ILIGAN CITY, Lanao del Norte, May 02 (PIA) – We are doing our best to invite investors to come and invest in the city, thereby, open up employment opportunities for our constituents.
This was the message of Mayor Lawrence Ll. Cruz during the 125th celebration of the International Labor Day, yesterday, May 1, at the City’s Freedom Park, where he addressed some 500 representatives from the different private and government workers’ unions.
“The basic problems confronting the labor sector, today, such as high unemployment rate, skyrocketing oil price, and low wage income among workers are worsened by conflicts in Middle East and Africa, the natural and manmade disasters, and financial and economic turndown in US and Europe,” the Mayor said.
With hopes of addressing these problems, Cruz, who is also the Chairperson of the Regional Development Council in Northern Mindanao (RDC-X), said he puts high premium on the importance of businesses and industries which can provide employment to millions of Filipinos and provide taxes to the government.
“But the greater catastrophe that can happen to our city and to our country is when these industries can no longer operate viably,” he said.
Meanwhile, Cruz is challenged to take action, one of which is the austerity measures he has implemented to limit the government expenditures such as electricity usage, decreasing the number of casual employees, and implementing compensatory leave instead of paying for overtime services of government workers.
Likewise, he said that in its own limited way, the local government unit is doing extra effort to all sectors in the society to provide basic services in education, agriculture, business initiatives, peace and order, among others.
This year’s labor day bears the theme: “Matuwid na Daan Tungo sa Kaunlaran Para sa Lahat,” to Iligan’s : “Mamumuo, Kusganong Iduso ngadto sa Kagamhanan ang mga Tinuod nga Solusyon sa Ekonomikanhong Kalisud (Workers’ unions strongly support the government in finding solutions to economic hardship).” (PIA-10)
PDEA-10’s latest buy-bust operation nets 2 more suspects

CAGAYAN DE ORO City, Misamis Oriental, May 2 (PIA) -- Another successful buy-bust operation conducted during the celebration of Labor Day, yesterday, May 1, in Barangay Balulang, this city, led to the arrest of two (2) more suspected drug pushers.
Lt. Edwin F. Layese (Ret.), Director of Philippine Drug Enforcement Agency, region 10, who led the operation at around 9:00 p.m., yesterday, in Villa Angela Subdivision, Balulang, said they have arrested the following:
KARLUS Markus Espiritu Yu, male, 33 years old, single, college level, family business manager, residing at the above-mentioned place.
Bernon Ong Ebajay, 27 years old, male, single, college graduate, jobless, living at Buntong, Camaman-an, this city.
Bought from Yu were two (2) pieces of heat-sealed transparent substance believed to be shabu with a street value of Php 2,000.
Recovered from their possession and control were: four (4) pieces heat-sealed transparent plastic sachets containing white crystalline substance believed to be shabu, one (1) piece lighter with attached improvised aluminum foil needle, colored pink and two (2) pieces used aluminum foil strips with suspected shabu residue.
The suspects are now temporarily detained at PDEA-10 jail facility for booking and documentation while drug and non-drug evidences were brought to the Crime Laboratory of the Philippine National Police (PNP) for thorough examination.
Layese said cases for violation of RA 9165 are now being prepared for filing of appropriate charges in court against the suspects. (PDEA/PIA-10)
DOH report shows low cases of allergic reactions to measles vaccine

CAGAYAN DE ORO CITY, Misamis Oriental, May 2 (PIA) — At least six (6) cases of adverse reaction to the Rubella Measles vaccine, relative the door-to-door immunization campaign, was recorded by the Dept. of Health - Center for Health Development (DOH-CHD), region 10.
In a bid to free the Philippines from measles by 2015, such campaign was launched on April 4, this year, and will run for a month ending on May 4.
As revealed during the DOH-CHD regular quarterly media update, last April 29, at Hotel Conchita, this city, One (1) of these cases was reported in Misamis Oriental, three (3) in Camiguin and two (2) others were admitted to the hospital in Misamis Occidental.
Dr. Ellenieta Gamolo, Program Director of the Expanded Program on Immunization (EPI) said some children may manifest hypersensitive reactions to the vaccine.
She, however, assured that the DOH has purchased the epinephrine, an antidote, to ensure fast treatment to children having reactions to the measles vaccine.
Meanwhile, it was also bared during the forum, that the first three (3) weeks of the measles vaccination campaign had a low coverage turn-out in all provinces of the region, posting only 44% accomplishment out of the 80% targeted coverage.
Misamis Occidental and Camiguin posted the highest coverage at 60%, each, followed by Bukidnon with 54%, while Misamis Oriental and Lanao del Norte, each, pegged at 48% accomplishment.
As for the cities, Oroqueta ranked first with 48%, followed by Ozamiz City, 48.08%, Gingoog City, 47%, Cagayan de Oro City, 42%, Iligan City, 37%, Tangub City, 18%, Malaybalay City, 15%, and Valencia City, 9%.
Gamolo said that although majority of the local government units (LGUs) started with synchronized launching, some also started late like the town of Libertad and Binuangan in Mis. Or., Valencia City in Bukidnon and Tangub City in Mis. Occ.
She also pointed out that the initial consolidated report gathered for the first three weeks, somehow, failed to get the expected target and breakdown due to some inconsistency in the matrix submitted.
One problem cited in Misamis Oriental was the shortage of stickers which prompted the “Bakuna” doors team to temporarily stop its operation.
The National target date of the campaign ends on May 4, but Gamolo said DOH will be reconsidering some LGUs who will be late in completing the massive immunization, as what is important is they will be able to cover all areas.
After exhausting every doors, the DOH will conduct a Rapid Coverage Assessment (RCA) through its trained validators.
A barangay can then receive a measles free certificate from the DOH, if no confirmed outbreak can happen, three months after the campaign. (PIA-10)
Stakeholders express support for ARMM elections synchronization

MARAWI CITY, Lanao del Sur, May 02 (PIA) --- Mindanao stakeholders including the Mindanao Business Council (MBC) have expressed support to the Aquino government’s push to synchronize elections in the Autonomous Region in Muslim Mindanao (ARMM).
This came out during a policy conference on electoral, governance and political reforms attended by civil society organizations (CSO), business groups, and local government officials of Lanao del Sur, Maguindanao, Basilan, Sulu, and Tawi-Tawi held at the Grand Menseng Hotel in Davao city last April 27-28.
“It is a sound policy to synchronize elections as it will bring stability to a conflictive region where intense politicking can erupt into clan conflicts,” said Vicente Lao, President of MBC.
With ARMM elections scheduled this coming August 8, the House of Representatives has approved a bill on synchronization and the appointment of officers in charge after the tenure of incumbents lapse on September 30, 2011.
Filing of certificates of candidacy will start May 9, 2011 together with the resumption of sessions in the Senate.
Consultations on the issue have been done in ARMM led by the CSO, followed by the Senate.
“Even before the Aquino administration, the call for substantive reforms to make autonomy genuine has been issued. Answer first unresolved governance and justice issues, such as the Ampatuan massacre, before another exhaustive electoral exercise,” said Engr. Salic Ibrahim, chairperson of Reform ARMM Now (RAN), a coalition of civil society groups in the region.
“President Aquino is dead serious in reforming ARMM which can’t be done if the status quo continues. Definitely the President wants the elections postponed,” said Secretary Ronald Llamas, Presidential Adviser for Political Affairs.
The ARMM employees have complained about delayed salaries and allowances under the present ARMM government.
Meanwhile Secretary Jesse Robredo disclosed that the ongoing audit of ARMM on alleged misuse of P28-B funds from 2008-2010 is just the tip of the iceberg.
Other anomalies include the non-remittance of GSIS contribution of teachers and of municipal local governments.
“If elections push through, vested interests of those who will come to power will naturally resist the reforms already initiated,” said Robredo.
The RAN coalition said it would launch a massive lobby with senators to push for the ARMM synchronization. They are targeting Senator Miguel Zubiri who is from Mindanao and Senator Ferdinand Marcos, Jr., the head of the Senate committee on local government that is hearing the bill filed by Drilon.
“We will hold a vigil camp-out within the Senate premises when session resumes,” said Ibrahim. (RAN/PIA10)
