Feature: Kapatagan LDN moving forward towards development


Kapatagan, Lanao del Norte - The municipality of Kapatagan is one of the best performing municipalities in Lanao del Norte.

This is the proud remark of Governor Khalid Q. Dimaporo in his message during the inauguration of the water system of the KALAHI-CIDSS project of the Department of
Social Welfare and Development (DSWD) in barangay Bel-is, January 28.

Gov. Dimaporo believes that through KALAHI-CIDSS, a project running since 2003, more communities will be empowered and the province of Lanao del Norte will improve.

Kapit Bisig Laban sa Kahirapan – Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) is one of the anti-poverty programs of DSWD which is financially supported by World Bank. It is a community-driven development project that aims to empower communities and alleviate poverty by providing seed capital for infrastructure projects.

Barangay Bel-is is the second barangay in Kapatagan which completed its sub-project next to Barangay Buenavista.

Both areas are now enjoying their water systems. Gone are the frustrating years of water related problems.

Of the thirty-three barangays in the municipality, nine of them were prioritized for the KALAHI-CIDSS project.

At present, more barangays are expected to complete its sub-project construction on February 2011.

Among the sub-projects to be accomplished are farm to market roads for Barangays Sta. Cruz, Malinas and Curvada while, water systems for Barangay La Libertad and Balili and solar drier for Barangay Botadon.

Mayor Benjie Y. Baguio is very proud of what his municipality has accomplished through KALAHI-CIDSS.

“I am encouraging the people to work together “Kapit-Bisig” as what KALAHI-CIDSS is emphasizing. This is a very important ingredient for development,” says Mayor. Baguio.

Being the recipient of the KALAHI-CIDSS project, Kapatagan town is now very positive of its development and progress.

DENR 10, CdeO establish Integrated Coastal Zone Management Project

Cagayan de Oro City -- To develop and preserve the coastal zone of the city, the Department of Environment and Natural Resources (DENR), Region 10, and the local government of Cagayan de Oro City with the support of other government agencies are establishing the Integrated Coastal Zone Management Project (ICMP).

Regional Executive Director Edilberto S. Buiser disclosed that DENR 10 is supporting the project through technical assistance and financial support to further push the enhancement of socio-economic livelihood of coastal residents of the city.

The DENR 10 has allocated P1,011,500 for the project and it has downloaded to the local government P600,000 to jumpstart the project.

The partnership between DENR 10 and LGU Cagayan de Oro City was galvanized with the signing of the Memorandum of Agreement (MOA) last year. Cagayan de Oro City Mayor Vicente Y. Emano and then DENR 10 Regional Executive Director Maximo O. Dichoso signed the MOA.

Under the agreement the DENR shall provide support, assistance and orientation to the Local Government of Cagayan de Oro in the development of the Integrated Coastal Management Plan (ICMP), monitor and supervise the progress and implementation of the Coastal Resource Management (CRM) Plan.

For its part the Local Government of Cagayan de Oro has formed the Integrated Coastal Management – Technical Working Group (ICM-TWG) whose members are involved in ICM/ICRM planning activities, project monitoring and evaluation.

A local ordinance to support the implementation of the City Integrated Coastal Management Plan shall also be established.

It can be recalled that the DENR 10 through the Protected Areas, Wildlife and Coastal Zone Management Service (PAWCZMS) conducted a seven-day seminar-workshop on integrated coastal management on December 7 – 14, 2010 attended by representatives from the offices of the city government, officials of the coastal barangays of the city and non-government organizations.

City Councilor and chair of the environment and natural resources committee, President D. Elipe graced the opening program during the seminar-workshop.

Also involved in the project are the Bureau of Fisheries and Aquatic Resources (BFAR), the Philippine Coast Guard (PCG), Philippine National Police (PNP) and other government agencies. (DENR 10)


DENR launches Cadastral Survey Project in Misamis Occidental

Cagayan de Oro city -- The Department of Environment and Natural Resources (DENR) 10 recently inaugurated the Cadastral Survey Projects in the towns of Lopez Jaena, Aloran and Pana-on in the province of Misamis Occidental.

The project aims to conduct political boundary surveys and establish three (3) geodetic control points in every barangay in the municipalities. The DENR 10 has contracted private surveyors to undertake the cadastral survey.

DENR-10 Regional Executive Director Edilberto S. Buiser during the inauguration of cadastral survey in the municipality of Lopez Jaena, Misamis Occidental, underscored the importance of the project and encouraged the local government to help protect the established geodetic control points or “mohons.”

Moreover, Regional Technical Director Paquito D. Melicor, Jr. of the Land Management Services appealed for the cooperation of the municipal mayors and its respective barangay officials to coordinate with adjacent barangays and municipalities with regards to its political boundary conflicts to avoid further inconvenience and inconsistencies of their respective boundaries.

The DENR-10 has three (3) cadastral survey projects in Misamis Occidental. The Launching was held in the municipality of Aloran on January 24, followed by the municipality of Lopez Jaena on January 25, and Pana-on on January 26, 2011, respectively.

The inauguration ceremonies were attended by the respective municipal officials, DENR-10 officials, local residents, and the respective survey contractors. Engr. Fernando B. Gurrea is the contractor for the municipality of Lopez Jaena, and Engr. Ramon Rubio for the municipalities of Aloran, and Pana-on Misamis Occidental. (DENR 10)


RTA collars 27T traffic offenders; nets P2.6M in fines

Cagayan de Oro city -- A total of 27,024 traffic offenders in Cagayan de Oro City were apprehended last year by the Roads and Traffic Administration (RTA) as it collected P2,592,332 million in administrative fines and basic fees.

RTA executive overseer P/Supt. Antonio C. Montalba, in his annual report sent to City Mayor Vicente Y. Emano, said that of the total number of apprehensions, 8,904 traffic violators have paid their fines; 18,242 are for case filing; 220 were filed in court and 382 were trisikad violations.

During the period, the RTA served 385 traffic warrants to violators, 118 of whom paid fines, 199 paid cash bond and 15 were detained; aside from impounding 1,155 vehicles, 776 of which were released, 301 are on hand and 78 owners undergone community service, Montalba added.

The bulk of the collections came from apprehension paid fines, P2,092,602; traffic clearance fees, P99,900; traffic warrant fees, P281,930; impounded vehicle fines, P236,320; confiscated items fees, P6,600; and towing services fees, P37,220.

Traffic accident data shows that a total of 5,425 accidents occurred last year that brought damage in properties amounting to P26,989,000 million.

Last year’s traffic accidents unfortunately resulted to the death of 25 persons and injury to 1,604 victims while 129 cases were settled.

Cars topped the list on the kind of vehicles involved in traffic accidents with 1,904; closely followed by motorcycles with 1,562; public utility jeepneys (PUJs) with 1,414; taxi with 1,294; and pick up with 692.

Other highlights of the RTA report are traffic operations implemented against closure of business establishments, 16; no plate-no travel policy, 758; illegal parking, 181; drag racing, 157; non-payment illegal parking, 156; motorela apprehension passing national highway, 183; and overcharging taxi fare, 30.

As part of its mandate to ensure public awareness on traffic rules and policies, the RTA continuously carry out their year-round traffic education outreach program to various schools, barangays and transport groups, including traffic safety seminars to violators and drivers, and the installation of signage and pavement markings. 77 tons of garbage dumped at city dumpsite

Cagayan de Oro city -- An estimated 177,620 cubic meters or 77,619 tons of garbage were collected and dumped last year at the city’s controlled dumpsite.

City collection accounted the biggest bulk of the volume of garbage disposed at the city’s dumpsite with 99,951.50 cubic meters, followed by private collection with 38,272.70 cubic meters; barangay collection with 34,662.50 cubic meters, and the privately-owned Basura at Iba Pa, Inc. (BAI) with 4,733 cubic meters, according to Engr. Isidro G. Borja, officer-in-charge of the City Public Services Office (CPSO), in a report submitted to Mayor Vicente Y. Emano.

Some 22,386 cubic meters or 9,782 tons are waste collected from the city’s four public markets- Cogon, Carmen, Agora and Puerto, Engr. Borja added.

Some 764,477 kilos of sorted recyclable materials were also taken out from the dumpsite by scavengers, mostly composed of cellophane, 583,658 kilos; papers, 152,207 kilos; cartoons, 10,930 kilos; empty sacks, 35,772 pieces and empty bottles, 8,287 pieces.

Engr. Borja reported that 188 private establishments in the city are disposing garbage at the city dumpsite, of which 10 are paying tipping fees which enabled the city government to generate P348,100 in collection.

In 2010, a total of 1,831 burials were also recorded by the CPSO, which handles the orderly management of the City Public Cemetery in Bolonsiri, barangay Camaman-an.

Aside from managing the city’s solid waste collection and disposal system, it is also tasked with the maintenance of the cleanliness and sanitation of all city parks, main city streets, center islands, markets, public cemeteries, and the city hall premises.

The CPSO also heightened its information and education campaign on Republic Act 9003, otherwise known as Ecological Solid Waste Management Act of 2000, by conducting orientations, seminars and meetings with public elementary school pupils and high school students. (City Information Office)

DENR leads cadastal survey project groundbreaking in Tagoloan, Mis. Or.

Tagoloan, Misamis Oriental -- Local government officials of the Tagoloan town, Misamis Oriental together with officials from the Department of Environmental and Natural resources (DENR), Region 10, and the project contractor, Engr. Joseph Suello conducted the Inauguration of the Cadastral Survey Project for the municipality.

A ground breaking and program was conducted to highlight the inauguration of the cadastral survey project that will entail political boundary survey and establishment of three Geodetic Control Points or “mohon” under the Philippine Reference System of 1992.

A “mohon” is a mark on land made of concrete wherein the latitude and longitude coordinates called GCPs or geodetic control points are written for land surveys use.

Meanwhile, the PRS92 or Philippine Reference System of 1992 is a homogeneous national network of these geodetic control points (GCPs).

DENR Regional Executive Director Edilberto S. Buiser was represented by Land management Service Regional Technical Director Paquito D. Melicor, Jr. during the inauguration.

Director Melicor discussed during the activity the significance of the project and encouraged the local officials to support it.

He further said that after the establishment of the geodetic control points the DENR 10 will solicit the cooperation of barangay officials to help protect the “mohons.”

The primary stakeholders of PRS92 are all government agencies engaged in surveying and mapping like the DENR, the Department of Agriculture, the Department of National Defense, the Department of Public Works and Highways, the Department of Transportation and Communications, the Department of Agrarian Reform, the National Commission on Indigenous Peoples, and other agencies having interest in mapping.

Private and public landowners and fisherfolks are the major beneficiaries while the general public that is benefiting from the programs of the government agencies is the indirect beneficiary. (DENR 10)


DENR conducts waterbirds census in region 10

Cagayan de Oro City -- The Protected Area Wildlife and Coastal Zone Management Service (PAWCZMS) of DENR-10 is undertaking a census for migratory birds in nine priority wetland sites in the region.

The census which is part of the Asian Waterbird Census is aimed at obtaining information on an annual basis of waterbird populations at wetlands in the region during the nonbreeding period of most species (January), as a basis for evaluation of sites and monitoring of populations.
Further, it intends to monitor the status and conditions of wetlands and to encourage a greater popular interest in waterbirds and wetlands, and thereby promote their conservation.

In the 2010 Mid-Winter Waterfowl Census, there were 33 different species that were counted totaling of 2,236 individual birds.

The nine priority wetlands are Napocor Dam in Bukidnon; Magsaysay, Pangasihan, Alubijid, Taytay, El Salvador and Opol wetlands in Misamis Oriental; Sinacaban and Bonifacion wetlands in Misamis Occidental; and Mukas-Caromatan wetlands, Lanao del Norte.

Of the 2,236 individual birds, the most number was of the egret species. Others were Teal, Cinnamon Bittern, Philippine Ducks, Barn Swallow, Glossy Swift, Tree Sparrow to name a few. The more migrating birds the greater the indication that our wetlands are in their optimal condition.

The Asian Waterbird Census (AWC) is a coordinated international scheme for the collection and dissemination of information on water birds and wetlands.

All waterbird species encountered in the region are covered by the census, counts of species of birds of prey (raptors) that are regularly encountered at wetlands have been included, as several of these species are largely dependent on the food resources of these habitats. (DENR 10)
