CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 13-- The Philippine Drug Enforcement Agency (PDEA) has captured a drug pusher following an entrapment operation in Iligan city.
At around 5:30 p.m. on August 11, 2011, operatives of PDEA in Northern Mindanao arrested suspect, Maribel Yurong Pontillan, after handing over one (1) elongated heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA agent who acted as the poseur-buyer at Relax CN Inn, Purok 7 Tambacan, Iligan city.
PDEA Undersecretary Jose S. Gutierrez, Jr., said also recovered from her possession and control were 15 pieces elongated and two (2) pieces medium size heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu, one (1) improvised wooden sealer, one (1) piece lighter, one (1) piece lighter with improvised needle, one (1) piece blade, two (2) rolled aluminum foil use as improvised tooter and one (1) aluminum strip with suspected shabu residue.
PDEA-10 Regional Director Roberto S. Opeña said the suspect identified is a female, married, 41 years old, housewife and residing at Purok 7 Tambacan, Iligan City.
Meanwhile, Opeña underscored the relentless efforts of operatives under his command in curbing illegal drugs activities.
He vowed to keep PDEA in the region aggressive in its stance against illegal drug targets.
Suspect is now temporarily detained at the Iligan City Police Station 4 for booking and documentation while seized drug and non-drug were brought to Iligan City Crime Laboratory for quantitative and qualitative examination.
Violation of Sections 5, 11, 12 and 15 of Art. II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 is now being readied for filing charges in court. (PDEA/PIA-10)
Opol town pursues NGP

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 13 (PIA) – The Opol town goes green as it gathered recently various government agencies as well as private entities in support of the National Greening Program (NGP).
Town Mayor Dexter B. Yasay cited the event is in support of Executive Order No. 26 issued by President Benigno S. Aquino on February 24, 2011 and established the NGP as a national priority aimed not only to reforest 1.5 million hectares of land but also to promote a sustained environmental awareness campaign in the face of the deleterious effects of climate change.
Hence, Opol conducted tree planting activity which was participated in by approximately 656 participants from the various sector; LGU officials and employees, Barangay officials from eight (8) barangays (both coastal and midland), volunteers, college students, Philippine National Police-Opol Station, Opol Fire Station, Department of Interior and Local Government (DILG)-Opol Station, Opol Fire Station, DILG-Opol, Representative from the Department of Environment and Natural Resources (DENR), and other sectoral groups.
The tree planting was held at “Makaluesa” Municipal Reforestation site at Sitio Maapo, Brgy. Patag, Opol Misamis Oriental.
Aimed to reduce poverty in the countryside, the NGP also ensures food security, biodiversity conservationand eventually hold down the ill effects of climate change.
The six (6) departments leading in the implementation of the NGP are the Department of Environment and Natural Resources (DENR), Department of Agriculture (DA), Department of Agrarian Reform (DAR), Department of Interior and Local Government (DILG), Department of Education (DepEd), and the Department of Social Welfare and Development (DWSD).
Meanwhile, DENR Secretary Ramon Paje said, “The National Greening Program is the best way to imbue patriotism among our people,” calling the program as homage to "Tahanan na Ating Lahi," which was culled from the patriotic oath of allegiance Panatang Makabayan.
He added the NGP is an example of a viable public-private partnership (PPP) designed to protect not only the environment but also to imbue all citizens with a sense of civic duty and patriotism. (PIA-10)

BFAR to conduct a scholarship exam for fisherfolk’s children taking BS Fisheries

ILIGAN CITY, Lanao del Norte, Aug. 13 -- The Bureau of Fisheries and Aquatic Resources (BFAR) will conduct a Competitive Scholarship Examination for the children of fishermen who wish to take the course Bachelor of Science in Fisheries.
Based on the information from the City Agriculture Office and from the agency, the examination is scheduled on September 17, 2011 at 9:00 a.m. at the regional office of BFAR based in Cagayan de Oro.
The deadline of submission of application forms and other requirements is only until August 15.
City Agriculturist Octavius Molo requested fisherfolk leaders, this city, to disseminate the information to their respective communities.
Molo also urged the group to call their office for more information.
It is important that applicants are graduating from high school; must maintain a grade of 80%, must not be less than 20 years old and parents must be a member of the association of fishermen’s cooperative; and must have resided in Iligan for four (4) years.
Those who qualify for the scholarship program will be given free matriculation and other school fees, will receive a monthly allowance of P2,500, book allowance of P2,000 per semester, thesis support of P3,000 and graduation support of P500. (CIO/PIA-10)
Canadian Missionaries donates 15 water purifiers for public schoolers

ILIGAN CITY, Lanao del Norte, Aug. 13 -- Seven (7) public schools in Iligan City were recipient of 15 water purifiers from the Sea to Sea Ministries and Cross Culture Ministries of Vancouver, Canada represented by two (2) couples, Darrell and Hannah Nelson and Dale and Gwen French.
The turn-over ceremony was held at Bayug Island Elementary School of Barangay Hinaplanon that received five (5) units.
The ceremony was attended by school officials of Abuno Elementary School that also received five (5) units. Other schools that received a unit each were Mainit Elementary School, Dodiongan Elementary School, Digkilaan Elementary School, Sardab Elementary School and Day Care of Bayug.
The water purifier uses the technology called Biosand Filter or BSF.
In the same occasion, City Councilor Marlene Young disclosed that water purifiers are part of Project Angle Tree sponsored purposely to secure donations to help grade schoolers and pre-schoolers. (CIO/PIA-10)

ILIGAN CITY, Lanao del Norte, Aug. 13 -- There is a big possibility that in the undercard games of the Pacquiao-Marquez Rematch, a boxer who is from Iligan, Marco Demecillo, after his scheduled September fight in Iligan City.
This was learned from Willy Flores, the coach of Demecillo who was here in Iligan recently.
Flores said, they have a verbal agreement with Team Pacquiao through the Team Manager of Demecillo who is Wacky Salud, a close friend of Manny Pacquiao.

PNPA annual admission exam is on Oct. 30

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 12 (PIA) – The Philippine National Police announces the holding of a nationwide Cadet Admission Test to all qualified applicants.
In a recent meeting of the Regional Association of Government Communication (RAGCOM) in Northern Mindanao, Police Chief Inspector Regina E. Abanales, Regional Public Information chief, Police Regional Office (PRO)-10, said the Academy will administer its cadet admission test for the four-year Bachelor of Science in Public Safety Cadetship program on October 30, 2011, 7:00 a.m. in 24 testing centers nationwide.
Qualified applicants will be considered government scholars and are entitled to monthly training allowances. Exam passers and graduates are assured of employment as inspectors in either police, fire and jail services of the Department of Interior and Local Government (DILG).
Successful cadet applicants are entitled to receive monthly training pay and allowances.
To qualify for the cadetship program, one must be a natural born Filipino citizen; male or female, single with no legal obligation to support a child and to graduate prior to admission; aged 17-21 years old; at least 5’4” in height for male, and 5’2” for female; physically and mentally fit of good moral character and with no criminal, administrative, civil and other derogatory record.
Application forms are available at the PNP, Bureau of Fire Protection and Bureau of Jail and Management and Penology regional, police stations and Police Regional Training Schools nationwide.
Applicant must submit duly accomplished application together with a self-stamped window envelope to the Office of the Registrar or mail to: The Director, Philippine National Police Academy, Camp General Mariano Castaneda, Silang, Cavite 4129. No walk-in applicants will be allowed to take the examination. IDPP – a big help in the expected power shortage of Mindanao in 2014

ILIGAN CITY, Lanao del Norte, Aug. 12 -- Mayor Lawrence Ll. Cruz believes the Iligan Diesel Power Plant (IDPP) will be a big help in the expected power crisis in Mindanao in 2014.
The mayor said Mindanao will have an additional 100 megawatts the moment the IDPP will be operated.
Based on the report of National Power Corporation (NPC), Mindanao will experience power shortage from 150 to 200 megawatts in the month of December 2014.
Cruz also added that it is about time that the sale of the IDPP is fast track to help avert the power crisis.
He said the pre-bid conference is scheduled on August 17 for those interested to participate in the Swiss Challenge Process in the sale of the IDPP. (CIO/PIA-10)
Lanao del Norte hosts first-ever PBA Finals game in Mindanao

TUBOD, Lanao del Norte, Aug. 12 – The Philippines is indeed a basketball-crazed country and this was proven again on August 10, 2011 when the provincial government of Lanao del Norte hosted the first-ever PBA Finals game in the colossal Mindanao Civic Center gymnasium, Sagadan, Tubod, this province.
Determined to even the series, the Tropang Texters played with intensity and matched every rugged play by the Petron Boosters leading to their 103-85 victory over the feisty Boosters.
“One thing that we wanted to do here in Game Two was to come out with a lot of physicality because they’re really beating us in giving us really rough fouls and hard fouls. It was seen here today,” said Talk ‘n Text coach Chot Reyes.
More than 5,000 spectators from Lanao del Norte and nearby cities and provinces came to watch the thrilling Game 2 of the best-of-seven series.
“We are proud and happy that PBA chose Lanao del Norte to be the host of the first-ever Finals game here in Mindanao,” Governor Khalid Dimaporo expressed.
The province has regularly hosted out-of-town games of the premier basketball league in the country.
“All of the PBA teams have already seen action here at the Mindanao Civic Center. Truly, MCC is the home of the PBA here in Mindanao,” Information Officer Lyndon Calica declared.
Both the PBA officials and players picked MCC as their favorite venue outside of Metro Manila.
“So far the Mindanao Civic Center has the best facility to accommodate the games of the PBA outside of Metro Manila. We can definitely say that Lanao del Norte is the home of the PBA here in Mindanao,” PBA media bureau chief Willie Marcial said in an earlier interview.

4000 poor families, IPs benefit free medical services in ‘kalusugan’ fiesta caravan

MALAYBALAY CITY, Bukidnon, August 12 (PIA) – More than 4,000 indigenous people (IPs) and poor families from 14 remote villages benefited from the two-day visit of the Department of Health’s (DOH) Lakbay Buhay Kalusugan (LBK) health caravan bus from August 10 to 11, in Kitaotao, Bukidnon.
The LBK caravan features a bus that has been customized as a mobile clinic, parked in the village’s covered court in a colorful fiesta-like setting, making it the heart of the event.
Dr. Teresita Damasco, Provincial Health Officer, said the LBK surgeons, dentists and physicians performed minor surgical operation such as cyst removal, tooth extraction and circumcision, respectively.
While the LBK physicians cater IP patients, the health workers also hold story-telling sessions, counseling, mini classes, games, dance-along activities and an interactive health exhibit with focus on safe motherhood, child nutrition and family health to convey health-related information to the community.
Governor Alex Calingasan said the LBK hit a milestone in the journey to health that paves way for peace and development in Bukidnon.
“The LBK health caravan is a path towards developing a shared responsibility in the province’s public health, especially that healthcare is our top priority. It’s an aid that matches needs,” the Governor said.
In an interview, Dr. Ivanhoe Escartin, division head of the National Center for Health Promotion, said this is the first leg in five (5) LBK destinations in Mindanao. After its stopover in Bukidnon, the caravan will proceed to Compostela Valley, South Cotabato, Zamboanga del Norte and Maguindanao.
“The LBK already served the provinces of Tarlac, Pangasinan, Nueva Ecija, Negros Occidental, and Bohol that started March this year,” he said.
With this, Kitaotao town Mayor Rodito Rafisura lauded the caravan organizers, saying “this is a doorstep-delivery of health services.”
“I commend the DOH for their efforts to make this caravan happen despite many challenges. They helped the IPs most in need, at the time underserved people need it most,” Rafisura said.
Northern Mindanao DOH assistant regional director Jose Llacuna Jr., likewise, said the caravan supports PNoy’s public-private partnership initiative with the core message “Walang Iwanan sa Biyaheng Kalusugan (No One Left Behind in the Journey to Health).”
LBK is supported by the US Agency for International Development (USAID), Victory Liner Inc., Melawares, Air21, OMF Literature, Philippine Daily Inquirer, Dakila – Philippine Collective for Modern Heroism, and Center for Community Journalism and Development.

GSIS partners with LandBank anew

CAGAYAN DE ORO CITY, Misamis Oriental, August 11 (PIA) --- Members of the Government Service Insurance System (GSIS) can now choose to receive their loan proceeds and other benefits through a UMID (Unified Multi-Purpose Identification) eCard issued by the Land Bank of the Philippines.
The GSIS announced today that it has expanded its partnership with Landbank to allow its more than 1.4 million members to take advantage of the bank’s wide network coverage.
Ma. Luz Ilano-Briones, GSIS-Cagayan de Oro Field Office Manager, said GSIS members would be able to benefit from the bank’s extensive network covering 327 branches and more than 900 ATMs nationwide with the Land Bank-issued UMID ecard.
She said members can also withdraw their loan proceeds and other benefits in any Expressnet, Bancnet or Megalink ATM nationwide.
The Land Bank-issued UMID eCard likewise serves as a debit card in more than 20,000 accredited merchants nationwide as well as a discount card for GSIS corporate partners.
To transfer to Landbank, Briones said members can log on to the eCard member transaction page of the GSIS website www.gsis.gov.ph and click the CHOOSE LANDBANK AS YOUR SERVICING BANK icon.
They can also email their name, date of birth, and UMID Common Reference Number (CRN) to eservices@gsis.gov.ph, or visit the GSIS Field Office located at Barangay Carmen, this city.

NorMin VPA is recipient to National Volunteer Award
CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 11 – “We are given two hands, one to help yourself and the other hand is help others,” a motto adopted and personified by Volunteer Probation Aide (VPA) Romeo M. De Asis in his quest to live a life of sharing and helping through volunteering.
Aptly, he was a recipient to the National Volunteer Award (Individual-Adult Category) awarded by the Philippine National Volunteer Service Coordinating Agency and National Volunteer Steering Committee.
It is always his desire to share whatever he has to others especially to the less-privileged and marginalized.
Bearing in mind his social responsibilities, VPA De Asis has consistently engaged in voluntary work that utilized and maximized his talents and skills without expecting anything in return for 20 years now.
One of his significant volunteering contributions is the conduct of continuing training on various technical skills such as in house wiring and household appliance repair to the parolees and probationers.
The training program helps his beneficiaries reintegrate back to society as useful and productive citizens.
Alongside the technical skills training, VPA De Asis also include values education to help the parolees and probationers embrace and live life meaningfully.
VPA De Asis has also been sharing his technical skills and resources to the Out-of-School Youths (OSY) for the past 10 years.
On Saturdays and in collaboration with the local government and private sector in Cagayan de Oro City, he teaches OSY technical skills in automotive, electrical and culinary arts, thus keeping the youths out of the streets and from committing petty crimes and give them the opportunity to earn a decent living.
Indeed, education is a vaccine for violence.
He is also a Technical Education and Skills Development Assistance (TESDA) volunteer for the past 20 years, sharing his skills on culinary arts, electrical wiring and household appliance repair.
With all his volunteer services, he still considers himself in awe because of the opportunity to share what he has with others. (PPA-DOJ/PIA-10)
Kauswagan town formulates contingency plan

KAUSWAGAN, Lanao del Norte, August 11 (PIA)—A three-day disaster risk reduction seminar and contingency planning formulation workshop for the Kauswagan Municipal Disaster Risk Reduction Management Council (MDRRMC) and the Barangay Disaster Risk Reduction Management Councils (BDRRMCs) is conducted at the Kauswagan Municipal Hall, Lanao del Norte, slated August 10-12, 2011.
The participants, 10 representatives each from the six (6) barangays of the local government unit (LGU) of Kauswagan, and 10 members from the municipal rescue team, will be presenting their output on the last day of the seminar workshop, said Dionesio A. Fuentes, municipal planning and development coordinator of Kauswagan.
He said participants who are grouped into eight (8) clusters have break-out workshops, involve in cluster planning and arrangements, and would be presenting on the following areas: food and non-food items; camp/internally displaced persons (IDP) management, emergency shelter and protection; permanent shelter and livelihood; health and nutrition and psychosocial services; education; agriculture; logistics and emergency telecommunications; and early recovery.
All activities for the duration are being handled by the Office of the Civil Defense (OCD), region 10, through Assistant Regional Director Ana C. Cañeda, and support OCD staff, and another resource speaker Atty. Franklin Quijano who shares his expertise on the topic—risk assessment.
Cañeda cited that the municipal risk management plan as well as the barangay plan shall be based on the local disaster management situation, patterned from the regional way down to the provincial level.
Also, participants were given an orientation on the Cluster Approach and an overview of Republic Act, “the Philippine Disaster Risk Reduction Management Act of 2010.”
The municipal planning coordinator disclosed that the activity is one component of the SIKAD PA, acronym for Sustainable and Integrated Kauswagan Area Development and Peace Agenda, a project of the town’s local chief executive Mayor Rommel C. Arnado, in cooperation with the OCD, DILG and the Assisi Development Foundation, Inc. (PIA 10)
PPA-DOJ holds RJ, GAD confab
CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 11 – As a continuing capability building program to strengthen the manpower resources of Northern Mindanao, a training of Restorative Justice (RJ) and Gender and Development for personnel was conducted recently in the region.
Among the topics on Restorative Justice were: Development of Restorative Justice in Parole and Probation Administrative-Department of Justice (PPA-DOJ); and Legal Mandate and related issuances.
Further, Four (4) key values of RJ program; Core RJ models; Guide in conducting Mediation and Conferencing; RJ outcome/reparative sanctions; policies and procedures in the conduct of RJ during investigation and supervision; and procedural safeguards were also discussed.
Topics on GAD include: Men and Women: More alike than different; Gender fair language; basic issues and concepts of GAD; Principles and strategies on gender planning; Gender analysis; 10 simple rules for GAD plan and budget preparation; Monitoring and Evaluation for results based management on GAD; and Agency plan on GAD and preparation of accomplishment reports. Valencia conducts family visit at Davao Prison, Penal Farm
CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 11 – Parole and Probation Office (PPO) has come up with a heartwarming project with the city government of Valencia City dubbed as “Families Outside Visiting Davao Prison and Penal Farm.”
PPO in Valencia went to Davao Penal Colony with 60 family members of inmates wherein the city government provided the bus and service vehicle; the Department of Social Welfare and Development (DSWD) provided a sack of rice and 100 cans of sardines for the visiting relatives.
Meanwhile, the Volunteer Probation Aides (VPAs) of Quezon town in Bukidnon brought 50 gift packs of sugar, coffee, soap, shampoo and noodles which were given to the inmates from the cities Valencia and Malaybalay and municipalities of San Fernando and Quezon, all of the province of Bukidnon.
They group also took time to visit the Correctional Institute for Women and interacted to some female inmates.
The project was hatched in the belief that imprisonment is a family experience. Separation of love one is often the most painful consequence of incarceration for both the offender and the family. It often leads to deterioration of family relationships and eventually break-ups.
Thus, family visits are essential to maintain family ties if not heal broken relationships. Family support is foremost in strengthening the offender’s coping skills and resolution to change.
So Valencia City PPO believes in the preparation of the parolee and conditional pardonee’s eventual release.
“Reformation should be given while they are still inside. Thus the urgency to instill hope and faith back in their lives so that when they leave such a cold and dismal place, they return not as hardened felons but with contrite hearts determined to change and turn over a new leaf, with their families and community support,” said Valencia City PPO Dennah E. Feature: “You’ve Come A Long Way, Enrique”

CAGAYAN DE ORO CITY, Misamis Oriental, Aug. 11 – Enrique Albarin, Jr. y Omawas was charged with Qualified Theft but was convicted of a lower offense of theft.
He was sentenced to the penalty of imprisonment of two (2) years, four (4) months and one (1) day as minimum to six (6) years as maximum. He was granted probation for four (4) years on July 8, 2008 by the Regional Trial Court, branch 18, this city.
His probation supervisor was directly transferred to Bukidnon Parole and Probation Office No. 1, Manilo Fortich, Bukidnon. He is now undergoing two (2) years and more in probation.
He was a trusted caretaker of the Supreme Court Justice for more than four (4) years when he committed the crime.
Family background is pleasant amidst poverty. He is the third of seven (7) siblings and orphaned by a father at an early age and grew up in a farm. His mother run a small eatery in Libona, Bukidnon where helps her every now and then.
He committed the crime due to enticement of undesirable friends though he has no previous derogatory records. He regretted what he had done and to make up, he started for the future.
After going home from prison, he sensed all was not well with his family. His wife left him and their children for another man. Discouraged and let down, he decided to walk away, too and forget everything.
But looking at his children’s face, he realized he could bear to let them down. He then kneeled down and prayed. A good idea hatched into his head – he has to move on for the sake of his six (6) children.
Having a passion for business which he got from his mother, Enrique started to look for a good spot in Puerto Public Market, Cagaya de Oro City. He temporarily entrusted his children to the care of his sister. He then brought large quantities of coconuts, cassava and young jackfruits to be used as vegetables.
Through his industry with a fixed mind to succeed, this probationer was able to acquire his first ‘trisikad’ unit for P800.00. He let somebody rent the ‘trisikad’ for P30.00 per day while continually doing business.
After a year, he took his children from his sister and settled in a small house he built in a lot he bought at P2,000, classified as road allowance at Puerto highway.
As a probationer, he is not remiss in his obligation. He is attending the Therapeutic Community Program, teaching sessions on basic reading and writing, counseling, spiritual/social/moral reformation activities. Moreover, he renders community service.
Presently, probationer owns four (4) ‘trisikads’ which he leases at P90.00/day while he keeps himself busy with his stall in the market. He is dreaming that someday his business in the market will expand and his ‘trisikads’ will grow in number. He has been dreaming of a better life for his children who are still in their high school and elementary grades.
While there’s no magic formula for success, the story of probationer’s struggle in life indicates his desire for change. He has come a long way and still moving on.
He wants to prove to himself and the world that everything is possible if we can just set aside our pride, let our guard down and reach for our dreams. (PPA-DOJ 10/PIA-10)
