes, with the participation of by the different sectors and stake holders.

Meanwhile, Maj. Gen. Victor A Felix, Commander of the 4 PA and Archbishop Antonio J. Ledesma of the Archdiocese of Cagayan de Oro, awarded plaques of recognition and cash assistance to the Philippine National Police (PNP) personnel who were injured during the Medina town siege.

Also present during the occasion were Vice Gov. Norris C. Babiera, Co-chairperson of PPOC, Regional Director Loreto T. Bhagwani of the Department of Interior and Local Government (DILG), region 10, P/Sr. Supt. Graciano J. Mejares, Provincial Director of PNP, different town mayors, other religious leaders, member of the academe, non-government organization (NGO), students and youth sectors, media personnel and other peace advocates.

The celebration culminated with a prayer rally organized by the different church and religious leaders of the different denominations participated by the different stake holders adhering for the continuation of the peace negotiation of the GPH-NDF at Kiosko Kagawasan, Divisoria, Cagayan de Oro City 6:00 p.m., the same day.
