CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 18 (PIA) -- The Department of Environment and Natural Resources, region 10 (DENR 10), in Barangay Macabalan, this city is now a plastic-free zone.
This, as the use of plastics or cellophane for packing and food wrapping has been banned inside the DENR 10 premises, starting Sept. 1, this year.
The measure is implemented to reduce the presence of non-biodegradable materials, such as, plastic wrappers and containers, so that it will not contribute or aggravate the occurrence of flooding in the locality, Regional Executive Director Corazon Galinato of DENR 10, said.
Personnel are required to bring their non-disposable containers in taking out food from the canteen and food stalls inside the DENR10 compound and security guards have been tasked to check the entry of all vendors, if they are using plastics or cellophane in wrapping the food that they sell.
With this innovation on solid waste management, Galinato is hopeful that all DENR offices in the region will soon become a plastic-free zone and encourages DENR 10 visitors to support the campaign.
The move was made in compliance to the provisions of Republic Act No. 9003 or the Ecological Solid Waste Management Act of 2000.
The law provides the adoption of the 3Rs namely: Reduce, Reuse, and Recycle. The use of non-environmentally acceptable materials like plastics is prohibited under the law.
Meanwhile, upon the instruction of the DENR-10 Director, the Environmental Management Bureau (EMB) has prepared a Solid Waste Management Program for DENR 10, that calls for the upgrading of its SWMP including support equipment/facility.
It can be recalled that under the leadership of then RED Raoul Geollegue, DENR-10, including its provincial and community offices and line bureaus started in 2004, its SWMP with the implementation of waste segregation and the provision of bins at strategic areas in offices and the construction of Materials Recovery Facility (MRF). STEAG to finance Project EMPOWERING in Mis. Or.

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 18 (PIA) – STEAG State Power Inc., in Villanueva town will be the funding partner of Project EMPOWERING (Empowering Monitoring System on Poverty Watch for a more Effective and Responsive Approach in Governance).
Launching of the project will take place at Grand Caprice Hotel and Restaurant, here, tomorrow, Sept. 19.
It will be highlighted by the signing of the declaration of support by Secretary Jessie M. Robredo of the Department of Interior and Local Government (DILG) and Dr. Bodo Goerlich, President and Chief Executive Officer (CEO) of STEAG.
The other signatories are ASSIST Asia, Fr. Robert Yap of Xavier University, Gov. Oscar S. Moreno of Mis. Or., Mayor Vicente Y. Emano of Cagayan de Oro (CDO) and the Chief Executive Officers of the towns of the following local government units (LGU):
Cagayan de Oro (CDO) City for the geographic information system (GIS) upgrading and Laguindingan, El Salvador, Opol, Tagoloan, Jasaan and Medina for the Community-Based Monitoring System (CBMS) implementation.
Jerome Soldevilla of the STEAG Communications Department said these LGU’s were chosen because of their strategic importance to the industrialization and eco-tourism potential of Northern Mindanao.
Costing some € 277,125.32 or approximately Php16.9 million, the program EMPOWERING is expected to run for 18 months, starting September, this year.
A public-private partnership (PPP) undertaking with the private sector collaboration on poverty reduction initiatives, Project EMPOWERING aims to achieve economic growth in the province by enabling the LGU’s to acquire necessary technical skills and know-how in utilizing development tools.
It takes off from the CBMS, one of the introduced tools to the LGU to diagnose the extent and causes of poverty in the area and aims to help in formulating policies and programs, to aid in identifying target beneficiaries and to facilitate assessment of the impact of those policies and programs.
With this project, local capacities would allow the LGU’s to process relevant data that they generated into a useful information system wherein gauging poverty status and concentration in their area can be done,
They can also use the data to plan for appropriate actions in addressing underlying causes and to assess the impact of their policies, programs, projects and activities.
Meanwhile, Soldevilla said Project EMPOWERING will focus on updating the database and information system of the Planning Offices of Misamis Oriental and Cagayan de Oro City that includes the following:
Assessment and validation of the data available in the target municipalities, to include assessment of CBMS Implementation, Data Collection and Determination of the GIS requirements.
Converting of the data into tabular forms using the CBMS software, Data encoding and digitizing to include data processing and validation of CBMS results, development and integration of GIS.
Passing over of the project to the target municipalities to create sustainability, technical assistance and preparation of case studies.(PIA-10)
Army’s 4th CMO Battalion holds public affairs training
CAMP EVANGELISTA, Cagayan de Oro City, Sept. 18 (PIA) - - Some 43 soldiers attended the Public Affairs Training hosted by the 4th Civil-Military Operations (CMO) Battalion, 4th Infantry Division (4ID), Philippine Army, here, last Sept. 12-16.
The training was participated in by officers and enlisted personnel from 4ID, Tactical Operations Group (TOG) 10, Philippine Air Force (PAF) and the Philippine National Police (PNP) Provincial Office of Misamis Oriental.
It was crafted to train and develop the participants to become effective Public Affairs Officer/Personnel in their individual units using communication as a potent tool in making the public better understand the Army, specifically the 4ID, by providing timely, accurate, relevant and pertinent information.
It also provided participants with practical and useful tips in handling different kinds of situation and how they can be able to properly relay it to the media without sacrificing operational security and propriety.
Maj. Gen. Victor A. Felix, Commander of 4ID, said members of the PNP were invited to join the training to promote inter-agency coordination and collaboration in handling sensitive situations so that we could develop synergy of efforts especially when it comes to public information.
He showed his support for the training and encouraged his subordinate commanders to conduct troop information and education (TI&E) in their different units to re-echo the things that were taught and discussed during the week.
Butch Enerio of the Cagayan de Oro Press Club (COPC) was also invited to give tips on how to write an effective Press Release and the proper way to deal with media personnel.
Among the topics discussed are: Public Information, Concept of Community Relations, Media Relations, Roles and Responsibilities of Public Affairs Officer, Guidelines for the Release of Information, Basic Photography, Interview, Press Conferences, News Writing, Press Releases, and Photo Releases.
Meanwhile, Maj. Eugenio Julio C. Osias IV, Commanding Officer of the 4th CMOBn and concurrent 4ID Spokesperson, said the purpose of the training was to make the 4ID troopers more adept in public information and community relation.
“It will also make each personnel in the Army to be able to inform and educate all taxpayers on how their Army spends their taxes through different activities that will ensure peaceful environment,” Osias added. (4CMO/PIA-10)
Lanao Norte, DSWD ink MOA to implement Makamasang Tugon projects

TUBOD, Lanao del Norte, Sept. 18 (PIA) – The Provincial Government, here, and the Department of Social Welfare and Development (DSWD) have signed a memorandum of agreement (MOA) for the implementation of the infrastructure projects in two (2) of its interior towns, last Sept. 14.
These towns are Salvador and Sapad, which have both qualified for another batch of infrastructure projects, from the national government under the KALAHI CIDSS-Makamasang Tugon (MT) program.
The MOA signing was attended by Gov. Khalid Q. Dimaporo, Assistant Regional Director Aldersey Mumar Dela Cruz of DSWD, region 10 and Mayors Hassanor Tawantawan of Salvador and Paruk Asis of Sapad.
The MT program serves as incentive to municipalities where the sub-projects of the KALAHI-CIDSS were already completed, properly implemented and have served its purpose of empowering the community.
“This program really addresses the needs of our people and encourages them to be good implementers and stewards of these projects. This is the reason why the provincial government is always ready to put in our counterpart for these laudable projects,” the Governor said.
As one of the top implementer of the KALAHI CIDSS-MT projects in the region, Salvador town has already benefitted from three (3) cycles of the poverty-alleviation program.
Under this latest phase of Makamasang Tugon, each barangay of Salvador will receive Php500,000 from the national government for the construction of its identified projects.
Among the most common projects to be implemented by the barangay officials and volunteers are drainage systems, day care centers, barangay health centers, barangay roads, solar driers and water systems.
“Salvador is one of the top performing municipalities under KALAHI-CIDSS and identified as a pilot area. DSWD will provide technical assistance but the LGU of Salvador will run it,” explained Dela Cruz.
Meanwhile, as a 6th-class municipality, Sapad will also be receiving financial assistance for the MT projects.
“In our barangay, the funds that we’ll be receiving will go to the construction of our drainage canals. We are thankful to the Governor and to Congresswoman Dimaporo for their support to us,” Punong Barangay (Village Chief) Carol Tijing of Poblacion, Sapad expressed.
The World Bank’s Board of Executive Directors, recently, approved an additional financing of US$59.1 million to expand the KALAHI-CIDSS Project.
Using a community-driven development (CDD) approach, the KALAHI-CIDSS helps poor communities develop the necessary skills and provides them with resources to select, implement, and sustain small-scale community infrastructure projects and social services. (PIO/PIA-10)

Power interruption in parts of Cag. de Oro City and Bukidnon set Sept. 18

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 17 (PIA) – The National Grid Corporation of the Philippines (NGCP) has served the notice of the scheduled shutdown of some of its transmission facilities, tomorrow, Sept. 18, from 8:00 a.m. to 5:00 p.m.
Thus, it has advised the general public to take the necessary preparations and precautions during the power interruption, Atty. Cynthia Perez-Alabanza of the NGCP Communications Group said.
Alabanza said this is due the annual preventive maintenance of the Tagoloan Substation’s 100- MVA Power Transformer No. 2 and its associated high voltage equipment.
Customers affected by this power interuption are the Cagayan Electric Power and Light Company (CEPALCO) in Misamis Oriental and the Bukidnon Second Electric Cooperative, Inc. (BUSECO) in Bukidnon,
The affected areas are parts of Cagayan de Oro City supplied by the CEPALCO Metering Point M3 and
those supplied by BUSECO Metering Point M1, particularly, the towns of Malitbog, Manolo Fortich, Libona, Sumilao, Baungon and Impasugong.

Parade of Lights and Angels Contest marks Iligan’s Diyandi festival

ILIGAN CITY, Lanao del Norte, Sept, 17 (PIA)—The Parade of Lights, together with the Angels, will be a great time for the family to watch.
So, too, are the floats with dazzling display of lights, sounds and performances while the parade goes on, Monday night, Sept. 19, around the city thoroughfare.
This was the concept of City Councilor Ruderick C. Marzo, concurrent president of the Alpha Phi Omega International (APO) Fraternity/Sorority, Iligan Chapter, to make more festive this year’s Diyandi Festival, for the enjoyment of the public, especially, the kids.
The parade will start at 6:00 p.m., near the Hinaplanon Bridge and will converge at the City Public Plaza.
Being the proponent of this first ever event, APO, in partnership with the Department of Education (DepEd), Iligan City, intends to have this event done every year.
This could become part of the month-long activities lined up for the Diyandi Festival to celebrate the feast of Saint Michael, the Archangel, the city’s patron, every 29th of September.
“We were able to get confirmation from 19 participants, from the different sectors, barangay and city level, who will be joining with their floats artistically decorated depicting this year’s city fiesta theme, “SIDLAK ILIGAN,” Marzo said.
He has encouraged the participants to preferably utilize/use those power and energy saving and all weather resistant type of lighting materials to light their floats.
Live angels to be placed in the participating floats could be in any age bracket. Angels could be from the participating agencies or they could be requested from the DepEd. The more angels, the merrier, he said.
The board of judges will be having their rating in a 50/50 percent based on the criteria of relevance to the theme and artistry, accordingly.
Prizes at stake shall be Php30,000, Php25,000, and Php20,000, for the 1st, 2nd, and 3rd places, respectively, while non-winning entries will receive plaques of appreciation.
Highlighting the event during the awarding at the city plaza will be the fireworks display, courtesy of the management of Gaisano, Inc.-Iligan. (PIA 10)
Palay production in NorMin, up 5% in 2Q

CAGAYAN DE ORO CITY, Misamis Oriental, Sept. 17 (PIA) – A total production of 121,844 metric tons of palay have been noted in Northern Mindanao in the second quarter, this year, up by 5 percent, compared to the 116,088MT recorded in the same period of 2010.
Data from the Bureau of Agricultural Statistics (BAS) gathered by the National Economic and Development Authority (NEDA), in region 10, show that favorable performances in rice production of Bukidnon, Misamis Occidental and Misamis Oriental contributed to the positive regional output.
Engr. Cecilio Y. Clarete, Chief Economic Development Specialist of NEDA-10, disclosed in a media forum held recently, here, that the sufficient irrigation water and rainfall pushed up the production in Bukidnon by almost 13 percent.
However, the average yield in Bukidnon slightly declined from 3.82 to 3.77 tons, per hectare due to rat infestation, he further disclosed.
He said the 28 percent production growth in Mis. Occ. was due to the movement of planting towards the 1st quarter, while the 21 percent production increase in Mis. Or. was attributed to more upland plantings in Gingoog City and the municipality of Claveria.
On the other hand, Lanao del Norte’s yield in irrigated areas declined to 3.49 from 3.7 tons per hectare due to stem borer infestation and lesser application of fertilizer, Clarete further said.
He said the growth in the volume of production, as well, as the increase in the average farm gate price by 2.44 percent resulted in a 7.51 percent growth in the value of palay grossing at Php1.896 billion.
Meanwhile, the region’s net rice sufficiency level in the 2nd quarter was 55.21 percent, higher by only 0.24 percentage points compared to the same period, last year.
The region’s rice inventory as of July 1, 2011 reached 2.282 million bags, estimated to sustain the region for 90 days with its daily rice consumption requirement of around 25,480 bags.
The National Food Authority (NFA) held 63 percent of the total stock while household and commercial stocks held 21percent and 16 percent, respectively. (PIA-10)
PEPT for OSYs in Iligan City set Nov. 27

ILIGAN CITY, Lanao del Norte, Sept. 17 (PIA)—The Department of Education (DepEd), Iligan City Schools Division, announces the conduct of the Philippine Educational Placement Test (PEPT) slated on November 27, this year.
The PEPT, particularly, calls on all Out-of-School Youths (OSYs) to take the test.
“We will cater to those interested OSYs who have stopped schooling from the elementary and secondary levels, to avail of this opportune time the government has in store for them,” said Alice E. Anghay, Ph.D., Educaton Supervisor 1, DepEd Iligan.
Interested applicants may visit DepEd-Iligan Division Office to submit the following requirements:
Birth certificate, authenticated by the National Statistics Office (NSO) or at the local Civil Registrar Office, with original copy and ID pictures, size 1x1.
School records, Form 137 or Form 138 for elementary, and Form 137, with signature from the school head for Secondary, bring original copy and two (2) photocopies, and a minimal registration fee of P50.00.
