Health Secretary Ona to speak in filariasis forum in Cag. de Oro, Sept. 1
By: Rutchie Cabahug-Aguhob

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 25 (PIA) – Health Secretary Enrique Ona will be the keynote speaker during the 3rd National Lymphatic Filariasis Elimination (LF) Forum, on Sept. 1-2, at Dynasty Court Hotel, this city.

Conducted by the Coalition for the Elimination of Lymphatic Filariasis-Philippines, Inc. (CELF-Philippines, Inc.), the forum will be anchored on the theme: “Expanding Partnerships towards Integrated Elimination of Lymphatic Filariasis and Control of other Neglected Tropical Diseases (NTD).”

Jaime Galvez Tan, MD, MPH, Chairperson of CELF- Philippines, Inc., said LF affects about 650,000 men, women and children in the Philippines, resulting in an estimated total economic loss of $38.7 million per year (WHO, 2009).

“More than a billion people in 80 countries in the world are at risk of the LF. It is also estimated that over 120 million people are affected and over 40 million have seriously been incapacitated and disfigured by the disease (WHO, 2009),” Tan added.

The second leading cause of permanent and long term disability worldwide (WHO, 1996), LF is just one of the several NTD’s that remain as a public health problem in poor communities today, including the Philippines.

To eliminate LF as a public health problem, the Department of Health (DOH) has established the National Filariasis Elimination Program (NFEP).

Meanwhile, the forum aims to raise public awareness, describe challenges and good practices to forge partnerships among the various stakeholders and other partners committed to the elimination of LF and the control of other NTD’s in the country.

A non-stock, non-profit, non-government organization, CELF-Philippines, Inc., aims to assist in the efforts to eliminate LF in the Philippines through community managed initiatives and local and international partnerships.

In addition to providing support to the NFEP, the Coalition serves as a liaison body among groups that are involved or interested in the elimination of LF in the Philippines.

This is done by promoting social mobilization for the maximum participation in Mass Drug Administration (MDA) and disability management, capacity building, provision of technical assistance, partnership and collaboration to assist the national effort for LF elimination.

Among the topics included in the 2-day activity are the role of the private sector in the control of LF and the NTD’s, current efforts for the integration of information systems for NTDs and the role of academic institutions in the control of NTDs.

Also included are some of the good practices in LF elimination of some local government units (LGU), research gaps in LF and NTD studies in the Philippines from the social science perspective and the need for integration of control of NTDs in the Philippines. (CELF/PIA-10)

Cong. Rodriguez supports DSWD request for higher budget in 2012
By: Charmaine Palacio-Tadlas

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 25 (PIA) -- Congressman Rufus Rodriguez of the 2nd District of city has supported Social Welfare Secretary Corazon Juliano-Soliman’ s request for Php39 billion increase in budget for the Pantawid Pamilyang Pilipino Program in 2012.

The legislator said that the Department of Social Welfare and Development (DSWD) has successfully implemented the Pantawid Pamilya having helped 2.3 million households in the country.

“Per report of the World Bank (WB) and the Australian Agency for International Development (AusAid), the Filipino household’s income level has risen up to 12% and that the poverty incidence has slid down to 6.2%, a good indicator that the Program has made a great change in the lives of the poor,” he said.

“I laud Secretary Soliman and DSWD for doing a great job in implementing Pantawid Pamilya. There are valid and essential evidences that the Program has actually improved the lives of Filipino households,” he expressed.

He, further, asserted that he endorses a higher budget from Php21 billion Pesos to Php39 billion for DSWD, to help more poor families in the country.

The Pantawid Pamilyang Pilipino Program provides conditional cash subsidy to the poorest families in the country for their children’s education and health needs. Php300 per month is provided for the child’s school needs and Php500 per month is given to his or her family’s health needs.

In exchange for the cash assistance, however, the beneficiaries are required to do the following responsibilities:

Pregnant women should get pre and post-natal care and should be attended by skilled health professionals during childbirth.

Parents and guardians must attend Family Development Sessions and children should get regular preventive health check-ups and vaccines, must attend school, and receive de-worming pills if aged 6-14 years old.

As what Secretary Soliman said, DSWD is only after the welfare of children who have the right to education and health.

She said DSWD only focuses on giving a child the opportunity to go to school and have a healthy life.

“The increase in the budget for the Pantawid Pamilya will help us get to that goal wherein children of poor families will be able to exercise these rights,” the DSWD Secretary added. (DSWD/PIA-10)

Lanao Norte capitol gets new GSIS kiosk
By: Vincent N. Labial

TUBOD, Lanao del Norte, Aug. 25 (PIA) - - To give easier access for government employees to avail of the services of the Government Service Insurance System (GSIS), a new kiosk was turned-over to the Provincial Government of Lanao del Norte (PGLDN), last August 24.

Dubbed as GSIS Wireless Automated Processing System or G-W@PS, members can readily apply for loans, check membership status and loan accounts through the G-W@PS kiosk. Pensioners can also renew their active status through the kiosk.

“Through this automated system, members can process their loan applications without any documentary requirement,” GSIS Regional Manager Maria Luz Briones said during a simple ceremony held at the lobby of the Gov. Arsenio Quibranza Provincial Government Center, here.
“First, members can benefit through this system economically. They don’t have to spend much on transportation to process their loan applications. Second, they will be able to save time because of the proximity of the G-W@PS kiosk to their home or office,” Briones said.

The G-W@PS was developed in the GSIS and makes use of a combination of world-class technologies, such as radio frequency identification, biometrics, and virtual private network to come up with a secure system that can perform processing remotely in a paperless manner.

The G-W@PS kiosk resembles an automated teller machine (ATM) that has a touch screen monitor. Unlike the ATM, however, the GW@PS kiosk does not dispense money.

“This is really a big help to our employees, we are indeed thankful to GSIS Region 10 for providing us with their kiosk”, Provincial Administrator Joselito Quibranza expressed.

Presently, there are three (3) GW@PS kiosks located in various strategic locations throughout the province.

Also attending the simple turn-over rites were Provincial Treasurer Mildred Gingco, and several provincial employees. (PIO/PIA-10)

DOST’s OL Trap sites show decrease in dengue cases

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 24 (PIA) – The use of the Mosquito Ovicidal Larvicidal (OL) Trap, has helped increase the awareness of the communities on the nature of the dengue carrying “Aedis Aegypti” mosquito and how to prevent them from breeding any further.

This observation was made by Regional Director Alfonso Alamban of the Department of Science and Technology (DOST), region 10, who said initial results from various regions revealed the decrease in dengue cases after using the OL Trap.

One of DOST’s Research and Development (R&D) strategies in addressing dengue, the OL Trap is part of the government’s multi-pronged approach in fighting the said fatal disease.

“It works by attracting the said mosquito, through the trap’s black color and organic solution, to lay its eggs in the trap. The solution then kills the eggs and the larvae, thus, eliminating the next generation of mosquitoes,” Alamban said.

In region 10, for example, a total of 1,058 dengue cases were admitted to the different sentinel hospitals, region-wide, from January 1 to August 11, this year, which was actually 76.56 percent lower compared to 4,514 cases during the same period, last year.

Dr. Jaime S. Bernadas, Regional Director of the Department of Health, Center for Health Development (DOH-CHD), region 10, said OL Traps were established in strategic areas to trap the female dengue-carrying mosquitoes.

The same observation was given by Dr. Josephine Ibalo, DOH Dengue Coordinator in the province of Bukidnon who noted that there were only 40 dengue cases in the whole province, as of August 10, this year, a significant decrease from last year’s 1,447 cases or a decline of 97.24 percent.

Meanwhile, the DOST S&T Media Service has reported that in Eastern Visayas where the OL Trap was initially launched, five (5) barangays in Northern Samar, Southern Leyte, and Leyte showed zero dengue incidence after the OL Trap was used in said areas.

Barangay Dalakit in Catarman, for example, had 44 cases, last year, while Barangay Airport had 30 cases and Barangay 109-A in Leyte had 64. Its neighbor, Barangay 109, also showed significant decrease in its dengue cases from 122 last year to only three (3), this year.

Again in Region 2, five (5) schools in Ballesteros and Claveria towns in Cagayan reported “zero case” as of press time, namely the Libag Elementary School, North Central School, Caritan Elementary School, Cataggamman National High School, and University of Cagayan Valley.

Official reports also show that in 2010, there were 210 aggregate cases of dengue among schoolchildren in four (4) barangays where these schools were located. After the OL Trap rollout in these barangays, no cases have been reported, thus far.

Ballesteros and Claveria were declared “hotspots” for dengue cases, last year, with the former having 213 cases and the latter, 15 cases. To date, there have been no dengue cases reported since the roll out.

With the decrease in dengue cases reported in the region, Dr. Labasan, Municipal Health Officer of Solano, Nueva Vizcaya, said that additional units are needed for other barangays, as they found that mosquito eggs and larvae are “killed right then and there. It is the only way to stop the eggs from hatching,” he added.

This month, DOST and the Department of Education (DeEd) are working together in providing OL Traps to elementary and secondary school, both public and private, that are located in hotspot areas of the country, Alamban added. (DOST/ PIA-10)

Cebuano news: Malacañang mipasalig nga naningkamot ang gobyerno aron ma-protektahan ug luwas ang ilang mga kaparyentehan didto sa Libya
(Malacañang assures families of Filipinos in Libya of government's efforts to ensure safety of relatives)

By Ruby Leonora R. Balistoy
