CdeO gov’t, DILG, MUST, CDA sign agreement on barangay capacity program


The city government of Cagayan de Oro signed a Multi-Party Agreement with the Department of the Interior and Local Government (DILG), Mindanao University of Science and Technology (MUST), and Cooperative Development Authority (CDA), with the Liga ng mga Barangay (LnB) and Asian Business Cooperative Academy (ABCA) as witnesses, during the Monday Convocation of the city.

According to Dr. Ricardo E. Rotoras, President of MUST, the agreement seals the partnership among the parties in giving capacity-building trainings to barangay officials under the city government’s Barangay Empowerment Program.

City Mayor Vicente Y. Emano, in his message, vowed to give its total support to the program. He saw it as significant in capacitating both the newly-elected and the re-elected barangay officials in order for them to carry on the jobs entrusted to them by the people.

Mayor Emano and Dr. Rotoras were joined by DILG-10 Regional Director Loreto T. Bhagwani, Montano F. Salvador, Program Manager of MUST-IPAG (Institute of Public Administration and Governance), LnB President Dometilo C. Acenas, and Soc Anthony M. Del Rosario, Administrator of ABCA, for the signing of the Multi-Party agreement.

Director Bhagwani, on the other hand, explained to all city government personnel present that DILG, in its supervisory function to the LGU, through the MOA will give authority to the local government unit to allow the use of the city government funds for the implementation of the program.

He also stressed that having good local governance means satisfied clientele.

It is agreed that the training program will be given by MUST in modular forms to all barangay officials of the eighty (80) barangays of the city.

Each participant will receive a Diploma in Local Governance after completing successfully all four (4) modules of the Executive Course on Local Governance and having complied with its requirements. (DILG 10)


Lanao Norte set to host 2011 NMRAA

Tubod, Lanao del Norte – After the devastating flood that hit the towns of Kapatagan, Lala, Baroy and Tubod in this province in the early days of this year, the provincial government is speeding up the rehabilitation of the affected communities in time for the hosting of the 2011 Palarong Pampook, otherwise known as Northern Mindanao Regional Athletic Association (NMRAA) Meet.

“Despite the calamity that struck the coastal municipalities, everything is now set for the hosting of the much-anticipated 2011 NMRAA,” Provincial Information Officer Lyndon Calica declared.

The NMRAA is the last qualifying meet before athletes can participate in the Palarong Pambansa.

This year’s NMRAA has been rescheduled by DepEd’s Bureau of Physical Education for School Sports (BPESS) from its previous January playdates to February 2 to 6, 2011.

Top student athletes from elementary and secondary schools in Northern Mindanao will compete in 17 sports disciplines, namely: archery, arnis, athletics, badminton, baseball, basketball, boxing, chess, football, artistic gymnastics, rhythmic gymnastics, sepak takraw, softball, swimming, table tennis, taekwondo and tennis.

Competitions will be held in the sprawling Mindanao Civic Center (MCC) sports complex in the capital town of Tubod.

MCC has been the primary venue of many national and international sporting events from the first-ever International Motocross Invitationals, Palarong Pambansa, to the exciting PBA games.

“We are very excited in hosting the NMRAA. We look forward to seeing the best NMRAA in recent years,” Governor Khalid Dimaporo expressed.

Also located within the 64-hectare sports complex are the colossal grandstand, rubberized oval track, world-class motocross dirt track, gymnasium, cafeteria, media center, Olympic-size swimming pools, tennis courts and a myriad of sports facilities.

Recently, the fast-rising province of Lanao del Norte has been acclaimed by motorsports organizers and riders as the motocross capital of the Philippines after successfully hosting the Lanao del Norte International Motocross Invitationals last December. (VNL/PIO-LDN)


Malaybalay speeds up distribution of subsidized rice seeds

(Malaybalay City, Bukidnon)—Gearing up to aptly plant this year’s first cropping season, Mayor Ignacio Zubiri directed the city agriculture office in Malaybalay to speed up distribution of certified rice seeds subsidized by the government through the Rapid Seeds Supply Financing Project (RASSFIP) of the Department of Agriculture (DA).

Andrew Bergado, City Agricultural Officer said the farmers are lucky to have this certified seeds at only P300 per bag, which is commercially sold in agricultural supplies at P1,200.

“The market price of P1,200 per bag went down to P600 due to the DA’s fifty percent (50%) subsidy.

Additionally, Malaybalay city government subsidized fifty percent (50%) more of P600 bringing its cost to only P300 per seed bag,” Bergado said.

The RASSFIP is an International Fund for Agricultural Development implemented by the DA through the National Food Authority.

The DA allocated 2,844 bags of certified rice seeds for Malaybalay, which the city government subsidized almost a million pesos.

Mayor Zubiri said farmers in rain-fed areas should now avail of this government-subsidized rice seeds so they can start planting ahead of time. (Ruby Leonora R. Balistoy/PIA Bukidnon)


PDEA nabs three suspected illegal drug pushers in Northern Mindanao

(Cagayan de Oro city)—The Philippine Drug Enforcement Agency, Regional Office 10 conducted a buy-bust operation in the city today at around 6:30 in the morning led by Director Lt. Col. Edwin F. Layese (Ret).

The operation led to the arrests of: Cairon Bao Sultan, female, 33 years old, married; Nasser Batara Sultan, male, married, 37 years old; and Macabawi Abdala Benito, 22 years old, male, married.
All of them are them residing are residing at barangay 31, Sto. Niño, this city.

They were arrested after conniving in selling one (1) piece elongated size heat sealed transparent plastic sachet containing white crystalline substance believed to be shabu to a PDEA undercover Agent.

Recovered from their possession and control were groups of four (4), seven (7), twenty two (22) pieces and thirty six (36) pieces elongated size heat sealed transparent plastic sachets containing white crystalline substance believed to be shabu with a total weight of more or less 20.2 grams and with an estimated total street price of Php 250,000.00.

Arrested suspects are now temporarily detained at PDEA for booking and documentation while seized drug evidences were brought to PNP Crime Laboratory for quantitative and qualitative examinations.

Case for violation of RA 9165 is now being prepared for filing appropriate charges in court. (PDEA 10)


Young leaders in Lanao del Sur conduct RTD on peace, security

Marawi City - Young leaders in Lanao del Sur gathered here recently and discussed what they can contribute to attain peace and security in the province.

Jointly initiated by the Ranao Youth for Peace and Sustainable Development and Nonviolent Peace Force, the roundtable discussion highlighted the crucial role of the youth to realize genuine peace in the province.

Samira A. Gutoc-Tomawis of the Young Moro Professional Network cited that the primary role of the youth in peace advocacy is to recommend solutions and not supplant the responsibility of authorities.

The youth should provide a better platform and facilitate dialogues with political and influential leaders, she said.

They have to see to it that the police, military, local government units as well as traditional and religious leaders are involved in peace dialogues, she further said.

Gutoc also urged the youth to support peace programs of the both local and national governments.

Underscoring their vital role in changing the landscape of governance, she likewise recommended to the youth to enter politics and influence the mindset of other politicians.

She however stressed that the long term approach to genuine is to educate the people on the rule of law.

By studying the ways of the law and learning what it can offer, the youth can be effective in performing their respective roles in peace advocacies, she added. (Apipa P Bagumbaran/PIA Marawi)


CdeO govt. now offers 10 short-term technical and vocational courses

The city government of Cagayan de Oro is now offering 10 short-term technical and vocational courses for free as part of the city’s intensified livelihood skills development program.

Nena S. Salon, officer-in-charge of the City Mayor’s Community Improvement Division (CID), said these courses are massage therapy, commercial cooking, bread and pastry production, sewing, food processing, beauty care services, automotive, welding, electronics and building wiring installation.

The offering of the livelihood skills training courses in partnership with the Technical Education and Skills Development Authority (TESDA)-Misamis Oriental is a flagship project of City Mayor Vicente “Dongkoy” Emano in an effort to equip indigent and jobless city residents with the necessary skills they could use to start up their own small business or look for local employment and abroad, being a TESDA-certified graduate.

The six-month courses, which will start this month and wrap up on June 2011, is open to all residents of the city and free of charge, according to Salon.
Identified venues include the Westbound Terminal in barangay Bulua for commercial cooking, bread and pastry production, sewing, food processing, beauty care services, electronics, and building wiring installation; City Engineering compound for automotive; barangay Macasandig for welding; and Tourism Hall at City Hall for massage therapy, the CID chief said.

In the wake of this development, an orientation about the program will be held on January 20, 2011 next week, 9:00 a.m. at the City Tourism Hall.
