Cebuano News: Pagpalambo sa palibot Laguindingan airport sugdan na


CAGAYAN DE ORO CITY - Gipahayag ni Governor Oscar S. Moreno nga kasamtangang gi-han-ay na karon ang pagpatuman sa dugang proyekto palibot sa laguindingan airport, kini human masayran nga ang pagtukod sa airport gitakda nga mahuman sunod tuig.

Nanggandam na karon ang nagkalain-laing ahensiya sa kagamhanan aron hisgutan ang mga mahinundanong aspeto sa proyekto sama sa road widening sa national highway, panubig, supply sa koryente, pagpalambo sa torismo, pagtukod sa balay tambalanan, ingon man ang mga telecommunications facilities.

Ang National Economic Research and Business Action Center kon NERBAC dinhi sa Amihanang Mindanao naghishot usab sa posibling pagbutang sa mga shuttle service gikan sa airport paingon sa dakbayan sa Cagayan de Oro ingon man ang padulong sa Iligan City.

DOST gives out YES awards

Cagayan de Oro City, Misamis Oriental - Three outstanding pupils from Northern Mindanao are among the country’s 2010 awardees of the Youth Excellence in Science (YES).

This is according to Director Alfonso Alamban of the Department of Science and Technology (DOST), region 10.

This year YES awardees from the region are Angelo Miguel Eduarte and Royce Val Malalis of City Central School, Cagayan de Oro City, who both won the bronze medal during the 6th International Mathematics Competition, held in Singapore on August 6-10, 2010.

Another YES awardee is Charles Fernan of La Salle Academy, Iligan City who capped the bronze medal during the Primary Math Olympiad held in China, on August 11-12, 2010.

The awardees are to receive their YES medals in an awarding program which will be announced soon.

The YES award is part of the move of DOST to give recognition to young achievers in international science and mathematics competition.

Parties resolve poll-related rido in Lanao del Sur

MARAWI CITY, Lanao del Sur – Two contending parties during the October 2010 Barangay elections finally settled their rido (feud) using the traditional system of “taritib” and “igma” or customary laws.

The settlement was held on Wednesday, Feb. 16, at the Sangguniang Panglungsod Hall inside the City Hall building here.

During the dialogue, both the families and relatives of Hadji Nasser Baraucor and Said Dimapinto came to an agreement to put an end to their conflict and promised to co-exist peacefully.

Their conflict started during arecently-concluded barangay elections where Dimapinto lost to Baraucor the Barangay chairman post for Bubong Madanding in Marantao town.

On Friday, Feb. 11, a firefight ensued between the two groups causing damage to one residential house, one white Revo with plate number XMX 893, one blue Tamaraw FX with plate number KCB 650 and one gray Hilux with plate number KDK 187.

The reconciliation was initiated by City Mayor Fahad Salic, former congressman Benasing Macarambon, former mayor of Ganassi town Baguio Macapodi and Marantao vice-mayor Bagumbaran Baraocor.

The settlement was also witnessed by 103rd Brigade Commander Colonel Daniel Lucero, 65th Infantry Battalion Lieutenant Colonel Seigfred Espina, Marantao Chief of Police Inspector Michelle Olaivar, Marawi Chief of Police Superintendent Jaime Mojica Jr and religious leaders in the province.

Lucero meantime urged the parties to respect and not to violate their agreement.

He said he understands the concept of ‘maratabat’ or pride however he reminded the parties that their right to preserve self-esteem should end when the rights of other people in the community to live peacefully begin. (PIA 10 sMarawi)


Tagalog News: Lanao del Sur umaasa na matutuloy ang naudlot na Provincial Peace Festival

MARAWI CITY, Lanao del Sur - Umaasa pa rin ang pamahalaang lokal ng Lanao del Sur na matutuloy ang naudlot na Provincial Peace Festival.

Sa pakikipanayam ng Radyo ng Bayan, sinabi ni provincial agriculturist Engr. Mohamadali Macaraya na ang nasabing Provincial Peace Festival ay gaganapin sana noong Nov. 2009.

Ito ay matapos na magkasundo ang mga opisyales ng isang international organization na Global Peace Festival at ang pamahalaang lokal ng Lanao del Sur.

Bilang paghahanda ay nagpalabas si Gov. Mamintal Adiong, Jr. ng Executive Order no. 13 noong Agosto 2009.

Idineklara nito ang buong lalawigan ng Lanao del Sur bilang zone of peace at iniutos sa magkakaaway na pamilya na itigil ang paglalaban-laban at sa mga mamamayan na tigilan ang paggawa ng krimen.

Hindi natuloy ang nabanggit na Peace Festival dahil sa nangyaring kaguluhan dito sa lungsod ng Marawi noong voters’ registration bago pa man ang itinakdang petsa ng nasabing fiesta ng kapayapaan, ayon kay Macaraya.

Ipinaliwanag niya na ang peace festival ay naglalayong maipakita at maipadama sana sa taongbayan ang kahalagahan ng kapayapaan sa kaunlaran ng lalawigan.

Naniniwala si Macaraya na hindi rin uunlad ang sektor ng agrikultura kapag magulo ang bayan.

Ang tinutukoy niya ay ang mga rido o away sa pagitan ng mga pamilya at ang mga krimeng nangyayari sa Lanao del Sur.

PNP-NorMin generates Php1.903B income, spends Php1.009B in 2010

CAGAYAN DE ORO CITY, Misamis Oriental – A total of Php1.903B was collected by the Philippine National Police (PNP), region 10, from its various income generating activities, last year.

P/Chief Supt. Carlos E. Laza, Regional Director of PNP-10 said the highest collection was from the orders of payment of Security Agencies and Guards which amounted to Php1.23B or 64.74%, followed by the Firearms and Explosives, Php470,796 or 24.73%, PNP Neuro-Psycho Validation Fees, Php133,410 or 7.01% and from the general fund, Php66,938 or 3.51%.

Laza said PNP-10 also received support, in kind worth Php37.01M, mostly in the form of motor vehicles (MV), from the local government units (LGU) that immensely contributed to the success of the administrative and operational functions of the city and provincial police offices (CPO/PPO).

The highest contribution, in kind, from these LGU’s was for the operations of the Cagayan de Oro CPO that amounted to Php11.722M followed by Misamis Oriental PPO, Php9.76M, Bukidnon PPO, Php7.11M, Iligan CPO, Php4.76M, Mis. Occ. PPO, Php2.19M and Lanao del Norte PPO, Php1.15M.

As such, PNP-10 had 220 MV’s and 84 units of motorcycles or a total of 394 MV’s. Of the police MV’s, 152 came from the PNP with 147 serviceable and five (5) unserviceable, while 68 others came from the LGU’s.

Again of the motorcycles, 47 came from the PNP with 43 serviceable and four (4) unserviceable while 37 others came from the LGU’s.

Meanwhile, Laza said PNP-10 optimized the utilization of funds amounting to some Php1.009B from the PNP National Headquarters for its financial and logistical resources to support the operational needs and other priority programs of the region.

Of this amount, Php915.496M or 90.70% was used for personnel services, which included the salary and collateral allowances for both the uniformed and non-uniformed personnel while Php1.364M or 1.35% was used for capital outlay and trust receipts for supplies and materials.

The remaining Php80.125M or 10% was allocated for the maintenance and other operating expenses (MOOE) in support to various PNP projects and activities from the regional down to the municipal level based on a 15% to 85% ratio, Laza added. (PIA)


RDC-10 pushes for 2012 budget

ILIGAN CITY, Lanao del Norte — The Regional Development Council (RDC) in Northern Mindanao has moved to endorse its request to the Department of Budget and Management (DBM) to provide regional breakdown of agency budget for the Millennium Development Goals (MDGs).

This was supported by the Council members during its 88th Full Council Meeting held on Feb. 15, 2011 at the Maria Cristina Hotel, this city, under its new chair Mayor Lawrence Ll. Cruz of Iligan City, for 2011-2013.

The endorsement was read by RDC vice-chairperson Leon M. Dacanay, Jr., concurrent regional director of the National Economic and Development Authority (NEDA)-10, which cited also all local government units (LGUs) and concerned agencies/entities in the region to hasten the attainment of the MDGs, as well as prepare provincial scorecard to strengthen the localization efforts.

The fiscal year (FY) 2012 budget preparation would strengthen the linkage between development planning and budgeting and increases the likelihood of accomplishing development goals by considering resource availability in the formulation of the Medium Term Philippine Development Plan (MTPDP) and the Term Public Investment Program (MTPIP) for FYs 2011-2016.

Departments/agencies are encouraged to involve the civil society organizations (CSOs), private sectors and other stakeholders in the consultations on plans and strategies being considered in the 2012 budget and to secure greater feedback on how the existing national programs are affecting localities and communities.

Consistent with the government’s fiscal consolidation and debt reduction strategies, the 2012 budget will reflect the government’s strategy of expanding its revenue base and improving tax compliance, and further sharpening its sectoral and geographical expenditure focus.

Thus, on March 3, all budget proposals from the concerned agencies shall be submitted to look into recommendations for final deliberation of the Council Executive Committee, said Dacanay. (PIA 10 Lanao del Norte)


Iligan City hosts 88th Full Council Meeting

ILIGAN CITY, Lanao del Norte - Regional Development Council (RDC)-10 Chairperson Lawrence Ll. Cruz of Iligan presided over his first Council meeting as head of the assembly, Feb. 15, 2011 at the Maria Cristina Hotel, this city.

Cruz who assumed his post as the new RDC-Northern Mindanao chair for 2011-2013 lauded the presence of the local government unit chief executives, regional directors of line agencies, private sectors, non-government organizations, guests, tri-media, all coming from the eight (8) cities, five (5) provinces, and the local officials of the host city.
This is something that we looked forward to of hosting such event, all in the hope of improving, adhering for the interest of Northern Mindanaons, expressed Cruz.

As my term ends on 2013, we hope to have Iligan gets its share as well as other cities and provinces, encompassing development and economic growth in our area, said Cruz.

Cruz presented the City Development Plan of Iligan, following thereafter updates on the resolutions passed during the 87th RDC meeting chaired by his predecessor, Camiguin Gov. Jurdin Jesus M. Romualdo.

Cruz reiterated his statement thanking all council members, mentioning his provincial partner Gov. Khalid Q. Dimaporo of Lanao del Norte, meant to improve the economic development of the city and the province, and the whole of Northern Mindanao.

Kini mao ang Materials Recovery and Composting Facility Division ug Reaseach, Planning and Information, Education and Communication Division nga nakalatid sa Omnibus Solid Waste Management Ordinance sa dakbayan.

Nadasig ang konseho sa pagduso sa maong resolusyon human mabati ang pamahayag ni City Councilor Chonilo Ruiz kalabot sa kamahinungdanon sa duha ka dibisyon alang sa malampuson nga pagpatuman sa Solid Waste Management Program (SWMP) sa siyudad.

Mipasabot si Konsehal Ruiz nga maglisod ang operasyon sa Central Materials Recovery and Composting Facility (CMRCF) kung wala’y permanenteng teknikal nga personahe nga modumala niini.

Gibutyag sa magbabalaod nga anaa pa karon sa karaang organizational structure ang CEMO nga wala ang duha ka naasoy’ng dibisyon.

Personal nga gipahalipayan sa amahan sa siyudad ang boksidor atol sa pagtambong niini sa flag raising program sa city hall adlaw’ng Lunes, Pebrero 14.

Gihimo usab ni Mayor Cruz ang re-enactment sa pagsab-it sa bakos nga nakuha sa boksidor dinuyogan ni City Councilor Frederick Siao, Chairman sa Committee on Sports sa konseho ug ubang opisyal sa dakbayan.

NSO starts 2011 labor force survey

ILIGAN CITY, Lanao del Norte - The National Statistics Office (NSO), Iligan City/Lanao del Norte District Office, conducts a labor force survey with sample households in sample barangays in a quarterly basis for a year.

In an interview with Ibrahim D. Labe, officer-in-charge, district statistics officer, District 2, NSO Lanao del Norte, said this is a regular survey of NSO.

This is a comprehensive body of data on the labor force, employment, unemployment, persons not in the labor force, hours of work, earnings and other demographic and labor force characteristics.

After these statistics are obtained, they have to be interpreted properly so they can be used, together with other economic data, by policymakers in making decisions as to whether measures should be taken to influence the future course of the economy or to aid those affected by joblessness.

In January this year, statistical researchers of NSO Iligan/Lanao del Norte Provincial Office, interviewed around 700 sample households from far flung barangays in Iligan City and the province of Lanao del Norte, with an average of 15-20 households per enumerator.

There are 51,000 sample households nationwide being covered by this survey.

The selection of sample barangays came from the NSO main office and forwarded to us for appropriate coordination with the barangay officials to further locate the sample households selected, explained Labe.

Another survey in the months of April, July and October shall follow.
As of Oct. 2010 survey, the result showed that employment rate in region 10 is 95.8 percent, and nationwide result has 92.2 percent.

The labor force flows can provide information from different perspectives. These research labor force flows allow data users to analyze the movements that underlie the net over-the-month changes in employment, unemployment, or not in the labor force.

For example, examining the flows would show whether a drop in unemployment over the month was due to an increase in the number of unemployed people becoming employed or to an increase in the number of unemployed people leaving the labor force entirely.

The historical series on labor force flows also allow for longer-term analysis which should be useful for business cycle comparisons. (PIA 10 Lanao del Norte)


RDC-X holds 2011 1st meeting in Iligan City

Cagayan de Oro City, Misamis Oriental - Mayor Lawrence Ll. Cruz, the new Chair of the Regional Development Council (RDC), region 10, hosted on Feb. 15, 2011 in his home town, Iligan City, the 88th RDC meeting, with the full support of the local sanggunian headed by Vice-Mayor Henry C. Dy.

This was the first meeting since he assumed the council chairmanship.

With 91% of the members in attendance, the Council endorsed/approved the following items:

Reinstatement of the RDC-X special non-voting membership status of the regional heads of the National Intelligence Coordinating Agency, National Statistics Office, Philippine Information Agency, 4th Infantry Division-Philippine Army (4ID-PA) and the Gender Advocates in Region X.

Integrating Disaster Risk Reduction and Climate Change Adaptation Project in Local development Planning and Decision-Making Processes.

Comprehensive Approach Towards a Resilient Region X.

Requesting the Department of Budget and Management (DBM) to provide a regional breakdown of agency budgets for the Millenium Development Goals (MDGs), and for all LGUs and concerned agencies/entities to hasten the attainment of the MDGs.

Conduct of the Design Contest for the new RDC-X logo.

Preparation of the master plan and feasibility study of flood control and drainage projects of selected river basins (including Cagayan de Oro river).

Construction of the Ozamiz City-Clarin interior bypass airport link and related access roads; and Creation of a special committee on Laguindingan Airport Development Project under the RDC-X.

The body also enjoined all cities and municipalities to update/revise/prepare their respective Comprehensive Development Plans and Land Use Plans as bases in formulating the LGUs’ local investment programs and advised government agencies and other fund sources not to fund or implement programs/projects not included in the local development plans and investment programs.

The RDC also urged the LGUs to institute reforms in the processing of business permits and licenses using the Business Permits and Licensing System (BPLS).

Further, RDC expressed support to Region X’s hosting of the BIMP-EAGA Senior Officers and Ministers Meeting in October 2011 and the May 12-14 International Food Exhibition in the Philippines (IFEX Philippines 2011) in Manila.

Other items for information were: the FY 2012 Budget Framework by DBM-X Director Annabelle M. Atillo; the power outlook for Mindanao by NGCP Officer Cesar C. Calonia and Pasundayag Northern Mindanao by DOT-X Director Catalino E. Chan III; and Director Luz S. Almeda of DepEd-X drummed up support to the department’s Basic Education Sector Reform Agenda (BESRA).

Plaques of Recognition were also conferred to the region’s 2010 Metrobank awardees for Outstanding Teachers: Miladith B. Polutan, Oroquieta City Central Elementary School; Mercidita S. RDC-10 recognizes three outstanding teachers

Cagayan de Oro City, Misamis Oriental - The Regional Development Council awarded plaques of recognition to three teachers in Northern Mindanao who are among the Outstanding Teachers Awardees in the 2010 Search for Most Outstanding Teachers sponsored by the Metrobank Foundation, Inc.

Awardees were: Miladith B. Polutan, Oroquieta City Central Elementary School; Mercedita S. Villamayor, Bukidnon State University; and Mercelita J. Labial, Xavier University High School.

RDC-10 Chairman Lawrence Ll. Cruz of Iligan city, together with NEDA 10 Director Leon M. Dacanay, Jr., concurrent RDC-10 Vice-Chair; Arsenio L. Sebastian III, Co-Chair, PSR; Governor Herminia M. Ramiro, Misamis Occidental; and Director Luz S. Almeda, DepEd-10 led the Council in honoring the awardees for their exemplary performance in the field of teaching.

Meanwhile, RDC-10 takes pride in the fact that Northern Mindanao has been a consistent top awards producing region, outside of NCR, with a total of 23 teacher awardees or 7.8% of the national total as of 2010.

The Search for Most Outstanding Teachers is an annual search of the Metrobank Foundation Inc. in partnership with the Department of Education (DepEd) and the Commission on Higher Education (CHED).

RDC-10 highly supports the program.

It is now on its 27th year of recognizing teachers who manifest profound commitment to the development of the youth through exemplary competence, remarkable dedication, and effective educational leadership.

Bukidnon BIR launches 2011 tax collection campaign

MALAYBALAY CITY, Bukidnon - The Bureau of Internal Revenue (BIR) in Bukidnon launched its tax collection campaign today, Feb. 16.

BIR Bukidnon Revenue District Officer Myrna Bernardo said this signals the start of the 2011 province-wide tax information drive through dialogues and seminars with the Local Government Units (LGUs) accountants, treasurers, vat and non-vat taxpayers including private withholding tax agents and practitioners.

In a press conference, Bernardo clarified the plans and strategies they will be taking to strengthen the province’s tax collection to meet the 2011 collection target.

“The approach would be constant coordination with city/municipal treasurers and accountants regarding withholding tax compliance, strict imposition of penalties for non and late tax filers, personal follow-up for payment of delinquent taxpayers and encourage taxpayers to pay their taxes correctly & promptly,” Bernardo stressed.

Some of the flagship programs of the BIR include the Run After Tax Evaders (RATE), Oplan Kandado (OK), Tax Compliance Verification Drive (TCVD) and Change Management Program.

BFAR releases February shellfish bulletin

CAGAYAN DE ORO CITY, Misamis Oriental - Latest laboratory results reveals that shellfish collected in Misamis Occidental still remains positive of paralytic shellfish poison or commonly known as ‘red tide’.

The Bureau of Fisheries and Aquatic Resource (BFAR) caution the public to stay away from all types of shellfish or alamang gathered in the area.

BFAR however clears that fish, squid, shrimps and crabs remains to be safe for human consumption provided that it is washed thoroughly and internal organs such as gills and intestines are removed before cooking.

Other affected provinces in the country include Surigao del Sur, Dumanquillas Bay in Zamboanga del Sur, Mantarinao Bay in Eastern Samar, Murcielagos Bay in Zamboanga del Norte, Sorsogon and Bislig Bay. (PIA10)


CHR-10 conducts BHRAC confab for NP, partners

Cagayan de Oro City, Misamis Oriental - The Commission on Human Rights (CHR) Regional Office No. 10 will be conducting a two-day Barangay Human Rights Action Center (BHRAC) Basic Capability Building Seminar for the Non Violent Peace Force staff and their partners on Feb. 22-23, this year at the NP Office, Palao, Iligan City.

The seminar aims to provide NP staff and their local partners with information and whereabouts of the BHRAC and the CHR.

Information Officer II, Anna Liza P. Estacion, Special Investigator I Florante Ursua and Administrative Assistant Dominador Calamba IX will be the resource speakers.

They will discuss topics on the CHR: An Overview, Human Rights, Child Rights, Women’s Rights and the BHRAC Program: Its Concept, Conceptgram, Operation and mobilization Structure and BHRAC Development Program and Legal Bases.

The BHRAC is a nationwide mobilization program for human rights protection a CHR’s response to the need of extending its services to the people especially at the far flung areas; and advocacy at the grassroots level; and also to institutionalize Human Rights in the local government units as well as empower the grassroots level in implementing human rights policies, programs and projects. Dev’t of Laguindingan area starts

CAGAYAN DE CITY - Governor Oscar S. Moreno reveals that the government is now ironing out new projects to be laid on the surrounding areas of the Lauindingan Airport in Misamis Oriental.

The airport construction is set to be completed next year, prompting all key agencies in the government to start their dialogue and set everything in tune.

They are in hands full of equally important matters to tackle such road widening projects, water system, energy supply, placements of hospital, telecommunications facilities and boosting tourism.

The National Economic Research and Business Action Center (NERBAC) meanwhile, ponder on putting up shuttle service from the airport to the nearby cities of Cagayan de Oro and Iligan.

NERBAC is also looking into the feasibility of putting up fast craft service in the airport to provide an alternate route and drop off terminals to any parts of the region. (PIA10)
