CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 21 (PIA) -- Companies with exemplary technology content and market viability, as well, as high potential socio-economic impact will be given recognition by the Department of Science and Technology (DOST).
Regional Director Alfonso Alamban of DOST, region 10, said cash prices of Php100,000, each will be awarded to at least five (5) national winners which will be given during the 4th Anniversary Celebration of “Filipinnovation” in November 25, this year.
Qualified to be nominated in the award are start-up companies that are operating for less than three (3) years.
These companies must be in the field of biotechnology, electronics, Information, Communications Technology (ICT), material science/engineering, nanotechnology, and robotics/mechatronics.
The nominees will be judged on the following criteria: technological content, to include technological innovation and its application, manufacturing/production/service excellence – 50 percent.
Market viability to include successful commercialization, global potential, market sustainability – 30 percent.
Potential socio-economic impact, to include employment generation, environmental sustainability, and societal impact – 20 percent.
Interested to join the search are requested to submit their supporting papers, such as, company logo, products/services offered, starting date of operation, sales for the last three (3) semesters, business plan and contact details.
Alamban said regional candidates will be evaluated by the regional board of judges in October and the winners will automatically vie for the national level of the search.

Poster-making contest highlights World Food Day celebration on Oct. 16

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 21 (PIA) – A nationwide on-the-spot poster making contest will be conducted by the United Nation’s Food and Agriculture Organization (FAO) to mark the annual celebration of the World Food Day on Oct. 16.
Anchored on this year’s theme: “Food Prices from Crisis to Stability,” the contest will be held in cooperation with the Department of Agriculture (DA) and Department of Education (DepEd), region 10.
A yearly affair among elementary pupils, the contest aims to heighten their awareness on the significance of food in a diverse, yet limitedly-resourced environment, while also allowing them to expand their imagination and artistic skills.
The regional level contest is set on Sept. 30, at the DA-10 Conference Room, Cagayan de Oro City, wherein Grades IV to VI elementary students enrolled in any public and DepEd-accredited private elementary schools and who have undergone the rigorous contest elimination process at the school and district levels are invited.
To single out the victor, contestants are only allowed to use materials, including a 20” x 30” illustration board, any art medium, except for oil and water color, and a combination of agricultural and fishery products such as dried seaweeds, palay grains, sea shells, squash seeds, mongo, corn kernels/husks, etc. in crafting their poster.
Their work will be judged based on the following criteria: originality, 20 percent;, visual impact, 20, creative use of agricultural and fishery products, 30 percent and relevance to theme, 30 percent.
A sole winner at the regional level will be named who will receive a cash prize of Php 3,000 from the FAO and will travel to Manila for the national competition on Oct. 13 at the DA-Information Technology Centre for Agriculture and Fisheries.
He/she will also be required to do an entirely new poster, on-the-spot, with a completely different design from his/her winning regional masterpiece.
Five (5) of the most exquisite posters will be selected and each will earn a cash prize of Php 15,000, a trophy and a plaque for the winning school.
Also, luminaries will be provided with an all-expense paid educational tour, which will be shouldered by DA’s National Agricultural and Fishery Council (NAFC).
Non-winning regional posters, however, will also receive a cash prize of Php 1,000, a certificate of participation and a certificate of appreciation for the school.

4ID Chief pins Wounded Personnel Medal on troops
CAMP EVANGELISTA, Cagayan de Oro City, Sept. 21 (PIA) - A soldier of the Philippine Army (PA) and two (2) active members of the Civilian Auxiliary Forces Geographical Unit (CAFGU) were recognized for the wounds they received during two (2) different combat engagements that took place last Sept. 3 and Sept. 5.
Maj. Gen. Victor A. Felix, Commander of the 4th Infantry “Diamond” Division (4ID), PA pinned the Wounded Personnel Medal (WPM) on Private First Class Jojeron M. Gaming, from the 42nd Division Reconnaissance Company (DRC), who has been confined at the Army Hospital, here.
Gaming was recognized for the bravery he displayed in the performance of his duties during an encounter against an undetermined number of New People’s Army (NPA) communist rebels at Sitio Zapanta Valley, Barangay Bangayan, Kicharao, Agusan del Norte, last Sept. 3.
Likewise, CAA Simplicio U. Salodaga and CAA Giovane L. Juan, both members of the operating elements of Bravo Company, 8th Infantry Battalion, were wounded during an ambush by an undetermined number of NPA believed to be members of Guerilla Front 6, North Central Mindanao Revolutionary Committee (NCMRC) at Sitio Nursery, Barangay Namnam, San Fernando, Bukidnon, last Sept. 5.
The 4ID Commander expressed his heartfelt gratitude and appreciation to the soldier and CAA’s for their sacrifices and dedication to the service.
“The services rendered by our soldiers to protect the sovereignty and territorial integrity of CARAGA and Region X are worthy and commendable,” Felix said.
The WPM is usually given to troops for wounds they receive from the enemies of the nation and this is always accompanied with financial support for medical treatment of wounds.
Meanwhile, all three personnel are now recovering and in good condition, Felix said.
He also assured that 4ID will continue to support its wounded soldiers and help comfort and support their families during these times of extreme sacrifices. (4CMO/PIA-10)
Bukidnon PLEB undergo orientation on RA 6975 & RA 8551

MALAYBALAY CITY, Bukidnon, Sept. 21 (PIA) -- Some 96 members of the People’s Law Enforcement Board (PLEB) from this province, attended an orientation on the salient points of Republic Act No. 6975 and 8551, recently.
The orientation was conducted jointly by the Department of the Interior and Local Government (DILG) and National Police Commission (NAPOLCOM), in the region.
Regional Director Loreto M. Bhagwani of DILG-10 said PLEB was created as a local community mechanism tasked to investigate and decide on citizen’s complaints against erring members of the Philippine National Police (PNP).
It is also a Local Special Body which the local chief executives must organize upon assumption to office based on the Local Government Code. Only, the orientation was delayed because of the busy schedule.
It was also observed that the PLEB members experienced several constraints as a police disciplinary body, thus the need to conduct the orientation, Bhagwani said.
Initiated by the province of Bukidnon, the orientation was held to instill knowledge to the PLEB members regarding organization and procedure, administrative due process, administrative penalties, appreciation of evidence, decision writing, among others.
Bhagwani said by virtue of RA6975 and RA8551, the powers of the PLEB include the following:
To conduct hearings, resolve and decide on cases filed against erring officers of the PNP.
To establish linkages with other government agencies and initiate contacts will non-governmental organizations (NGO’s) in the community for a wider network of alliance in the flight to restore order and discipline among the PNP members.
To maintain goodwill towards the church and church-oriented groups for moral advantage of the PLEB.
To conduct seminars for the PLEB, to assist in improving the professionalism, restore discipline and credibility among the members of the police force, among others.
Meanwhile, PLEB is composed of members of the Sanggunians, presidents of the Association of Barangay Captains (ABC), non-government organizations (NGO),and representatives from the Department of Education (DepEd) and the religious sector, among others.(DILG-10)
Mt. Kalatungan Range Natural Park turns 6, tribes showcase culture

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 21 (PIA) – At least two (2) tribal rites performed by the indigenous folks, ceremoniously, opened the 3-day celebration of the 6thAldaw Ta Kalatungan (Kalatungan Day), recently.
These were the “Panampulot,” a traditional rite done on the onset of an activity, which symbolizes peace and unity among neighboring tribes, and “Panampulot,” the partaking of food with the spirits and offering of prayers to ward off untoward incidents during the festivities.
Tribal communities, government agencies and other stakeholders converged at Barangay Dagumbaan, Maramag to participate in various activities to celebrate the occasion.
These activities were focused on the theme: “Mt. Kalatungan atong Panalipdan para sa Umaabot tang mga Kaliwatan, Pagpakabana mga Kaigsoonan sa Hulga sa Kinaiyahan (Let’s protect Mt. Kalatungan for future generations and from the threats of nature).”
To set the tone of the celebration, the Bantay Lasang Volunteers coming from the 21 barangays, from the towns of Talakag, Pangantucan, Maramag and Valencia City, all of Bukidnon gathered for a discussion on their functions, duties and goals towards Mt. Kalatungan Range Natural Park.
These volunteers play a vital role in the enforcement of rules and regulations of the protected area.
The Higaonon, Manobo and Talaandig tribes were given the opportunity to stage their songs and dances along with the Talahari Indigenous Band who shared their composition of songs and dances.
Likewise, Elizabeth Madel from Barangay Dominorog, Talakag, was crowned as Miss Kalatungan or Laga ta Kalatungan 2011, from eight (8) candidates coming from the barangays within the protected area who joined the search.
Meanwhile, Regional Technical Director Belen Daba of the Protected Areas, Wildlife and Coastal Zone Management Services (PAWCZMS) of the Department of Environment and Natural Resources (DENR), region 10, said Mt. Kalatungan is still a close canopy range which is a Key Biodiversity Area habitat of rare and endemic species of flora and fauna.
During the closing program, RTD Daba emphasized the interrelationship of Mt. Kalatungan to agriculture and its role as one of the critical watersheds in Mindanao.
Personalities who were active in the protection of Mt. Kalatungan Range Natural Park were awarded plaques of appreciation to the following:
Mayor Alicia Resus of Maramag, Punong Barangay Adriano Balaba, Punong Barangay CeazarTaluas, and Bantay Lasang Volunteers Antonio Pingol and HerminioGuinto.
As part of the closing ceremonies, a Brahminy Kite (Haliasturindus) was released in the wilderness in Barangay Dagumbaan, as a strategy to inform and educate the local residents primarily on wildlife conservation and protection.
Mt. Kalatungan Range Natural Park was declared as a protected area by virtue of Presidential Proclamation No. 305, on May 5, 2000.

CAMP EVANGELISTA, Cagayan de Oro City, Sept. 20 (PIA) ---- The Army’s 4th Infantry (Diamond) Division, in coordination with the City Government of Cagayan de Oro, Philippine National Police (PNP) and other government agencies provided a free ride dubbed as “LIBRENG SAKAY” to commuters affected by the transport strike, here, yesterday, Sept. 19.
Three (3) military vehicles, particularly, 6x6 trucks were dispatched as augmentation to ferry stranded commuters within the city as early as 5:00 O’clock a.m. to ensure that business will go on, as usual.
The said vehicles took the following routes: Route 1 - Barangay Bugo passing thru Puerto, and C.M. Recto Ave. to the City proper and vice versa, Route 2 - Barangay Iponan to Patag and Carmen to City proper and Route 3 – Barangay Lumbia, Lumbia Airport passing thru SM mall to the City proper.
Maj. Gen. Victor A Felix, 4ID Commander, said his unit is looking forward that this endeavor contributes to the overall plan of the local government of Cagayan de Oro City was of great help to the riding public who were directly affected by the transport strike.
Thus, he has directed all units under his command to coordinate with their respective counterparts from the local government units (LGU) in their respective areas of operation to initiate the same activity, if necessary, to ensure an uninterrupted flow of government services to the people and to ease inconveniencies, among the riding public. Transport strike in Cag. de Oro, generally peaceful – RTA

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) – At least 10 buses coming from two (2) big transport companies, the Rural Transit Mindanao, Inc. (RTMI) and Super 5, were placed at the disposal of the Task Force Transport Strike organized by the Cagayan de Oro City Government to assist the passengers affected by yesterday’ transport strike.
Engr. Nonito Oclarit, Head of the city’s Road and Transport Administration (RTA) said the use of the buses was facilitated by the Land Transportation Office (LTO) and Land Transportation Franchising Regulatory Board (LTFRB), in the region.
Along with the buses were three (3) 6x6 trucks of the 4th Infantry Division, Philippine Army, and more than five (5) motor vehicles of the city government, were fielded in the different parts of the city to assist commuters, Oclarit said.
“It was actually business as usual, even with only 25-30 percent of the public utility jeepneys (PUJ) mostly not affiliated with any transport groups, took to the streets to ferry the commuters” he said.
The “Libreng Sakay” project of the City Government, with the RMTI and Super 5 buses, the 6x6 trucks and the motor vehicles of the city has indeed helped, Oclarit said.
Meanwhile, he said the strike was generally peaceful as strikers confined themselves to the seven (7) designated areas of engagement allowed them, which were mostly considered “choke” points, namely:
Barangay Bulua, Vamenta-Sereña junction, Kauswagan junction, Licoan-Recto junction, Ororama Megacenter, Trendline and Puerto junction.
By 3:00 p.m., the strikers converged near the Gaisano Mall for a short program before they disbanded.
So far, only one (1) incident of the “suyak” or improvised nails that deflated the tires of a motor vehicle was reported, but no other on-toward incident took place.
Likewise, there was no reported burning of tires, during yesterday’s strike, a good depart from the previous practice where strikers burned tires to attract attention to their cause.
They just calmly explained about their concerns of urging the government to order the roll-back in the prices of oil, which was their foremost complaints, Oclarit added. (PIA-10)
Forum on sustainable construction set Sept. 21 in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) – Another public-private partnership (PPP) undertaking will be held at Mallberry Suites, here, tomorrow, Sept. 21.
This time, it will be a Coffeetalk on Sustainable Construction, among representatives from government, non-government organizations (NGO), business sector and the media practitioners of the city.
Sponsored by Holcim Philippines, Inc., the forum will be anchored on the topic “sustainable construction and how the communities can be more sustainable.”
Expected to give the keynote speech is Architect Mike Guerrero of the Green Architecture Advocacy of the Philippines (GAAP) whose presentation will be anchored on the five (5) pillars of sustainable construction as defined by Holcim.
A panel of reactors will show how the sustainable construction standards to be expounded by Guerrero are reflected in various local initiatives.
Invited reactors include Misamis Oriental Vice Governor Norris Babiera, representing the government, Lugait Chamber of Commerce President Ranario Perez representing business, and Rene Michael Baňos, president Konsumanting Kagay-anon, Inc. representing the media.

DOT holds road show for “open skies policy” in Cag. de Oro

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) – The Department of Tourism (DOT) has set off its road show for the “open skies policy” in the city, last Friday, Sept. 16.
Lawyer Jose Claro S. Tesoro, one of the advocates of the policy, spoke before the industry partners about what to expect, what are the benefits, and importantly on their roles in the new policy venture.
The forum was attended by the local airline representatives, tour operators, Provincial and City Tourism Officers, and members of the City Tourism Board from regions 10, 12 and 13.
Also present were members of the Cagayan de Oro Chamber of Commerce and Industry Foundation, Inc. (OroChamber), Promote CDO Foundation Inc., among others.
Tesoro said the singing of Executive Order No. 29 or the New Expanded Pocket Skies Policy is seen to lower air fare and boosts tourism industry in the country.
It opens opportunities for foreign plane carriers to service Philippine secondary gateways, which means all airports in the country other than the Ninoy Aquino International Airport (NAIA).
In a separate engagement with the press, Tesoro admitted that local carriers have objections because of the fact that there is no grant of similar traffic rights for them, he said, reciprocal benefits has been looked upon differently on traffic right as in exchange of another traffic right.
“There has been a change of approach in this kind of reputation since EO 210 was passed way back in 1995, it is now more of an exchange of benefits, we give privilege to foreign carriers to come here, and bring in their tourists for us and then we get reciprocal benefits from the tourist as they spend and patronize our services during their stay in the country,” Tesoro explained.
Tesoro added that all the routes for the secondary gateways are but just developmental routes, almost all will be operated for the first time and it’s not just because they decided to open these routes. It will surely become viable, he said, since it takes time and saves the local investors from the risk and losses in trying the feasibility of these routes.
He, however, assured that if it goes on successful, there will negotiations with the foreign carriers for a bilateral framework, to include in the grant, for our carriers to operate in their home country, as well.
Tesoro, likewise, reminded industry players, especially from the secondary gateways to do their job in promoting its destination.
“It’s not just because we open the doors for open skies policy that tourist will automatically come in. We have to make these secondary destinations attractive for the foreign countries. We cannot just sit back and wait. wW have to entice, persuade and induce them to come,” he said.
“We are in competition with more than 100 countries trying to lure tourists. Those who have succeeded are those destinations that offer lower fares, and the best example is Bangkok when it adopted a liberalized aviation policy. Open skies have proven itself as instigator of lower fares,” he added.
He also emphasized that concerns regarding infrastructure capacity, as well, as financing will not be a hindrance when there is a towering demand from the foreign market to these destinations.
Tesoro said it just needs some extra pushing from the stakeholders to get things done, as proven by some secondary gateways already established in other parts of the country. (PIA-10)
DILG cites PPP/lauds academe partnership in Project EMPOWERING

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 20 (PIA) –The Department of Interior and Local Government (DILG) cited STEAG State Power Inc. for putting up some Php16.9 million, of its corporate social responsibility (CSR) funds for program EMPOWERING.
During its launching at Grand Caprice Restaurant, yesterday, Sept. 19, DILG Secretary Jessie M. Robredo also thanked the other partners for helping the local government units (LGU) of the province in pursuing a clear-targeted anti-poverty program.
The DILG Secretary, who could not make it to the signing of the declaration of support to the project due to some pressing concerns in Manila, was represented by DILG Undersecretary Austere A. Panadero for Local Governance.
Meanwhile, he lauded the participation Xavier University-Ateneo de Cagayan, one of its partners, saying this was the first time that the academe has taken part in the program.
“The involvement of Xavier University, particularly, the Governance Leadership Institute, is very useful in meeting the challenge of putting up the core of good people in the community and help analyze, on a regular basis, evidence-based solutions/ recommendations to improve the program,” he said.
Projects to be undertaken along Project EMPOWERING is the upgrading of the geographic information system (GIS) in Cagayan de Oro (CDO) City and implementation of the Community-Based Monitoring System (CBMS) in the LGU’s of El Salvador City, Laguindingan,Opol, Tagoloan, Jasaan and Medina.
The declaration of support was signed by Dr. Bodo Goerlich, President and Chief Executive Officer (CEO) of STEAG, DILG USec. Panadero, Fr. Robert Yap, S.J., XU President and officials of ASSIST Asia.
Also around to sign the declaration were Gov. Oscar S. Moreno of Mis. Or., Telly Sagaral, representing Mayor Vicente Y. Emano of CDO, and the following Chief Executive Officers (CEO) of the recipient LGU’s:

Project EMPOWERING or Empowering Monitoring System on Poverty Watch for a more Effective and Responsive Approach in Governance is a public-private partnership (PPP) for poverty reduction initiatives of the afore-mentioned LGU’s.
To be implemented in18 months, starting this month of September, it aims to achieve economic growth in the province by enabling the LGU’s to acquire necessary technical skills and know-how in utilizing the CBMS development tools.
“With this project, the LGU’s will be able to diagnose the extent and causes of poverty in the area, which could become their basis in formulating policies and programs, in identifying target beneficiaries,” she said.
The generated data can then be turned into a useful information tool to gauge the poverty status and concentration in their area, which can be used to plan for appropriate actions in addressing its underlying causes and to assess the impact of their policies, programs, projects and activities.
